What happens when an air-raid alert is issued?
The public-facing system communicates that authorities have announced an alert for an area, then signals when it has ended. The government’s launch notice for the Air Alert app said it received alert information from regional administrations and informed users about the start and end of alerts in a selected region. At launch, the app was presented as a complement to outdoor warnings, with notifications duplicating public sirens in cities—not as the whole warning system. Those details describe the system in March 2022 and should not be read as a complete account of every current technical arrangement.

The sources describing the app explain how alerts are relayed to the public, not the military sensing, threat assessment, authorization, or communications chain that leads to an alert. They do not establish that a phone app or consumer map independently detects a weapon.
How the Air Alert app works
The basic user workflow is to select the area for which you want alerts and allow notifications on your device. Lviv Regional Military Administration’s guidance says users can select any region and that district and territorial-community options have also been added. Available choices and settings may vary with location and app updates.

The Cabinet of Ministers’ 1 March 2022 launch notice describes the app’s original role as relaying alerts received from regional administrations. It does not establish that the app itself identifies incoming threats.
Why alerts can be more localized
Ukraine has moved toward district-specific notifications in an effort to avoid warning broader areas than necessary. In its announcement about the change, the Cabinet of Ministers said district divisions were implemented with the State Emergency Service, Air Forces, and regional military administrations, except in Donetsk and Luhansk regions. The government said the first phase had been tested in 13 regions. That is a dated rollout account, not a guarantee of current district-level coverage in every locality.

The same announcement quoted Deputy Prime Minister Yulia Svyrydenko saying: “In Sumy region, alert time has been reduced by 50 days, and in Kharkiv region by more than a month in some communities.” The statement does not define the measurement period or precisely explain what “alert time” means, so these figures should be understood as the government’s reported local results, not a defined nationwide measure.

What should you do when an alert arrives?
- Follow local civil-protection instructions and move to cover when an alert is issued.
- Remain in cover until the all-clear. Lviv Regional Military Administration’s guidance says to stay until the next siren signal indicating that the air raid has ended.
- Use official alert and all-clear instructions; do not wait for an explosion, a nearby siren, or confirmation from an unofficial map before acting.
The app is one warning channel, not a substitute for other public warnings or regional instructions. A notification’s absence is not itself an all-clear.

How alerts affect everyday routines
Alerts can interrupt ordinary activities as well as prompt people to seek cover. An Associated Press report published on 4 September 2026 described interruptions to shopping, commuting, and business activity in Kyiv, and reported that attacks there had shifted toward daytime as well as nighttime. This is a location-specific account of daily disruption, not a nationwide survey or a measure of how often alerts occur across Ukraine.
