Before a remote contractor receives VPN, cloud, code, or SaaS access, verify two separate facts: that the applicant is the person represented by the contract, and that the person is working from an approved location. Use a documented identity-proofing level, authoritative evidence, strong multi-factor authentication, compliant-device checks, least privilege, continuous monitoring, and a defined revocation trigger. A self-asserted name, address, or screenshot is not sufficient on its own.
Start with a risk and assurance decision
Verification should match the consequence of a mistake. A contractor reading public documentation does not need the same process as one handling production credentials, regulated records, source code, payment data, or administrator functions. Write the decision before collecting evidence so reviewers know what “verified” means and who may approve an exception.

Classify the access request
- Systems and data: list every application, environment, repository, database, and file share the contractor may reach.
- Privilege: distinguish read-only, contributor, operator, and administrator rights. Separate production from test access.
- Contract and duration: record the legal entity, named individual, start date, end date, renewal terms, and any subcontracting permission.
- Jurisdiction: identify where the contracting entity, worker, data, and service are located. Note residency, export-control, labor, and privacy constraints that apply to the engagement.
- Business impact: assess what a stolen account could expose or change, and how quickly the organization could detect and contain misuse.
Choose and record an assurance level
NIST describes identity proofing as four linked activities: resolution, validation, verification, and enrollment. Resolution establishes that the claimed identity is unique in the relevant population; validation checks the evidence; verification connects the evidence to the live applicant; enrollment binds the verified person to a credential. The current identity guidance is in NIST SP 800-63-4 and the proofing requirements in NIST SP 800-63A-4.

“During the process of identity proofing, an applicant provides evidence to a credential service provider (CSP) reliably identifying themselves, thereby allowing the CSP to assert that identification at a useful identity assurance level.”
— National Institute of Standards and Technology, NIST SP 800-63A-4
Resolve the contractor’s claimed identity
Begin with the person who will actually use the account, not only the staffing company or a team mailbox. Collect the legal name and the core attributes needed to distinguish that person from others. Depending on the assurance level and contract, these can include date of birth, nationality or residency where lawful, employer, employee or contractor identifier, and a verified contact channel.

Collect evidence appropriate to the risk
Request identity evidence that is appropriate for the jurisdiction and assurance level. A government-issued identity document is commonly used for stronger proofing, but the document type, acceptable issuing authorities, and retention rules must be defined by your policy. Record the document type, issuer, expiration, and the checks performed rather than retaining more personal data than necessary.
- Check that the document is current, authentic, and unaltered.
- Compare the name and other attributes with the contract and the account request.
- Use a live interaction or approved liveness method to connect the evidence to the applicant.
- Record the verifier, date, method, result, and any exception or manual review.
Remote attended proofing
In attended proofing, a trained agent conducts a secure video session with the applicant. The agent examines the evidence, asks the applicant to perform the required actions, resolves discrepancies, and can route unusual cases to an escalation queue. This approach supports human judgment and accessibility accommodations, but it requires scheduling, trained staff, secure recording or note-taking controls, and a consistent script.
Remote unattended proofing
In unattended proofing, an automated workflow captures evidence and performs document and liveness checks without a live agent. It can operate at any hour and handle volume consistently, but false rejects, accessibility barriers, spoofing attempts, and unusual documents need a documented exception path. Automation does not remove the need for audit records, privacy controls, or human review when the result is inconclusive.

