If Windows says a file is open or in use, find the process holding it, save your work, and close that application normally. Then retry the rename, move, or delete. Microsoft Sysinternals Process Explorer can search for a file or directory name and show processes with matching open handles. If the owner is unfamiliar or appears critical, do not terminate it blindly.
First, check whether the owner is obvious
If the message names an application, save your work and close that application through its own interface. Wait briefly, then retry the file operation. This is the least disruptive first step. An “in use” message does not by itself establish why the operation failed, and closing an application will not resolve every possible cause.

Find the process holding the file with Process Explorer
Microsoft Sysinternals Process Explorer is the most direct graphical option for identifying a process with a matching open handle. Microsoft’s Process Explorer documentation, version 17.14, published September 10, 2026, describes its search capability for finding which program has a particular file or directory open.
- Run Microsoft Sysinternals Process Explorer by opening
procexp.exe. - Use its search capability to look for the file name or a distinctive portion of the file’s path.
- Review the matching process. Confirm that it is the application you expect before taking action; a matching result identifies a process with an open handle, but does not make it safe to terminate.
- Save any work in the owning application, close it normally, and retry the rename, move, or delete.
If the application is unresponsive, ending that specific application process may release the handle, but can discard unsaved changes. Avoid ending an unfamiliar Windows or security process. Microsoft’s Process Explorer page lists Windows 11 and higher client support for the version documented there; check the current requirements if you use another Windows version.

Search from Command Prompt with Handle
Microsoft Sysinternals Handle is a command-line tool for searching open file references. Microsoft’s Handle documentation, version 5.0, published October 26, 2022, says it requires administrative privilege and supports a name fragment and a process filter.
- Open an elevated command prompt or other command-line session with administrative privileges.
- Search for a distinctive part of the name:
handle <name-fragment>. - To limit the search to a process, use the documented
-pprocess filter with a process name:handle -p <process-name> <name-fragment>. - Use the result to identify the owner, then close the owning application normally and retry the file operation.
Handle is useful when you prefer a command line or want to inspect references, but it is not a safer way to close an application. Microsoft warns that closing an individual handle can cause application or system instability.

Choose the right tool for the job

Why not force-close the handle?
Closing an application and closing one of its handles are different actions. Prefer letting the application release its own file reference by exiting normally. Handle includes a -c option to close a specified handle for a process identified by PID, but Microsoft explicitly warns that “Closing handles can cause application or system instability.” Treat that option as a last resort, not the standard unlock procedure.

When these steps may not help
The available Microsoft documentation explains how to identify open handles and investigate system activity; it does not establish that every file lock can be cleared without restarting. It also does not address permission-denied errors, encryption, network-share locks, or files held by kernel or system components. If the search points to a critical or unfamiliar process, stop and investigate rather than terminating it.

Microsoft also describes Sysinternals Live as a way to run Sysinternals tools from the web without manually downloading them. It is optional; it is not required for the steps above.
