NWS provides forecasts and active alerts; it does not prescribe a universal snowfall threshold for mobilizing a municipal or private plow fleet.
What the alert should—and should not—decide
Separate the data source from the operating policy. The NWS API supplies forecast, observation, and alert information in JSON-LD-oriented services; its public data is free to use, subject to reasonable rate limits. The operator chooses when a forecast warrants action, based on service commitments, route conditions, staffing, and the consequences of waiting.

A useful first version should notify a person rather than dispatch vehicles automatically. Include the forecast values and configured threshold in each notification so the dispatcher can judge the condition and override the rule.
Choose signals and a local threshold
Use different signals for different questions. Forecast accumulation estimates how much snow may fall over a defined period. A snowfall-rate threat conveys urgency associated with faster accumulation. An active NWS alert is an official hazard product, not a measured snowfall total or a fleet instruction. A human-reported measurement describes conditions at a particular observation point.

| Signal | What it tells dispatch | Use carefully |
|---|---|---|
| Hourly forecast | Forecast conditions by period for a location. | Inspect the returned fields, units, and valid times before implementing a comparison. |
| Expected snowfall | NWS Buffalo’s most likely snowfall outcome for the period shown. | It is a forecast, not a guaranteed total. |
| Exceedance probability | Likelihood of surpassing a selected snowfall amount. | It answers a probability question, not the same question as the most-likely amount. |
| Snowfall-rate threat graphic | Buffalo’s low, medium, or high snowfall-rate category for depicted areas. | Do not assume the graphic’s categories are a direct API field; inspect current API documentation and payloads. |
| Active alert | Whether NWS has issued an active watch, warning, advisory, or similar product for the selected geography. | Alert coverage depends on whether the query uses a point, county, or forecast zone. |
| Manual snowfall measurement | New snow observed at a particular site. | It is local evidence, not an automatic input to the NWS API. |
NWS Buffalo publishes expected snowfall, probabilities of exceeding snowfall amounts, location tables, and snowfall-rate threat graphics on its winter weather page. Its expected snowfall is the forecasters’ most likely outcome, based on evaluation of models, satellite, radar, and observations. Use these products as context for choosing a rule, not as evidence that one threshold applies to every route.
Set the accumulation rule around the service area
Define the accumulation interval and the threshold with the people responsible for the service commitment. For example, a policy might compare forecast snowfall over a specified near-term window with an internally approved inch threshold. The threshold is a local policy choice—not an NWS standard. Document whether the rule uses the hourly forecast, a period total, or another value, and how it treats missing or uncertain values.

Add urgency context without conflating signals
Consider a separate rate-or-hazard condition for situations in which rapid accumulation, visibility, or safety is more important than a period total. An active winter alert or Buffalo’s rate-threat category can raise urgency for dispatcher review, but neither should be mistaken for a direct observation of snow already on a route.

Resolve each service area through the NWS API
Do not assume one Buffalo coordinate represents all neighborhoods or routes. Define the operational points or service areas that matter, then resolve each point through the NWS /points/{latitude},{longitude} endpoint. The point response supplies links to location-specific forecast resources. NWS forecast grids are approximately 2.5 km by 2.5 km, so a grid value is not an exact citywide total or a guarantee for every street.

Follow the forecast URLs returned by the point lookup rather than permanently hard-coding a grid mapping. NWS notes that office and grid assignments can change; periodically refresh the lookup. The point endpoint and forecast workflow are documented in the NWS API documentation.
Choose alert geography deliberately
Active alerts can be requested by state, point, county, or forecast zone. County and zone filters are not interchangeable: a county filter can include county and associated zone alerts, while a zone query does not include county-based products. Verify which products cover each operating area using the NWS Alerts API documentation and its geolocation guidance.

For each service area, decide whether a point, county, or zone query best matches the dispatch boundary. Keep that choice explicit in configuration; otherwise an apparently quiet alert feed may simply be filtering the wrong geography.

- Define service locations. Record one or more operational points or areas and the alert geography to use for each.
- Resolve forecast endpoints. Request
/points/{latitude},{longitude}for each point and use the forecast URLs in the response. Refresh the lookup periodically. - Retrieve a near-term forecast. Use the location’s hourly forecast for a short dispatch horizon, or grid data if the application requires fields available there. Inspect the actual response structure before writing threshold logic; do not assume Buffalo’s graphic products appear as forecast API fields.
- Retrieve active alerts. Query the alert service using the chosen point, county, or forecast zone filter and verify its geographic coverage.
- Normalize and record data. Parse timestamps and units consistently. Retain retrieval time and source update time, and distinguish those from the forecast period’s valid time.
- Evaluate the approved rule. Compare the selected forecast amount and interval with the configured local threshold. Apply any separate rate or active-alert context as a distinct condition.
- Notify for review and deduplicate. Include the values that caused the notification. Persist a last-seen alert identifier or use another deduplication method so repeated polling does not produce repeated dispatch messages for the same event.
The API documentation describes the service as cache-friendly and open for use without a usage fee. The NWS Alerts service recommends refreshing no more often than once every 30 seconds; a routine dispatch monitor should generally poll more slowly and use caching or conditional requests where supported. The documentation does not establish a universal numeric rate allowance beyond that alert refresh guidance.

Make notifications actionable
A dispatch message should let a person see what happened, where, and why without opening the code. Include:
- The service area or route group.
- The forecast window and expected amount, or relevant rate-threat category.
- The configured dispatch threshold and the value compared against it.
- The active alert headline, if one applies.
- The source update time and the time the application retrieved the data.
- Whether the trigger came from a forecast, an alert product, or a human-reported measurement.
Avoid presenting a forecast grid value as an exact total for an entire city or route. The grid’s approximate 2.5 km spacing and forecast uncertainty make that precision misleading.
Handle stale data and local observations
Fail visibly when a feed is unavailable
Plan for unavailable endpoints, malformed responses, missing values, stale forecasts, and time-zone boundaries. If a refresh fails, show the feed as stale or unknown rather than silently clearing an earlier warning. Keep the last successful update visible and provide a dispatcher escalation path to inspect the original NWS forecast or alert page before mobilizing a large fleet.
Keep measured snow distinct from forecast snow
A local measurement can help explain conditions at a site, but it does not flow into the NWS API automatically. NWS measurement guidance describes measuring the greatest accumulation of new snow on a snowboard, or on the ground if a board is unavailable. It recommends measuring at least once daily; measurements can be taken up to four times daily, or every six hours. The guidance also distinguishes snowfall from snow depth and water equivalent. These are measurement concepts from NWS Greenville-Spartanburg, not a Buffalo municipal operating standard. See its snowfall measurement guidance.
