Enforcer survives by making enemy direction matter. Aim Steel Protection so the shield sits between Enforcer and the attack, then reactivate at the right moment to bash, stun, knock back, or reflect threats. The stance is powerful but slows Enforcer to about 32% of normal walking speed, disables sprinting, and turns jump into a short lunge, so it works best when dangerous enemies are concentrated in one lane.
Surge Protection is the higher-commitment option: it provides a wider shield for up to five seconds, converts 50% of blocked damage into barrier, and ends by consuming stored barrier and shield for an area explosion. The essential skill is not simply raising the shield; it is choosing an angle, timing the defensive window, and leaving before enemies get behind you.

Enforcer’s protection abilities at a glance
Enforcer is a playable character unlocked by default in the Hallowed Concepts expansion, according to the Risk of Rain 2 Wiki. The character has 130 base health plus 39 health per level, but raw health is only part of the defensive plan. Enforcer’s abilities make positioning, temporary barrier, and rechargeable shield work together.
| Ability | Coverage | Defensive window | Movement while active | What blocked damage does | Listed cooldown |
|---|---|---|---|---|---|
| Steel Protection | Front-facing shield | Reusable stance; exit manually | About 32% of normal walking speed; sprint disabled; jump becomes a short lunge | Prevents or redirects attacks; reactivation performs a bash/parry | 4 seconds |
| Surge Protection | Wider shield | Up to 5 seconds | About 20% of normal walking speed | Each blocked hit grants barrier equal to 50% of blocked damage; ending the stance triggers an explosion using stored barrier and shield | 6 seconds |
The percentages and cooldowns above are the figures listed by the Risk of Rain 2 Wiki in 2026. Treat them as game-data values that can change with updates or versions, not as a promise that every future patch will behave identically.

How Steel Protection blocks damage
Put the shield on the attack path
Steel Protection blocks a front attack only when the shield is physically between the attacker and Enforcer’s body. Face the source of danger before the hit arrives. A projectile aimed from your left can pass through if the shield is turned toward the center of the arena; a close enemy behind you is not covered just because the stance is active.
Think in lines rather than circles. Draw an imaginary line from the attacker to Enforcer. If that line reaches the shield first, the hit is eligible to be blocked. If the line reaches Enforcer’s body first, turning on the stance late will not retroactively protect you.
Understand the mobility trade-off
While Steel Protection is raised, Enforcer moves at roughly 32% of normal walking speed. Sprinting is disabled, and the jump input becomes a short lunge that can be used about once per second. This lets you make small corrections or cross a short gap, but it is not equivalent to normal movement. Raise the shield only after moving into a defensible lane, especially when enemies are spread across the map.
Exit with the bash or parry
Reactivating Steel Protection ends the stance and performs a shield bash/parry response. The Risk of Rain 2 Wiki lists the response at 300% damage, with knockback and stun against nearby enemies; reflected projectiles receive increased damage. Use this exit deliberately:

- Parry a projectile as it reaches the shield instead of holding the stance after the danger has passed.
- Bash nearby enemies to create space before they can surround you.
- Stun a dangerous target, then move while ordinary movement is restored.
- Leave the stance when the attack lane changes rather than waiting for a flank to become unavoidable.
Steel Protection has a listed four-second cooldown, so an unnecessary activation can leave you without the defensive tool during the next telegraphed attack. The stance is most efficient when it blocks a known hit and ends with a useful bash, not when it is held continuously while nothing is threatening the shield.
Step-by-step: using Steel Protection safely
- Find the main threat direction. Before activating the ability, identify the boss, elite, projectile source, or group that is most likely to hit you first.
- Move into alignment. Walk or sprint normally until the important enemies are in front of Enforcer. If threats are on opposite sides, reposition before raising the shield instead of trying to cover both directions with slow turning.
- Activate just before impact. Raise Steel Protection late enough that the stance covers the incoming attack, but early enough that the shield is already facing the source when the hit reaches you.
- Keep turning with the source. Track the attacker or projectile lane. A stationary shield that no longer faces the attack is not providing reliable front protection.
- Use the lunge for a controlled correction. The stance’s short lunge can close a small gap, move you around an obstacle, or maintain the shield angle. Do not spend it casually if doing so turns your back toward another enemy group.
- Reactivate to finish the exchange. Bash or parry when the projectile is about to connect, when a melee group reaches the shield, or when you need knockback and stun to open an escape route.
- Disengage during the cooldown. Once the stance ends, restore normal movement, keep threats in front, and use ordinary movement or terrain until the four-second listed cooldown is available again.
Using the lunge and Shield Tackle together
The lunge replaces jumping during Steel Protection and is available about once per second. It is a positioning tool, not a substitute for a full mobility skill. Use it to make a small angle change while preserving the shield’s front coverage, or to close the final distance before a bash.
Shield Tackle can change your angle or cross a gap while maintaining front protection during its wind-up and dash. This matters when the safest location is not directly behind you. For example, if a ranged enemy is on a ledge, activate protection, face the ledge, and use Shield Tackle to close distance while the front remains covered. After the dash, reassess the battlefield before turning toward a second group.
Recommended Free Tools
Do not use Tackle to charge blindly into a split pack. The shield protects the front during the move, but enemies outside that front arc can still attack as you finish. A lunge or Tackle should end with a planned facing direction, not with Enforcer stranded in the middle of a circle.

