But reaching a signature threshold is not the same as winning the requested change. In the UK Parliament and Government petition service, 10,000 signatures trigger a government response and 100,000 prompt the Petitions Committee to consider a debate; neither threshold compels the government to adopt the petition’s demand.
What a petition can change—and what it cannot
A petition’s effects are best understood in stages. It can make an issue more visible, bring an institution’s attention to it, and sometimes prompt a formal response or parliamentary scrutiny. Those are meaningful forms of access, but they are not proof that the petition caused a later policy decision.

- Visibility: A petition can help communicate that people care about an issue and can be shared as one part of wider public advocacy.
- Formal acknowledgement: Under the UK service, 10,000 signatures lead to a response from the responsible government department. The response may explain the government’s position without accepting the request.
- Parliamentary attention: At 100,000 signatures, the Petitions Committee considers whether to put the petition forward for debate. Consideration is not a guaranteed debate.
- Policy change: No signature threshold cited here guarantees that a requested policy will be adopted. Establishing that a petition caused a particular change requires case-specific evidence, including attention to other campaign activity and events.
These rules are specific to the UK Parliament and Government e-petition service. Other governments, legislatures, councils and platforms may have different rules—or no formal response obligation.
What happens when a UK petition gets enough signatures?
The thresholds apply to petitions created through the UK Parliament and Government service at petition.parliament.uk. The government response obligation and Petitions Committee’s debate consideration apply to that service’s petitions, not automatically to petitions hosted on third-party websites.

| Signatures | What the UK service provides | What it does not guarantee |
|---|---|---|
| 5 supporters | The petition can be checked for publication. | Publication is not a government response or a policy result. |
| 10,000 | A response from the responsible government department. | Agreement with the petition or adoption of its request. |
| 100,000 | Consideration by the Petitions Committee for debate. | An automatic debate, vote, law change or policy change. |
Once published, a petition stays open for six months. The service’s official guidance also sets eligibility and subject limits: creators and signers must be British citizens or UK residents, and petitions must request a clear action within the UK Government’s or Parliament’s responsibility. The service excludes, among other matters, active UK court cases and certain petitions naming public-body employees. See the official e-petition guidance for the full rules.
Does 100,000 signatures force Parliament to debate it?
No. The threshold prompts the Petitions Committee to consider a debate, but the committee decides what follow-up is appropriate. It may decline to schedule a debate—for example, if the issue was recently debated or a debate is already planned. The committee can also seek written or in-person evidence, write to government or another public body, or ask another committee to examine the issue.

How common are large petition totals?
Large totals are uncommon on the UK Parliament service. A House of Commons Library briefing published on 21 July 2025 reports that most petitions routinely receive fewer than 1,000 signatures. Since 2020, 206 petitions had received more than 100,000 signatures and two had received more than one million.
The same briefing counted 1,819 e-petitions submitted and accepted from October 2024 to May 2025, which collected more than 7 million signatures in total. That is a specific reporting window, not a full-year figure. It also records 66 petitions debated in 2015–17 and 86 in 2017–19; its count of 10 debates in the 2024 Parliament covers only the period available to the briefing and should not be compared with full-term totals. The briefing and its definitions are available from the House of Commons Library.

A historical study by Taha Yasseri, Scott Hale and Helen Margetts, published in 2017, analyzed 20,000 UK and 1,800 US petitions. In the systems and period it examined, more than 99% of petitions failed to reach the UK 10,000-signature response threshold, while 0.1% reached the 100,000-signature debate threshold. The study also found that early signature growth was associated with eventual threshold attainment. These are historical platform-era findings, not current odds for any particular petition or a universal success rate. Read the study.

National signature thresholds do not measure every possible effect. A petition with fewer signatures might still help a local group or organization bring an issue to the right decision-maker. The available figures do not establish a general rate at which petitions produce policy changes.
How to choose the right petition route
Before signing or starting a petition, check whether it is directed to the institution that can act. A popular petition addressed to the wrong body may attract attention without creating a formal route to a decision.
- Identify who has authority. Check whether the issue belongs to the relevant government, legislature, council or other institution.
- Check whether the platform is official. Read what its rules promise and which petitions qualify for a response or other follow-up. A petition on a third-party site does not automatically qualify for the UK service’s response or committee consideration.
- Read the threshold precisely. Distinguish a response, consideration, debate and binding action; they are different outcomes.
- Consider what happens next. Signatures can be one part of advocacy. Follow-up may be needed to present evidence, contact decision-makers or sustain attention on the issue.
Do not apply Westminster’s thresholds across the whole UK or to other countries. GOV.UK points to separate petition routes for the Scottish Parliament and Senedd Cymru; check the relevant institution’s own rules before relying on any threshold.
