There is no universal “turn off enemy scaling” switch for RPGs. Open the exact game’s Gameplay, Difficulty, World Level, or Enemy Upscaling menu first. A difficulty slider may change damage without changing enemy levels. If the game has no built-in control, a compatible mod may provide an on/off switch, a level offset, or separate controls for enemy classes.
What enemy level scaling actually changes
Enemy scaling is a ruleset that adjusts an opponent’s level, statistics, or both as your character advances. Some games match enemies closely to your current level. Others keep an enemy inside a level range, apply a fixed offset above or below you, or scale only selected enemies such as bosses and quest encounters. A few systems leave level unchanged but increase health or damage.

That distinction matters because “make enemies weaker” can mean several different things:

- Stop enemies from matching your level while preserving their original world levels.
- Apply a fixed level offset, such as keeping enemies two levels below you.
- Disable scaling for one class of enemy but retain it for bosses or monsters.
- Reduce health separately from level and damage.
The menu label is therefore more important than the word difficulty. A setting called Enemy Upscaling or Level Scaling is a direct control. A setting called Difficulty is usually a combat-multiplier control, not proof that level matching has been disabled.

Use this decision guide before changing a save
- Identify the exact release. Note the game, edition, platform, patch, and whether you are using a mod manager. A control available on PC may not exist on a console edition, and a mod made for one patch may not load on another.
- Inspect the game menus. Pause the game or open the main menu and check Gameplay, Difficulty, World Level, Enemy Upscaling, and Accessibility. Read the description rather than assuming that every difficulty option affects levels.
- Use a dedicated scaling control when one exists. Turn scaling or upscaling off, or choose a lower level or range. Record whether the description says the change affects existing encounters, new spawns, quests, or only future areas.
- If there is only a difficulty slider, treat it as a combat adjustment. It can make an encounter survivable by changing incoming and outgoing damage, while enemies continue to match your level.
- Check the supported mod ecosystem if the game has one. Search the established mod site for “enemy scaling,” “enemy upscaling,” “level offset,” “static enemy levels,” or the game’s exact setting name. Read the author’s version, platform, load-order, and save-game notes.
- Test on a backup save. Compare an enemy that was already loaded with a newly spawned enemy after changing the setting. Games do not universally recalculate actors that are already present, and the change may apply only when an area respawns.
Difficulty and level scaling are different operations
| What you change | Typical result | What it may leave unchanged |
|---|---|---|
| Difficulty level | Changes damage dealt by the player, damage received, or another combat multiplier. | Enemy level matching, spawn levels, quest scaling, and reward rules may remain intact. |
| Enemy-scaling toggle | Stops or enables the game’s level-adjustment rule. | Health, armor, resistances, and damage may still use separate formulas. |
| Level offset | Keeps an enemy a chosen number of levels above or below the player. | It may not alter health or damage unless the game or mod links those values to level. |
| Enemy health scaling | Raises or lowers hit points independently of level. | Level labels, resistances, damage, and rewards may not change. |
| World-level setting | Changes the level band used for an entire region or playthrough. | Individual enemies can still have overrides, and already spawned encounters may retain old values. |
If your goal is simply to defeat a difficult encounter, lowering difficulty is the lowest-risk option. If your goal is to preserve a low-level, exploration-focused world, you need a dedicated scaling setting or a compatible mod.
Skyrim: use the official difficulty path, then verify what it changes
Built-in menu path
Bethesda’s support guidance for The Elder Scrolls V: Skyrim is to open System Options > Gameplay Settings > Difficulty. The support answer describes the available range as Novice through Master and explains that the setting changes how much damage your character deals and receives.
- Pause the game and open System Options.
- Select Gameplay Settings.
- Choose Difficulty.
- Select the lower setting you need, then return to the encounter.
This is a combat-difficulty remedy, not documented proof of a universal enemy-level-scaling switch. Lowering the value can reduce the practical threat of an enemy while the game continues to place enemies in its normal level bands. If enemies are still labeled near your character’s level, that is consistent with the setting changing damage rather than level assignment.

If you need static world levels, a specific offset, or separate rules for dragons, bandits, and other groups, look for a mod that explicitly states those functions. Confirm the supported Skyrim edition and patch, script-extender or framework requirements, installation order, and whether the author permits enabling or removing it during an existing playthrough. Keep a clean save before testing; changing actor-level rules mid-save can produce mixed results between loaded and newly generated encounters.

Fallout 4: lowering difficulty does not automatically stop scaling
Built-in menu path
Bethesda’s support instruction for Fallout 4 is Settings > Gameplay > Difficulty.
- Open the pause menu and choose Settings.
- Enter Gameplay.
- Select Difficulty and choose the level that makes the encounter manageable.
The support instruction addresses encounter difficulty. Unless your edition or mod list exposes a separate scaling control, describe this as a damage or combat adjustment rather than a way to freeze enemy levels. If the enemy remains at a comparable level after the change, that does not indicate that the menu failed; it may be working exactly as designed.
Fallout 4 mod checks
For a static-level or offset setup, search the established Fallout 4 mod ecosystem for the terms in the decision guide. Before installing, check whether the mod changes leveled lists, actor records, health, damage, or all of them. Those are different interventions and can affect loot, quest encounters, and compatibility with other overhaul mods. Follow the author’s instructions for load order and save handling, and test on a copied save rather than your only progress file.

Check the game’s Enemy Upscaling option
The Witcher 3: Wild Hunt exposes enemy upscaling as a separate option rather than treating it as only a global difficulty choice. Open the gameplay options and look for Enemy Upscaling. Disable it when you want enemies to use their normal level rules, or leave it enabled if you want low-level encounters to remain a challenge as Geralt advances. The exact behavior can depend on the installed edition and patch, so verify the label and description in your build.