| Proofing mode | How it works | Operational strengths | Controls to plan |
|---|---|---|---|
| Remote attended | A human agent verifies the applicant and evidence during a secure video session. | Real-time questions, judgment on discrepancies, and direct accommodation of exceptions. | Agent training, secure session handling, consistent procedures, scheduling, and escalation records. |
| Remote unattended | An automated workflow performs document, biometric or liveness, and data checks. | Availability outside business hours and repeatable processing at higher volume. | Fraud detection, accessibility alternatives, manual review, privacy safeguards, and an auditable decision trail. |
Validate the evidence and bind it to the person
Evidence is useful only when it is both genuine and connected to the applicant. A clear photograph of a document proves neither condition by itself. Your procedure should state which authenticity signals are checked, how liveness is established, and what happens when the attributes conflict.
Handle mismatches deliberately
- Name variation: pause enrollment when the contract, identity evidence, and payment records use different names. Accept a documented legal-name change or transliteration only under a defined policy.
- Expired or damaged document: obtain an acceptable current document or route the case to an approved exception process; do not treat an unreadable image as validated evidence.
- Failed liveness or repeated attempts: stop automated retries, preserve the event record, and require a human review or a new proofing session.
- Third-party substitution: ensure the person in the live session is the individual named in the contract, not a recruiter, manager, or “replacement” operator.
Minimize retention. Keep the proofing outcome, evidence type, verifier, timestamps, and reason for any exception where possible; store raw identity images only when your legal, contractual, and security requirements require them. Restrict access to the records and set a deletion schedule.
Confirm where the contractor is actually working
Location verification is a separate control from identity verification. A contractor can be genuine and still work from an unapproved country, an insecure shared facility, or a jurisdiction that conflicts with the contract. Treat an unconfirmed self-asserted address as a claim, not proof.
Use an authoritative address or location signal
For stronger remote proofing, use an authoritative address-of-record or another documented signal tied to the person. NIST’s IAL2 remote-proofing implementation requires a validated address and an enrollment code delivered to that address; see NIST’s IAL2 remote proofing implementation resource. The code should be entered during enrollment so possession of the address channel is demonstrated.
Possible signals include a postal address of record, a validated phone number, a validated email address, or an authoritative employment or government record. Each has different reliability, privacy, geographic coverage, and speed. Select the combination that your risk decision supports and document the source and date.
| Location method | What it establishes | Important limitations |
|---|---|---|
| Postal address of record with delivered enrollment code | Control of a physical address used for the proofing process. | Delivery time, address changes, shared residences, and country coverage must be handled. |
| Validated phone number | Control of a number linked to the applicant in the approved records. | Numbers can be recycled, shared, or subject to account takeover; a phone signal may not prove current physical location. |
| Validated email address | Control of an address linked to the contractor or contracting organization. | Email control alone may not establish a residential address or country of work. |
| Other authoritative record | A location attribute confirmed by a trusted employer, government, or contractual record. | Coverage, freshness, lawful use, and the record keeper’s reliability must be assessed. |
Check the working country and session context
At sign-in, evaluate connection location as a contextual signal rather than as sole proof. A country or network mismatch can indicate travel, a corporate egress point, a privacy relay, or an account compromise. Define which countries and locations are permitted, how travel is approved, and when a mismatch blocks access or triggers review. Do not infer a precise street address from an IP address; use it only as one signal among the authoritative evidence and policy checks.

Protect privacy while confirming location
Collect only the location precision needed for the decision. If country and state are sufficient, do not retain continuous home coordinates. Tell the contractor what is collected, why it is needed, how long it is retained, and who can see it. Apply the same rules to employees and contractors where practical, and provide a documented alternative when a legitimate accessibility or safety need prevents use of a particular channel.
Enroll strong multi-factor authentication before access
Do not issue a password-only account after identity proofing. Enroll an authenticator that matches the risk, then verify that the contractor can use it before granting access to business systems.
Choose the authenticator
| Authenticator option | Security and usability characteristics | Lifecycle decisions |
|---|---|---|
| FIDO2/WebAuthn hardware security key | A concrete physical authenticator designed for phishing-resistant sign-in when supported by the service. | Record issuance to the named person, require a protected backup or recovery path, and define loss, replacement, and revocation procedures. |
| Platform authenticator | An authenticator built into an approved laptop or mobile device; support depends on the operating system and service. | Bind it to a managed device, verify device recovery options, and remove the credential when the device or contract is retired. |
| Other approved MFA | Use only methods allowed by your security policy and appropriate to the assurance level. | Document enrollment, recovery, reset approvals, and evidence that the authenticator belongs to the proofed person. |
NIST’s digital identity guidance covers authenticator selection and lifecycle requirements at NIST SP 800-63-4. Keep a record of the authenticator identifier, issuance date, approver, recovery method, and revocation status. Recovery must not become an unverified back door: require equivalent identity checks or a separately approved recovery process.

Check the device and connection before opening applications
A verified person can still use an unsafe or compromised device. Before granting access, require a managed or otherwise compliant endpoint where feasible. The exact technical controls depend on your environment, but the decision should be explicit and testable.
Minimum endpoint checks
- Device ownership or management status is known.
- Supported operating-system version and security updates are installed.
- Disk encryption is enabled where the platform supports it.
- Endpoint detection and response or equivalent malware protection is active when required by policy.
- Screen lock, local account controls, and secure configuration meet the contractor baseline.
- The device is not reported lost, stolen, jailbroken, rooted, or otherwise outside policy.
NIST’s guidance on telework, remote access, and bring-your-own-device security provides the control context for endpoint and connection decisions: Guide to Enterprise Telework, Remote Access, and BYOD Security. If a personal device is permitted, define what management, data separation, remote wipe, and support obligations apply before enrollment.
Use contextual signals carefully
Evaluate sign-in time, behavior, device posture, and connection location together. A new device, impossible travel pattern, unusual download volume, or country mismatch should increase assurance requirements or pause the session. A familiar network is not proof of identity, and a geolocation alert is not proof of fraud; use a risk-based response such as step-up authentication, manager confirmation, temporary isolation, or investigation.

Grant the minimum access and verify continuously
After identity, location, MFA, and device checks pass, create the smallest role that lets the contractor perform the contracted work. Scope permissions by application, project, environment, data set, and time. Keep production administration separate from development work, and require a second approval for elevated or emergency privileges.

