Stop repeating the repair until you know when the restart happens and what the server reports. A loop before the operating system loads, a Windows stop error, a failed update, and a storage failure point to different causes—and some disk repairs can take a volume offline or put data at risk. First record the failure, protect available data, and match the next step to the evidence.
First identify where the restart loop occurs
“Repair failed” and “server keeps restarting” describe symptoms, not diagnoses. The first useful distinction is the stage at which the failure occurs. If the operating system or server model is not Windows Server, do not apply Windows-specific steps below: the available guidance does not establish a universal procedure for Linux or every server platform.

| Failure stage | Evidence to capture | Safer next direction |
|---|---|---|
| Before Windows loads (firmware or POST) | Last visible screen, beep or diagnostic codes, hardware changes, and whether the server loses power or restarts | Check the server maker’s diagnostics and support guidance; review recent hardware, firmware, and site-power changes. |
| During Windows startup | Exact stop code or message, boot stage, and whether each attempt fails at the same point | Use the stop code, dump if available, and System log to investigate Windows, drivers, hardware, and storage. |
| During or after an update or repair | Update or repair name, timing, error text, and whether the failure began immediately afterward | For a Windows update-related boot failure, use the release-appropriate Windows Recovery Environment (WinRE) guidance rather than a generic rollback or registry-edit recipe. |
| After Windows becomes operational | Restart time, preceding events, recently changed services or software, and storage or hardware warnings | Correlate shutdown and restart events with recent changes and diagnostic results before altering components. |
Microsoft’s Windows Server stop-error guidance says, “Many issues can cause stop errors,” including incompatible hardware or drivers, outdated firmware or BIOS, software conflicts, memory issues, and corrupted system files. A restart loop alone does not distinguish among them.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →What to record before trying another repair
Write down the exact error text and code, the time of each restart, the last screen shown, and whether the restart is automatic or appears to be initiated by Windows or an application. Note whether the failure repeats at the same point. Record recent changes—such as drivers, firmware, BIOS, updates, hardware, applications, or services—and the server make and model, Windows Server version, storage configuration, and backup status.

- Preserve relevant System and Application event logs and any available memory dump before clearing logs or making further changes.
- In Event Viewer, inspect Windows Logs > System and Windows Logs > Application. Check the event source as well as the ID; event IDs are not unique across all providers.
- For restart history, correlate Kernel-General and EventLog entries with the surrounding events. User32 event 1074 can indicate a process-initiated shutdown or restart; Kernel-Power event 41 and EventLog event 6008 are associated with an unexpected shutdown. Event 41 does not, by itself, prove whether the cause was a crash, hang, or power loss.
- Events 12, 13, 6005, and 6009 can help establish restart history. Interpret them in context and alongside timestamps, not as a standalone diagnosis.
Microsoft’s unexpected-restart guidance, surfaced with page metadata dated February 12, 2026, describes these events as evidence for reconstructing what happened—not as proof of a single root cause.
Check recent changes and basic conditions
Undo or investigate the change most closely tied to the first failure
If the loop began after a driver, service, application, update, firmware, or hardware change, begin by investigating that specific change and its vendor documentation. Avoid making several changes at once: doing so makes it harder to identify which one affected the failure. If an update is implicated in a Windows boot failure, follow Microsoft’s WinRE instructions for the affected release. Update rollback steps depend on the failure and OS version; they are not a universal sequence.

Check free space, updates, firmware, and hardware
Microsoft’s Windows Server stop-error checklist recommends keeping 10–15% of disk space free in that troubleshooting context and notes that actual space needs vary. Treat that figure as contextual guidance, not a capacity rule for every server workload. The same guidance recommends current Windows updates and firmware and relevant memory or hardware testing. Use diagnostics appropriate to the server model and consult the manufacturer’s instructions before changing firmware or replacing components.
Investigate storage before running repair writes
Storage problems can cause boot failures, apparent repair loops, and file-system errors. Start by checking storage-driver and firmware currency, relevant system-log events, and the health of the controller, disks, and storage path. Do not jump straight to a repair that writes to a volume or requires exclusive access.

Interpret storage events in context
Microsoft identifies System log event 129 as a Storport timeout and event 153 as a miniport request timeout. Possible causes include an unresponsive LUN, storage overload, controller capacity or configuration issues, unstable storage networking, or hardware faults. Events 55 and 98 can indicate file-system corruption. These events narrow the investigation but do not, by themselves, identify which component failed.
- Begin with scan-mode checks when appropriate for the Windows version and file system.
- Before a repair that needs exclusive or offline access, verify backups and schedule a maintenance window; some checks or repairs can take a volume offline.
- Do not change disk timeout registry values without direction from the storage vendor.
Take extra care with ReFS repair or salvage
If a ReFS volume repeatedly fails to mount or repair, Microsoft’s ReFS guidance recommends verifying backups first and collecting System, Application, storage, and ReFS logs, hardware information, and SMART data. Review any salvage logs. Microsoft describes refsutil salvage as an attempt to recover data to a destination on a second disk; it is not a guarantee of recovery. If salvage fails, preserve the logs, check the storage hardware, use available backups, and escalate to the relevant support provider rather than repeatedly retrying repairs on the affected volume.

Choose the next step by risk and evidence
| What the evidence points to | Next action | Risk or limitation |
|---|---|---|
| Update-related Windows boot failure | Follow the WinRE procedure for the specific failure and Windows Server release. | Do not transplant steps from another release or use a generic registry-edit sequence. |
| Driver or service change immediately before failure | Investigate that component and its vendor guidance; use the stop code, logs, and dump if available. | A restart loop does not establish that the most recent change is the cause. |
| Storage timeout or file-system event | Check controller, storage path, hardware, driver, firmware, and volume condition; start with an appropriate scan. | Repair operations may write to data or take the volume offline. Confirm backups and plan downtime first. |
| Failure before Windows loads, or evidence of power or hardware trouble | Use diagnostics and support documentation for the exact server model; review recent hardware or firmware changes and site power. | Intel’s restart guidance is specific to Intel server products and Windows Server 2016 or 2012 R2; it should not be treated as universal guidance for current or non-Intel systems. |
For offline recovery access, compatible Windows installation or recovery media may be needed. Confirm the correct image, boot mode, and server support before using it; media does not fix faulty hardware or guarantee recovery.
