To write a petition people can understand and choose to sign, make one specific request to a person or organization with the power to act. Explain why the change matters, support the case with reliable facts, invite readers to sign, and plan how you will deliver the petition and follow up. Signatures show support; they do not guarantee a response or a particular outcome.
Start with a change someone can make
Before writing a headline, define the outcome you want. A petition is most useful when it asks for a concrete action rather than expressing a broad concern. Identify the problem, the change that could address it, and a practical way to tell whether progress has occurred.

- Problem: What is happening, and who is affected?
- Request: What specific action do you want taken?
- Measure: What would count as progress—for example, a decision-maker’s response, a signature milestone, or implementation of the requested change?
A signature count can help show the level of support, but it is not the same as the action you are asking for. Choose a measure that reflects the campaign’s real goal.

A prominent person may attract attention, but they are not necessarily the right recipient if they lack authority over the issue. Check the recipient’s role and how they accept public requests or petitions.

For a request involving a law, election, or ballot measure, identify the relevant government body and check its official rules before collecting signatures. Requirements for eligible signers, circulators, forms, and collection methods vary by jurisdiction and purpose; a general petition-writing guide cannot establish whether a petition meets those rules.
Write a title that states the ask
Use a short headline that tells people what action you want and, where useful, who should take it. Starting with an action verb can make the request easier to grasp. The Action Network-hosted Friends of the Earth guide suggests ten words or fewer as a rule of thumb, not a universal requirement. Avoid vague issue labels, unexplained acronyms, excessive capital letters, and strings of emphatic punctuation.
For example, “Keep the Northside Library Open” gives a reader more to understand than “Save Our Community.” If a particular official or organization is the intended target, naming it can clarify who the petition addresses.

Explain the problem, the solution, and why it matters
Put the core case near the beginning so a potential signer can quickly understand what is happening and what their signature supports. Then add the detail a decision-maker needs to assess the request.
- Describe the problem. State what is happening in plain language and why it matters.
- Show the real-world effect. Explain who is affected and give a relevant, truthful example. A personal account can help readers understand the issue, but get permission before sharing someone else’s story.
- Make the request explicit. Say what you want the recipient to do; do not leave the desired change implied.
- Support important claims. Use accurate, relevant evidence and explain how the requested action could plausibly help.
- Invite people to sign. Tell readers what their signature supports and, if appropriate, how they can help share the petition.
Keep paragraphs short and use clear labels if the petition includes several sections. Address reasonable objections with evidence rather than overstating the case. Do not promise that signatures will force a particular decision unless that result is genuinely assured.
Choose an image that adds context
If the petition platform allows an image, use one that clearly represents the issue and that you own or have permission to use. A relevant local landmark can help situate a community campaign. Change.org’s guide describes simple, specific, high-contrast images as useful in its own platform experience, but that observation is not a guarantee that a particular image will increase signatures.

Plan how people will find and sign it
Publishing a petition is only one part of the campaign. Identify people and groups who may care about the issue, and consider direct outreach or other campaign actions alongside sharing the link. Make it easy for supporters to understand what they are sharing and why it matters.
Collect only the information you need, and explain how you will use it. For formal legislative or ballot petitions, use the official collection process and verify the applicable rules rather than assuming an online petition platform’s signatures will qualify.

Choose a delivery method that fits the recipient, timeline, and purpose. Email can make it convenient to submit the petition and attach supporting material. In-person delivery may be more useful when a meeting, local press, or public visibility is part of the campaign. If possible, time delivery around a relevant vote, meeting, consultation, or policy review.

After sending or handing over the petition, confirm that it was received. Tell supporters what happened next, including whether the recipient responded or took action. That follow-up keeps the campaign accountable without implying that signatures alone guarantee a result.
What signature numbers can—and cannot—tell you
Historical figures are not reliable targets for a new campaign. An Oxford Internet Institute study published in 2013 found that 0.7% of petitions in the historical UK government-petition dataset it analyzed reached 10,000 signatures, and 0.1% reached 100,000. The researchers also studied 1,800 petitions on the US White House site; those UK percentages should not be applied to that US sample or treated as current benchmarks.

The same study reported that the outreach factor in its datasets dropped to 0.1% after 10 hours in the UK and 30 hours in the US, and that petition trajectories were largely established after a day or two. These are findings about historical campaigns on particular platforms, not a prediction for a present-day petition. Focus on whether the request is clear, the recipient is appropriate, and supporters have a practical way to act.