Enemy Scaling Overhaul mod controls
The Enemy Scaling Overhaul mod description documents several controls: a Scaling (On/Off) switch, an Upscale Only (On/Off) option, selectable scaling modes, and minimum and maximum levels relative to the player. These options let you choose whether enemies can be scaled in both directions, only upward, or inside a bounded range.
Because those are mod features, not universal Witcher 3 settings, check the mod page for the required game version, platform, installation method, and conflicts. Do not assume that a menu shown in a PC mod description exists in an unmodded console copy.
Enemy Scaling Offset mod controls
The Enemy Scaling Offset mod documents separate upscaling and downscaling switches for five enemy classes. It supports a universal offset or per-class offsets, and optional health scaling from 10% to 500%. Its menu path is Settings > Mods > Enemy Scaling Offset.

It also shows why “turn scaling off” is not always the best target: a negative offset, an upward-only rule, or a lower health percentage can preserve challenge without making every encounter equal to your level. The values and menu are specific to that mod; verify compatibility before changing an active save.

Choose the kind of scaling control you actually need
| Control type | Best use | Questions to check |
|---|---|---|
| On/off toggle | Restore the game’s original, non-scaled encounter levels. | Does it affect existing enemies or only new spawns? Are quest bosses exempt? |
| Upscale-only mode | Prevent trivializing early enemies while avoiding downward scaling. | What is the minimum enemy level, and are rewards recalculated? |
| Minimum/maximum range | Keep enemies within a controlled band around the player. | Are the limits relative to the player, the area, or the enemy’s base level? |
| Fixed offset | Keep opponents consistently weaker or stronger by a chosen number of levels. | Is the offset global or configurable per class? |
| Per-class control | Use different rules for humanoids, monsters, bosses, guards, or other groups. | Which five or more classes does the mod recognize, and do custom enemies receive a rule? |
| Health-only scaling | Shorten or lengthen fights without changing level labels. | Does it also alter damage, resistances, stagger, or loot? |
Installing a mod safely when no built-in switch exists
- Make a manual backup. Keep a save from before installation and do not overwrite it during the first test.
- Match the version exactly. Check the game edition, patch number, platform, required script extender or framework, and supported mod manager.
- Read the change list. Determine whether the mod edits actor levels, leveled lists, health, damage, spawns, or rewards. Two mods that both claim to fix scaling can edit the same records.
- Install prerequisites first. Use only the dependencies named by the author and follow the stated load order.
- Start with conservative values. Test an on/off switch or a small offset before applying extreme health or level changes. Extreme settings can make encounters impossible or remove progression incentives.
- Load the test save and inspect two encounters. Check an enemy already present before the change and a newly spawned enemy after the change. Note the displayed level, health, damage, and any change to rewards.
- Change one variable at a time. If you alter the offset and health percentage together, you will not know which setting caused a new behavior.
- Keep the mod enabled for the entire test cycle. Removing a script or record-changing mod from an active save can leave persistent changes or missing references. Follow the author’s uninstall instructions instead of simply deleting files.
Why a change may appear not to work
Enemies that were already loaded
Many games instantiate an enemy when an area loads. A scaling change may apply only to actors created afterward, so an already loaded bandit or monster can retain its former level. Leave the area, allow it to unload, and test a new spawn on a backup save. Do not assume that every title recalculates existing actors.
A difficulty slider was mistaken for a scaling switch
If damage changes but enemy labels remain comparable to your level, the game is probably applying combat multipliers while leaving level matching intact. Look again for Enemy Upscaling, World Level, or a mod-specific menu.
A quest or boss has its own rule
Games can assign special levels to quest targets, named bosses, guards, or creatures created by a script. A global toggle or offset may not override those records. Test an ordinary enemy and a quest enemy separately before concluding that the setting failed.

Another mod wins the conflict
Overhauls that edit leveled lists, enemy records, combat formulas, or spawn tables can override a scaling mod. Check the conflict report and load order, then disable unrelated changes on a copied save to isolate the cause.
Best Value
The platform does not support the advertised control
A menu captured in a PC mod description is not evidence that the same control is available on console. Confirm platform support and the exact edition before changing files or purchasing additional content.
How to make enemies weaker without lowering the whole game
Use the narrowest control that matches your goal. If only one encounter is blocking progress, adjust difficulty temporarily and restore it afterward. If every enemy is tracking your level but you still want normal damage values, disable enemy upscaling or use a level offset. If fights are too long but enemy levels feel appropriate, lower health scaling rather than changing levels. If only one category is excessive, use per-class settings instead of a global switch.
Record the original value before each test. That simple note lets you return to the previous balance if loot, quest pacing, or exploration becomes too easy. It also helps distinguish a level change from a health or damage change when the game does not expose detailed combat statistics.
What to verify before committing to a long playthrough
- Persistence: whether the setting survives a reload, fast travel, or a new game.
- Spawn timing: whether it affects loaded actors, newly spawned actors, respawns, or only new areas.
- Scope: whether it applies globally, per region, per quest, or per enemy class.
- Progression: whether experience, loot, quest rewards, and encounter prerequisites change.
- Compatibility: whether the patch, edition, platform, mod manager, and other overhauls are supported.
- Recovery: whether the author supplies an uninstall method and whether your backup save remains usable.
The safest general answer is therefore conditional: start with the game’s own scaling or upscaling control; use difficulty only when you want combat multipliers; and use a version-matched mod for offsets, per-class rules, or health adjustments. Always verify the result on a new encounter before relying on it for the rest of the playthrough.