- Set an expiry date that matches the contract or statement of work.
- Use just-in-time or approval-based elevation for administrative tasks where available.
- Log authentication, proofing outcome, approvals, privilege changes, downloads, and administrative actions.
- Alert on policy violations, repeated failed proofing, impossible travel, disabled device controls, and unusual data access.
- Review contractor access at defined intervals and whenever the role, project, country, device, or subcontracting arrangement changes.
Zero-trust architecture treats every access request as subject to ongoing evaluation rather than a one-time perimeter decision. NIST states that “ZTA limits these threats by performing continual verification of a subject’s identity and authorization to access a resource.” See NIST SP 1800-35. Re-check identity, authenticator, device posture, authorization, and relevant context during sessions and at policy-defined intervals.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Define revocation before the first login
Revocation should be automatic where possible and never depend on a manager remembering a manual step. Tie account expiry and credential disablement to the contract end date, role change, failed re-verification, loss of an approved device, or a location-policy violation.
Keep an auditable offboarding record
- Disable the identity provider account and every connected application.
- Revoke sessions, tokens, API keys, certificates, VPN profiles, and hardware authenticators that are no longer authorized.
- Remove group membership, shared-secret access, repository permissions, and delegated administrator rights.
- Recover or invalidate issued devices, keys, badges, and other physical credentials.
- Record the trigger, approver, time of disablement, systems checked, and any outstanding investigation.
For a failed re-verification or suspicious location event, preserve relevant logs and avoid tipping off an investigation through unnecessary account details. Follow your incident-response and privacy procedures.
A practical pre-access workflow
- Open a request: capture the contractor’s legal identity, contracting entity, role, systems, data, privilege, countries of work, start date, end date, and business approver.
- Assign assurance: choose the required identity and device assurance level, permitted countries, evidence types, and exception authority.
- Proof the identity: perform resolution, evidence validation, live verification, and enrollment using an attended or unattended process with a human-review route.
- Confirm location: validate an address or other authoritative location signal; for an IAL2 remote process, deliver and verify the enrollment code at the validated address.
- Enroll MFA: issue and test an approved authenticator, preferably a phishing-resistant option supported by the service, and document recovery and revocation.
- Assess the endpoint: verify management or approved BYOD controls, encryption, patching, endpoint protection, and connection context.
- Authorize least privilege: create the minimum role, add an expiry, and require separate approval for elevation.
- Monitor and review: log proofing, approvals, sign-ins, device state, location signals, and resource use; re-check when risk changes.
- Revoke: disable all access and credentials at expiry, role change, failed re-verification, or policy violation, then retain the audit record.
Common failure modes and corrective actions
The contractor supplies only a name and email
Those attributes may start the request but do not establish identity assurance. Pause access and complete the evidence, live-verification, and enrollment steps required for the selected level.
The address is self-asserted or cannot receive the code
Treat it as unconfirmed. Use an approved authoritative record or an alternate validated channel, document the limitation, and do not grant location-sensitive access until policy requirements are met.

Automated proofing rejects a legitimate applicant
Do not weaken the standard after repeated retries. Route the case to trained human review, offer an approved accessible method, check document quality and data mismatches, and record the final decision.
The sign-in country differs from the approved location
Do not assume either innocence or compromise. Check approved travel, corporate egress, privacy relays, device posture, and recent account activity; require step-up verification or suspend access according to the risk policy.
The contractor wants to share an account
Decline shared credentials. Create an individually proofed identity so actions, approvals, and revocation can be attributed to one person. If the contract changes personnel, repeat proofing and issue a new account.

Block access to protected resources until the device meets policy or the contractor uses an approved managed endpoint. Do not make an informal exception that cannot be monitored or revoked.
Federal-contract consideration
For covered federal contracts, FAR 4.1301 requires agencies to follow FIPS 201 and applicable OMB guidance for affected contractor and subcontractor personnel when performance requires routine physical access to a federally controlled facility or routine access to a federally controlled information system. The agency must designate an official responsible for verifying contractor identity. FIPS 201 requirements include secure and reliable identification based on sound identity verification, resistance to identity fraud and tampering, rapid electronic authentication, and issuance by accredited providers; see NIST FIPS 201 requirements. Determine whether the contract is covered and follow the agency’s designated process rather than substituting an informal company check.
Records to retain for an audit
An auditor or incident investigator should be able to reconstruct why access was granted and when the decision stopped being valid. Retain the approved risk classification, assurance level, identity attributes collected, evidence type and validation result, attended or unattended method, location signal and date, MFA identifier, device-compliance result, approvers, role and expiry, monitoring events, exceptions, and revocation record. Protect these records as sensitive personal and security information, limit internal access, and apply a documented retention and deletion schedule.
The Bottom Line
Grant remote-contractor access only after the person, approved work location, authenticator, and endpoint satisfy a documented assurance decision. Start with least privilege, verify context continuously, and make expiry or policy violations trigger complete revocation.
