Enforcer is available by default when you own and enable the Hallowed Concepts expansion. You do not need to kill the Magma Worm, Wandering Vagrant, or Colossus to unlock the official Risk of Rain 2 survivor. Those three-boss instructions belong to an older Enforcer version or community-made content. Once the expansion is active, select Enforcer from the survivor screen; his alternate skills are separate challenges that you complete while playing him.
What you need before Enforcer appears
The current official Enforcer is Hallowed Concepts DLC content. The publisher’s October 8, 2026 patch notes list “Enforcer (unlocked by default)” among the expansion’s purchasable content. In practical terms, the unlock is an ownership-and-settings check rather than an achievement.

- Game account: The account selecting Enforcer must own the Hallowed Concepts expansion.
- Installation: The expansion must be installed on that account and platform.
- Run or lobby setting: Hallowed Concepts must be enabled for the run or lobby.
- Survivor menu: With those conditions met, Enforcer is selectable without a prior in-run challenge.
There is no separate boss-clear requirement for the official Hallowed Concepts survivor. The expansion setting controls whether its content is active; it is not enough for another player in the lobby to own the DLC.
How to unlock Enforcer step by step
- Confirm ownership. Check the account and platform store profile that will actually choose the survivor. If the game is being launched through family sharing, a guest profile, or a different platform account, verify entitlement on that specific account.
- Confirm installation. Make sure Hallowed Concepts is installed rather than merely listed as purchased. A pending download, disabled add-on, or incomplete update can leave the survivor unavailable.
- Enable the expansion. In the game’s run or lobby setup, turn on Hallowed Concepts. The setting needs to be active for the session in which you want to select its content.
- Open survivor selection. Start a run or enter the lobby’s survivor-selection screen. Locate the official Enforcer entry among the available survivors.
- Select Enforcer and begin. No Magma Worm, Wandering Vagrant, or Colossus achievement is needed first. If Enforcer is visible, the survivor unlock is complete.
- Choose skill challenges later. Alternate abilities are not part of the default survivor unlock. After selecting Enforcer, complete any desired challenge in a later run and check the matching loadout slot for its reward.
Why Enforcer can still look locked
If the survivor entry is missing, recheck access before attempting unrelated achievements. The most common cause is a mismatch between DLC ownership and the account or lobby settings.

The lobby owner has the DLC, but you do not
Shared multiplayer content can allow other players to encounter expansion monsters, stages, and items, but it does not grant a non-owner the ability to select a DLC survivor. The player choosing Enforcer must own Hallowed Concepts on their own account. Ask the owner to confirm that the expansion is enabled, then verify your own entitlement rather than relying on the host’s purchase.
The expansion is installed but disabled
Check the lobby or run configuration and enable Hallowed Concepts before opening survivor selection. Changing the setting after a session has already been created may require returning to setup and creating the run again so the content is loaded consistently.
You are following an old unlock guide
Search results may tell you to kill a Magma Worm, Wandering Vagrant, and Colossus. That objective describes the original Risk of Rain Enforcer unlock or a community-mod implementation, not the current official Risk of Rain 2 Hallowed Concepts survivor. It will not unlock the DLC Enforcer in the current release.

Digital ownership is attached to the account that bought the expansion. Check the store account, console or PC profile, and installed add-ons on the device where you are playing. A purchase on a different account does not automatically make Enforcer selectable for every profile.

You are checking a skin or ability instead of the survivor
Enforcer’s survivor entry, alternate skills, and cosmetic skins use different unlock states. A newly visible skin challenge does not prove that an alternate ability has been earned, and an ability challenge is not required to make the base survivor selectable.
The three-boss requirement is not the current DLC unlock
The Magma Worm, Wandering Vagrant, and Colossus combination is the source of much of the confusion. It is associated with the original Enforcer concept and with community content that reused the name. Those instructions are not a hidden prerequisite for Hallowed Concepts.
For the current official survivor, the decisive test is simpler: does the selecting account own Hallowed Concepts, and is the expansion enabled for the run? If both answers are yes, the survivor should be available from the selection screen. Repeating the three boss kills will not replace a missing DLC entitlement or a disabled expansion.
This distinction also matters in co-op. A host can expose shared expansion gameplay elements to the lobby while a player without the DLC remains unable to choose the expansion survivor. Encountering Hallowed Concepts content is therefore not proof that every participant has survivor-selection rights.

Enforcer alternate skills: what is separate from the base unlock
Once Enforcer is selectable, four current challenges unlock alternate abilities. Each one is tied to a specific enemy, event, timing window, or damage condition. The challenge must be completed while playing Enforcer; clearing the condition with another survivor does not satisfy it.

These are skill unlocks. Cosmetic skin objectives are tracked separately, so the appearance of a skin challenge or a completed skin does not indicate that one of the four abilities has been unlocked.
Burning Lead: unlock Shrapnel Grenade
Exact requirement
While playing Enforcer, use Trenchbroom to hit a Magma Worm 24 times within 12 seconds. The counter depends on registered hits during that window, not simply on firing the weapon or being near the boss.

