An empty transcription points to the microphone or listening state; an accurate transcription followed by an error points more often to the command, mode, or on-screen target. Work through those checks in order.
1. Confirm Voice Access is listening
Voice Access has listening, sleep, and microphone-off states. Speech commands generally will not work while it is asleep or the microphone is off.

- In sleep: say “Voice access wake up” or “Unmute,” or click the microphone button on the Voice Access bar.
- Microphone off: click the microphone button to turn it on. Ordinary speech should not be expected to wake Voice Access from this state.
Voice Access is a Windows 11 feature available in version 22H2 and later; it is distinct from voice typing and the legacy Windows Speech Recognition command set. See Microsoft’s Voice Access overview.

2. Read the live transcription
When Voice Access is listening, its bar displays a live transcription and feedback as it processes commands. Use that display to decide what to troubleshoot next. Microsoft explains the bar and its feedback in the Voice Access overview.

- No words appear: check that Voice Access is listening, the intended microphone is selected, Windows allows microphone access, and the device is connected and unmuted.
- The words are wrong: focus on the microphone, input volume, placement, and background noise.
- The words are right, but the command fails: check command phrasing, command mode, and the name of the target shown on screen.
3. Verify the command and mode
Say “What can I say” or open the Voice Access help button’s command list. Voice Access supports commands mode, dictation mode, and default mode; a phrase that works as dictation may not be interpreted as a command in the way you intend. Use the listed command form and include required details, such as a direction for a scrolling command. Microsoft documents the command list and modes in its Voice Access guide.
4. Check the speech language setup
Make sure Voice Access is configured for a supported language and that its language files have finished downloading. Initial setup requires an internet connection. After setup is complete, Microsoft says Voice Access can operate without an internet connection. See Microsoft’s setup instructions.

5. Test the microphone in Windows
- In Voice Access settings, select the input device you intend to use.
- Open Settings > System > Sound > Input in Windows 11, select that microphone, and choose Start test.
- Speak, stop the test, and play the sample to check whether Windows captured your voice.
- Check Windows microphone access, the physical connection, any headset mute switch, microphone placement, and input volume.
For device detection, permissions, or driver problems, follow Microsoft’s microphone troubleshooting guidance. Microphone support guidance applies to Windows 10 and 11, but Voice Access itself is for Windows 11.
6. Adjust filtering in a noisy room
Voice Access provides three choices under Improve speech recognition. The available options address different situations, and Microsoft does not publish a guaranteed or numeric accuracy improvement for them.

If Voice Access transcribes your command correctly but cannot find a button, file, or other named item, try the visible name shown on screen. Newer builds support “Click <name>” with special characters, numbers, and file names. On older builds, try a distinctive part of the name or use a Voice Access overlay to identify the target. 8. Escalate the remaining problem
- Windows cannot detect the microphone: use Microsoft’s audio-device and driver troubleshooting guidance linked above.
- Language files will not download: check internet access and whether Microsoft Store app downloads are available. An organization’s administrator may block Store access.
- Setup still fails: report the issue through Feedback Hub. Microsoft’s setup page includes the relevant setup guidance: Set up Voice Access.
