In Excel desktop, F4 has two different jobs: it can repeat the last action when that action is repeatable, or cycle a selected formula reference between relative, absolute, and mixed forms. The context matters: to change a reference, select that specific reference while editing the formula, then press F4.
Use F4 to repeat the last action
After performing an action such as pasting, press F4 to repeat it when Excel supports repeating that action. Ctrl+Y can also repeat a simple action. Not every operation is repeatable; Microsoft gives using a function in a cell as an example of an action that cannot be repeated.

If Repeat is unavailable, use the relevant ribbon or Quick Access Toolbar command, if appropriate, or perform the operation again. Excel’s Repeat command is not on the Quick Access Toolbar by default.

Use F4 to change a formula reference
- Select the cell containing the formula.
- Click the specific cell reference in the formula bar. Select the reference you want to change, not the entire formula.
- Press F4 repeatedly until the dollar-sign pattern you want appears. Check the formula bar to confirm the reference changed as intended.
F4 cycles only the selected reference. If a formula contains several references, select each one separately to change it.

What the four reference forms mean
| Form | What stays fixed | What moves when copied |
|---|---|---|
A1 |
Nothing | Column and row |
$A$1 |
Column A and row 1 | Nothing |
A$1 |
Row 1 | Column |
$A1 |
Column A | Row |
For example, if a formula is copied two columns right and two rows down, A1 becomes C3; $A$1 stays $A$1; A$1 becomes C$1; and $A1 becomes $A3. The dollar sign locks the row, column, or both; the unmarked part remains relative to the formula’s new position.
Why F4 may not work
- You are not editing a reference: For reference cycling, first select a reference in the formula bar. F4’s reference behavior is context-sensitive.
- The keyboard is using a function-key mode: Depending on the keyboard, try Fn+F4 or F-Lock+F4.
- The last action cannot be repeated: Try the relevant command again from the ribbon or Quick Access Toolbar, or repeat the operation manually.
- You are using Excel for the web: Microsoft’s formula-reference shortcut guidance says the desktop F4 tip does not apply to Excel for the web. Its web repeat guidance describes Ctrl+Y for basic actions; do not assume desktop F4 reference cycling works in a browser.
F4 shortcuts on Mac and in the browser
Microsoft’s Mac materials are not uniform across contexts: its formula-copy instructions say to select a reference and press F4, while a separate Mac reference page documents Command+T. The shortcut may depend on the Excel version or situation, so verify the visible reference in the formula bar after pressing a key.