How to approach it
- Enter the encounter with Trenchbroom available and keep the Magma Worm alive long enough to register all required hits.
- Stay focused on the same Magma Worm rather than splitting attacks between targets.
- Begin the counting window when you can maintain a reliable firing angle, then track the 12-second limit carefully.
- If the worm dies before 24 hits register, the condition is not met; attempt the challenge again in a later run.
Burning Lead is the primary-slot challenge and rewards Shrapnel Grenade. Its defining contrast with the other objectives is sustained hit output under a short timer, not a block or parry interaction.

+PARRY: unlock Surge Protection
Exact requirement
Perform a parry against a Wandering Vagrant Supernova while playing Enforcer. A normal block does not count. The timing must register as a parry rather than as simply absorbing or reducing the explosion.
How to approach it
- Keep the Wandering Vagrant alive until it uses Supernova.
- Prepare the shield action for the attack’s impact timing instead of holding the shield continuously.
- Watch for the difference between a successful timed parry and an ordinary block; only the former satisfies the challenge.
- After the attack resolves, check the secondary loadout slot for Surge Protection rather than looking for a cosmetic reward.
This challenge tests precision. If the explosion is blocked but the game does not register a parry, the attempt has not fulfilled +PARRY and must be repeated.
Safe and Sound: unlock Ripcord
Exact requirement
During one Teleporter event, block attacks from 12 enemies while playing Enforcer. The wording “one Teleporter event” is important: blocks accumulated across separate fights or unrelated encounters do not satisfy the objective.

- Start the Teleporter event before counting progress.
- Remain in the event long enough for attacks from 12 enemies to be blocked during that same event.
- Manage your facing and shield timing so attacks are actually intercepted; simply standing near enemies is not enough.
- Do not assume blocks from an earlier fight carry over. If the event ends before 12 qualifying enemy attacks, try again.
Safe and Sound rewards Ripcord in the utility slot. Compared with Burning Lead’s timer, this objective is defined by event continuity and the number of qualifying attacks inside one Teleporter encounter.

Indomitable: unlock Crash Point
Exact requirement
Survive the entire Stone Titan laser without blocking. The no-block condition is absolute for the attack: using the shield to stop or absorb the laser contradicts the objective.
How to approach it
- Play Enforcer and keep the Stone Titan alive until the laser begins.
- Prepare your movement and positioning before the beam starts so you can remain alive without activating a block.
- Do not press the shield during the laser, even if the beam becomes dangerous; a blocked portion invalidates the condition.
- Continue until the full laser sequence has ended, then verify Crash Point in the special loadout slot.
Indomitable is intentionally the inverse of Safe and Sound: it asks you to demonstrate survival while refusing the defensive action that would normally mitigate the attack.
Alternate-skill rewards by loadout slot
Knowing the slot helps you confirm that a challenge was credited and prevents confusion with skins or other unlocks.

The challenges also create different playstyle tests. Burning Lead rewards maintaining primary hits under pressure; +PARRY rewards deliberate shield timing; Safe and Sound rewards staying oriented toward incoming attacks throughout a Teleporter event; Indomitable rewards movement and health management when blocking is forbidden. These descriptions explain what to practice without treating a cosmetic objective as an ability unlock.
A practical troubleshooting checklist
Use this order so you do not spend time on achievements that cannot solve an entitlement problem:
- Quit back to the main menu if the lobby was created before the DLC was enabled.
- Verify Hallowed Concepts ownership on the account that will select Enforcer.
- Verify that the expansion is installed and not disabled by the platform’s add-on manager.
- Create or reconfigure the run with Hallowed Concepts enabled.
- Open survivor selection and look for the official Enforcer entry.
- If the entry remains absent, test the account and platform entitlement again rather than attempting the three-boss sequence.
- Once Enforcer is selectable, complete alternate-skill objectives in separate runs and inspect the corresponding primary, secondary, utility, or special slot for the reward.
If an alternate reward does not appear after a seemingly successful attempt, compare the run against the exact wording: 24 hits and 12 seconds for Burning Lead; a genuine parry rather than a block for +PARRY; all 12 blocks within one Teleporter event for Safe and Sound; and the entire Stone Titan laser with no blocking for Indomitable.
What counts as a successful unlock
- Base survivor: Enforcer can be selected immediately after Hallowed Concepts is owned, installed, and enabled.
- Co-op access: Another player’s DLC ownership can share expansion gameplay, but it does not grant your account survivor-selection access.
- Alternate skill: The listed challenge is completed while controlling Enforcer and the reward appears in its named loadout slot.
- Cosmetic skin: A separate challenge track; its visibility does not confirm an ability unlock.
The decisive distinction is between access to the DLC survivor and progress toward optional abilities. Treating them as one unlock path is what makes many older guides appear to conflict with the current game.