How Surge Protection converts blocked damage into an explosion
The five-second defensive window
Surge Protection creates a wider Defensive Stance and lasts up to five seconds. Movement falls to about 20% of normal walking speed, which is even slower than Steel Protection. The wider coverage makes it more forgiving against a concentrated wave, but the severe slow makes flanking especially dangerous.
Barrier generation
Every hit blocked during the stance grants barrier equal to 50% of the blocked damage. Barrier is temporary health, shown as a yellow overlay. It is a resource to collect during the stance, not permanent healing. The more meaningful attacks you intercept, the larger the barrier reserve available for the ability’s ending effect.
Ending the stance
When Surge Protection ends, Enforcer consumes all stored barrier and shield and creates an explosion. The Risk of Rain 2 Wiki lists a 250% damage component plus flat damage equal to the consumed barrier and shield, with the radius growing as more protection is stored. A cited wiki note says the explosion continues scaling with stored barrier and shield rather than stopping at the in-game 1800% description; because that interaction is version-sensitive, confirm behavior after major game updates.

Holding the stance longer can collect more blocked hits and increase the eventual explosion, but every extra second spent at 20% movement gives enemies more time to reach your rear. End the stance while you still control the angle, not after a flank has already made the stored protection irrelevant.

Step-by-step: using Surge Protection
- Choose a compact threat group. Surge is best when several dangerous attacks arrive from one broad direction or when enemies are clustered closely enough for the ending explosion to matter.
- Enter with an escape route. Before activating, identify where you will move after the stance. The 20% movement speed makes improvised retreats difficult.
- Face the broadest incoming lane. The shield is wider than Steel Protection’s standard coverage, but it still rewards a deliberate facing direction.
- Collect valuable hits, not every hit. Let meaningful attacks strike the shield so they generate barrier. Avoid standing in a harmless stream merely to inflate the reserve if a second enemy group is approaching from behind.
- Watch the five-second limit. The stance can last up to five seconds. Use the available time to build barrier, but leave early if the battlefield angle deteriorates.
- Detonate near the intended targets. End the stance while enemies are within the growing explosion radius and while Enforcer still has enough room to avoid a follow-up attack.
- Recover after the blast. The consumed barrier and shield are gone. Move out of danger and allow shield to recharge before taking another prolonged exchange.
Barrier and shield are different resources
Confusing these two protection layers leads to poor decisions after a successful block. Barrier is temporary health shown in yellow. It decays rapidly over time and is depleted before shield when damage is taken. Shield is blue health that cannot be healed directly; after damage stops, it begins recharging following the game’s delay.
| Property | Barrier | Shield |
|---|---|---|
| Display | Yellow overlay | Blue health |
| Damage order | Consumed first | Consumed after barrier |
| Persistence | Decays rapidly over time | Recharges after a delay once damage stops |
| Direct healing | Temporary protection rather than normal health | Cannot be healed directly |
| Enforcer interaction | Generated by Surge Protection; also supplied and restored in Rally Point | Stored reserve consumed by Surge’s ending explosion |
After taking shield damage, step out of danger long enough for recharge rather than trying to heal blue health directly. Surge’s explosion consumes shield as well as barrier, so a large detonation can leave Enforcer with less reserve for the next encounter even if the preceding stance felt successful.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Steel Protection or Surge Protection?
| Situation | Prefer Steel Protection | Prefer Surge Protection |
|---|---|---|
| One predictable attack lane | Yes. Block the hit and exit with a bash or parry. | Usually unnecessary unless the explosion has a clear target. |
| Several enemies firing from a broad cluster | Useful if you can keep turning toward them. | Strong option because the shield is wider and blocked hits create barrier. |
| Enemies already behind you | Reposition first; the slow stance is unsafe. | Reposition first; the lower movement speed is even riskier. |
| Need to create space | Reactivate for knockback and stun. | End the stance near targets to trigger the explosion, then retreat. |
| Need a repeatable defensive rhythm | Listed four-second cooldown supports timed parries and repeated lanes. | Listed six-second cooldown and a five-second maximum stance favor planned commitments. |
| Resource priority | Prevent or redirect damage without deliberately spending protection. | Convert blocked damage into barrier, then spend barrier and shield for area damage. |
A practical rule is simple: use Steel Protection for directional defense and a precise reaction; use Surge Protection for a short, committed window against clustered threats when you can keep the rear safe.

