Backup and Restore (Windows 7) is still available in Windows 11 and Windows 10, but it is easy to miss because it lives in the legacy Control Panel rather than the modern Settings app. Despite its name, this is not the same as the Windows Backup app, File History, or System Restore.
You can use it to schedule backups of personal files to an external drive or network location, create a complete system image, restore individual files, or recover an entire Windows installation. Microsoft has deprecated the feature, so treat it as a useful legacy tool rather than Microsoft’s preferred long-term backup solution.

What Backup and Restore does
The legacy tool provides two main backup types:
| Backup type | What it is for | Typical destination |
|---|---|---|
| File backup | Scheduled copies of selected personal files | External hard drive or network location |
| System image | A complete image of Windows, installed programs, settings, and selected drive contents | External hard drive, network location, or DVDs |
It is separate from the Windows Backup app, which primarily saves selected folders to OneDrive and synchronizes settings, preferences, Wi-Fi information, and app information through a Microsoft account. It is also separate from System Restore, which rolls back system files and settings but normally does not restore personal documents.
Windows 10 reached end of standard support on October 14, 2025. The backup tool may still run, but Windows 10 no longer receives normal free security updates or technical support.

Open Backup and Restore
Windows 11
- Open Control Panel. You can search for it from Start.
- Select System and Security.
- Select Backup and Restore (Windows 7).
You can also search Start for Backup and Restore and open the result labeled Backup and Restore, Control Panel.
Windows 10
- Open Control Panel.
- Go to System and Security.
- Click Backup and Restore (Windows 7).
If you cannot find it in Start search, use the Control Panel path. The feature was not removed; it remains under its original Windows 7 name.
Set up a scheduled file backup
Use this option when you want regular copies of documents, pictures, videos, and other files without creating a complete image of the computer.
- Open Control Panel > System and Security > Backup and Restore (Windows 7).
- Click Set up backup.
- Select the external drive or network location to use as the destination. Connect the drive first if it does not appear.
- Click Next.
- Choose one of the following options:
- Let Windows choose: Windows selects common libraries, desktop folders, and default Windows data, and can include a system image.
- Let me choose: You select the folders and items to back up.
- Click Next and review the summary.
- Click Save settings and run backup.
To change when the backup runs, return to the same Backup and Restore page and select Change settings or Change schedule, depending on the screen shown by your Windows build. Choose the frequency, day, and time, then save the changes.
Keep the external drive connected when the scheduled backup is due. A disconnected drive does not receive the backup; reconnecting it later allows Windows to run a pending backup in many cases, but it should not be treated as a substitute for checking that backups completed successfully.

Create a complete system image
A system image is useful before a major hardware change, a risky software installation, or a clean replacement of a drive. It captures the Windows installation and selected partitions so you can restore the computer to the backed-up state.
- Open Control Panel > System and Security > Backup and Restore (Windows 7).
- Select Create a system image on the left.
- Choose where to save the image:
- On a hard disk—normally an internal or external drive.
- On one or more DVDs—usually impractical for large installations.
- On a network location—useful where a suitable shared location is available.
- Click Next.
- Confirm the partitions Windows has selected. The Windows system partition is required; additional partitions may be included depending on the configuration.
- Click Start backup.
Do not disconnect or turn off the computer while the image is being created. A system image is not a cloud sync and is not automatically a second, independently tested copy. For important data, keep another backup in a different location.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchRestore individual files
You do not need to restore the entire computer to retrieve one deleted or damaged file.
- Connect the drive containing the backup, or make the network backup location available.
- Open Control Panel > System and Security > Backup and Restore (Windows 7).
- Under Restore, select Select another backup to restore files from.
- Choose the backup location.
- Follow the restore wizard to select the files and destination.
Windows 11 can restore files created with the legacy Backup and Restore tool. If a backup is not listed, check that the drive is connected, the correct backup folder is accessible, and you are using an account with permission to read the location.
Restore the entire computer from a system image
System-image recovery runs from the Windows Recovery Environment (WinRE), not from the normal Backup and Restore window. A full image restoration can overwrite the current Windows installation and data on the target drives, so verify the image and destination before confirming the operation.

