Validate Jira and Confluence in stages: define what was meant to migrate, review migration reports, reconcile content against that scope, then test real user workflows and relationships in Cloud. Keep documented exclusions separate from errors, and retain evidence for the final acceptance decision.
1. Define what should have migrated
Start with the migration plan: selective migrations can include some projects or spaces and exclude others, so a comparison with the entire source system may give a misleading result. Save the plan and build an inventory of the Jira and Confluence content and configuration that is in scope.

- Jira: projects and issues, including archived issues if selected; users and groups; boards and filters; apps and app-specific migration paths.
- Confluence: spaces, pages, users and groups, attachments, and relevant apps.
- Both: record deliberate exclusions and note the source inventory or other baseline you will use for reconciliation.
Keep Jira and Confluence as separate workstreams: their Cloud Migration Assistants expose different checks and migration plans. Use Atlassian’s Jira migration assessment guidance and Confluence migration assessment guidance to understand the applicable pre-migration checks.
2. Review checks, migration details, and reports
Resolve pre-migration blockers where possible, then review the migration details and post-migration report for status and errors. For Jira, checks include Cloud app installation, valid and unique user or customer email addresses, and user or storage limits. Confluence checks cover areas including the system, assistant version, users and groups, spaces, and apps; they also include app installation, email validity and uniqueness, and user or storage limits. A clean preflight helps identify known risks, but it is not evidence that post-migration workflows work.

After a run, use its report to locate errors and establish what the assistant processed. Follow that record with inventory reconciliation and functional testing rather than treating the report as the acceptance decision. Atlassian’s post-migration review guidance describes reviewing migration results.
3. Run a trial migration and user acceptance testing
Before production cutover, use a test or staging site to check data and let users perform common tasks from their actual roles. Atlassian strongly recommends a trial run before the final migration. For Jira, keep the Cloud Migration Assistant version the same for the trial and production runs; version differences can affect comparability.

Build a short test script around the work users need to do, rather than asking only whether a page or issue is visible:

- Create and edit Jira issues, move them through representative workflows, and upload or open attachments.
- Check boards, saved filters, and quick filters used by teams.
- Exercise app-dependent automation, post-functions, and integrations.
- Open representative Confluence pages, download attachments, inspect macros, and verify restrictions.
- Follow Jira-to-Confluence links and test integrations that connect the products.
Atlassian’s trial migration guidance covers testing, review, and UAT. Some Jira macros may need repair, and Marketplace app behavior should be checked in the destination rather than assumed from content presence.

4. Reconcile the migrated content and exceptions
Compare projects, issues, spaces, and pages with the saved plan and available source inventories. Combine counts or other broad coverage checks with inspection of representative records. Ask project and space owners to review content they know; this can reveal missing context or configuration that raw totals cannot.
Jira: compare keys and behavior, not raw IDs
Jira entity IDs change in Cloud. Compare recognizable issue and project keys, and check whether links and configuration behave as expected instead of treating a changed source ID as evidence of loss. Atlassian documents ID mappings for reconciliation in its Jira entity-linking guidance. The mapping endpoint is a beta server-side API, so treat it as version-sensitive reconciliation tooling rather than a permanent integration.

During review, look for unexpected “Former User” attribution and configuration marked “(migrated).” Inspect filters and quick filters that rely on migrated entities. Atlassian’s Jira migration behavior guidance covers entity linking and migration-related behavior.
Confluence: distinguish documented omissions from failures
Check pages, attachments, history, labels, comments, restrictions, and other in-scope items against your plan. Atlassian’s Confluence migration scope documentation also lists items that do not migrate, including personal drafts, audit logs, analytics, custom emojis, some profile information, and attachments inserted as a link address. Record applicable exclusions as exclusions—not as migration errors.

5. Test permissions, apps, and cross-product relationships
Once presence is checked, verify the relationships and behavior users depend on. Confirm that Jira issue links, workflows, filters, attachments, app functions, and integrations work for the intended users. In Confluence, verify that page restrictions give the expected people access, attachments open, and macros render or have an understood replacement. A user who can see a page as an administrator may not have the same experience as a space member, so include role-appropriate accounts in UAT.
Test Jira-to-Confluence links directly. If links require repair, wait until the Confluence migration has succeeded. If another migration run is planned, complete it before updating links: a later run can change IDs and leave links that were repaired against an earlier run pointing to the wrong destination. 6. Choose evidence that matches the question

Use both methods: the report and inventory show what was processed; record checks and UAT show what users can actually do. Atlassian does not define a universal pass percentage or sample size in the cited guidance. Set acceptance criteria according to scope, business criticality, and risk, and label sampled checks as samples rather than as exhaustive reconciliation.
7. Keep an acceptance record
Store the migration report and resolved error list with the source-to-destination inventory, sample checks, functional test results, UAT sign-off, known exclusions, and unresolved defects. This gives the migration lead a traceable basis for acceptance and makes it clear which findings are confirmed, sampled, excluded by design, or still open.