Facing a boss with a telegraphed attack
Keep normal movement until the attack direction is clear. Align Enforcer, raise Steel Protection just before the hit, and reactivate as the attack reaches the shield if the bash or projectile reflection will improve the exchange. Do not remain slowed after the telegraph has ended; return to normal movement and prepare for the next pattern.
Best Value
Crossing open ground under ranged fire
Move toward cover or toward the firing group before raising the shield. Once active, keep the shield pointed at the primary shooter and use the short lunge or Shield Tackle to shorten the crossing. If another group gains a side angle, stop advancing and reposition rather than trusting the front-facing stance to cover both lanes.
Surrounded by melee enemies
Steel Protection can buy the instant needed to bash and stun nearby enemies, but it is not a permanent 360-degree defense. Face the densest group, reactivate to create knockback, then move through the opening. Surge Protection is appropriate only if the enemies remain close enough for the explosion and you can prevent a rear attack during the slow window.
Fighting mixed ranged and melee groups
Prioritize the attack source that can deal the most immediate damage, then use terrain to remove the second angle. A shield raised in the open while ranged enemies remain on both sides forces constant slow turning and usually gives melee attackers time to reach your back. Clear or isolate one lane before committing to a stance.
Playing around a Rally Point
Rally Point creates a Holdout Beacon. The beacon grants barrier to allies and restores that barrier incrementally when kills occur inside the zone. Treat it as a location-based resource: encourage the team to fight within the zone when safe, but do not stand still merely to preserve the beacon if enemies have established a rear angle. Enforcer’s own Surge Protection can build barrier during the defensive window, while Rally Point supports the team’s temporary protection around the objective.
Common mistakes and fixes
- Activating while facing away from the attack. Fix: turn first, then raise the shield; the stance does not protect the rear.
- Holding Steel Protection after the threat has passed. Fix: reactivate for the bash or parry and regain normal movement.
- Trying to sprint or jump normally in the stance. Fix: plan around the 32% movement speed and use the short lunge as a limited correction.
- Using Surge in a split battlefield. Fix: concentrate enemies in one broad lane or wait until you have cover and an escape route.
- Chasing a larger explosion after a flank develops. Fix: end Surge early while the angle is still controlled; stored protection is not worth a guaranteed rear hit.
- Assuming barrier and shield are interchangeable. Fix: remember that barrier decays and is consumed first, while shield recharges only after damage stops and cannot be healed directly.
- Spending a cooldown on minor chip damage. Fix: reserve Steel’s listed four-second cycle and Surge’s listed six-second cycle for attacks that justify the movement and timing commitment.
- Detonating Surge with no nearby targets. Fix: move into a useful radius before ending the stance, unless leaving immediately is necessary for survival.
A repeatable protection routine
Before each engagement, ask three questions: Where is the primary attack lane? Can enemies reach my rear while I am slowed? What do I want when the stance ends—normal movement and a parry, or an explosion funded by stored protection?
If the answers are “one clear lane,” “no,” and “bash or reflect,” Steel Protection is the disciplined choice. If the answers are “a broad cluster,” “not during the next few seconds,” and “area damage,” Surge Protection can turn blocked damage into both temporary barrier and a finishing blast. When neither answer is safe, move normally first. Enforcer’s shield is strongest when positioning creates the protection before the ability is activated.