Windows 11
- Open Settings > System > Recovery.
- Next to Advanced startup, click Restart now.
- After the PC restarts, select Troubleshoot.
- Choose Advanced options > System Image Recovery.
- Select the Windows installation and system image, then follow the prompts.
Windows 10
- Open Settings > Update & Security > Recovery.
- Under Advanced startup, click Restart now.
- Select Troubleshoot > Advanced options > System Image Recovery.
- Select the image and follow the recovery wizard.
If Windows will not start, hold Shift while selecting Power > Restart. You can also boot WinRE from a Windows recovery drive, system repair disc, or Windows installation USB. Connect the image drive before entering recovery so WinRE has the best chance of detecting it.
BitLocker and recovery keys
BitLocker or device encryption can require the recovery key during system-image recovery. Save the key somewhere that is available even if the computer’s internal drive cannot be accessed—for example, in your Microsoft account, on a printed copy, or in another secure location.
Do not confuse BitLocker with EFS. BitLocker encrypts an entire drive or volume. EFS encrypts individual files, and EFS-protected files can still require the original encryption certificate and Windows user context after restoration. A successful backup does not guarantee that an EFS file can be opened on another installation.
Create recovery media
The Backup and Restore Control Panel page may include Create a system repair disc. This creates CD/DVD-based media that can start Windows Recovery Environment; it does not contain your personal files or automatically create a system image.
Other options include:
- A USB Recovery Drive.
- Windows installation media created with Microsoft’s Media Creation Tool.
A Recovery Drive also does not include personal files. Keep a separate file backup and, if needed, a system image. Test that the computer can boot from your chosen recovery media before an emergency occurs.

Common problems and limitations
The option is missing from Settings
This is normal. Legacy Backup and Restore was not moved into the modern Windows Backup interface. Open it through Control Panel > System and Security > Backup and Restore (Windows 7).
WinRE cannot find the system image
Connect the backup drive before starting recovery and check that it is powered on. If the computer cannot boot normally, start WinRE from a recovery drive, repair disc, or Windows installation USB. For a network image, confirm that the network location is reachable from the recovery environment.
The backup destination runs out of space
Use a destination with enough free capacity for the selected files or image. A system image can be much larger than the visible Windows installation because it may include required partitions and other selected volumes. Microsoft also documents failures with some very large source volumes because of legacy virtual-hard-disk limits; the affected implementation has a documented threshold of 2,088,958 MB.
A restored image will not boot on another PC
A system image is designed primarily for recovery on the same computer, not as a general migration tool. Different storage controllers, firmware mode, partition layouts, RAID or dynamic-disk configurations, Windows editions, encryption settings, and hardware drivers can prevent the restored installation from booting correctly.
Recommended Free Tools
You are considering System Restore instead
System Restore is useful for undoing a recent driver, registry, settings, or program change. Open it with Control Panel > Recovery > Open System Restore, or press Win + R, enter rstrui.exe, and press Enter. It normally leaves personal files untouched, so it does not replace either a file backup or a system image.

Which Windows backup option should you use?
| Need | Use |
|---|---|
| Recover a deleted document | Backup and Restore file backup, File History, or another file-backup system |
| Restore Windows and installed programs after drive failure | A system image or another full-image backup |
| Undo a recent system change | System Restore |
| Sync selected folders and settings through a Microsoft account | Windows Backup and OneDrive |
| Start recovery when Windows will not boot | Recovery Drive, system repair disc, or Windows installation media |
For important data, use more than one copy and keep at least one copy disconnected or stored away from the computer. The legacy tool can still be practical for local backups, but Microsoft no longer actively develops it, so consider a current backup product or cloud-and-external-drive strategy for long-term protection.
FAQ
Is Backup and Restore still available in Windows 11?
Yes. Open Control Panel, go to System and Security, and select Backup and Restore (Windows 7). Microsoft has deprecated the feature, but it remains available for file backups and system images.
Does Windows Backup create a full local system image?
No. The modern Windows Backup app primarily uses OneDrive for selected folders and synchronizes settings, preferences, Wi-Fi information, and app information. Use Backup and Restore (Windows 7) for a local system image.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Can a Recovery Drive restore my personal files?
No. A Recovery Drive provides recovery tools and does not include personal files. Back up documents, pictures, and other data separately.
What do I need to restore a BitLocker-encrypted system image?
You may need the BitLocker or device-encryption recovery key in WinRE. Store the key somewhere accessible even when the computer’s internal Windows drive is unavailable.
The Bottom Line
Backup and Restore (Windows 7) still works in Windows 11 and Windows 10 through Control Panel. Use Set up backup for scheduled files, Create a system image for full-computer recovery, and WinRE’s System Image Recovery when Windows cannot start. Remember that the tool is deprecated, a Recovery Drive is not a file backup, and a system image may not work as a migration method on different hardware.
