One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchA Kubernetes API server that returns HTTP 429 is telling you that a request could not be admitted promptly—not necessarily that the API server is down. First capture the response and its APF headers, then map the FlowSchema and PriorityLevelConfiguration, and correlate rejection, queue, wait, seat, request-rate, and execution-duration metrics. A single noisy client calls for workload or classification changes; queues across several priority levels call for control-plane and datastore investigation.
What a Kubernetes API-server 429 actually means
Kubernetes has more than one protection path that can produce throttling symptoms. The most important is API Priority and Fairness (APF), the overload-control system that classifies every request into a FlowSchema and a PriorityLevelConfiguration. Each priority level receives a concurrency allocation expressed in seats. Requests that cannot execute immediately wait in queues, and a request can be rejected when its queue is full, its wait exceeds a limit, or the priority level has no available concurrency.

APF is stable and enabled by default in Kubernetes 1.29 and later. Record the cluster version and verify whether an administrator has disabled APF before interpreting any APF metric or response header. The older in-flight request controls, --max-requests-inflight and --max-mutating-requests-inflight, remain relevant. With APF enabled, those limits contribute to the server concurrency budget that is divided among priority levels; changing one does not automatically solve a slow or overactive client.

A 429 can also be deliberate protection while the watch cache is initializing or recovering. In that case, Kubernetes may reject expensive cache-miss reads to protect etcd and the API server. The response can look similar to APF throttling, so the request type, headers, and timing matter.

Start with an exact record of the failed request
Do not begin by raising concurrency limits. Capture enough context to identify the flow and reproduce the condition safely.
- HTTP status and response body, including any
Retry-Afterheader. - HTTP method and Kubernetes verb: GET, LIST, WATCH, CREATE, UPDATE, PATCH, or DELETE.
- Resource, API group and version, namespace, and whether the request was cluster-scoped.
- User or service account, client user-agent, and the controller, job, operator, or human that issued it.
- Request start time, completion time, latency, and whether failures cluster around startup, a resync, or a deployment.
- Whether the request was a watch, an unpaginated LIST, a filtered LIST, or a paginated unfiltered LIST.
A single failed request is not enough to establish saturation. Collect a short time window containing successful and failed requests, then compare the request rate with queue depth, wait time, seat usage, and execution duration.
Use APF response headers to identify the policy
When APF handles a request, the response includes the headers X-Kubernetes-PF-FlowSchema-UID and X-Kubernetes-PF-PriorityLevel-UID. Save both values from a 429 and from a normal response generated by the same client. The UIDs identify the exact classification objects, even when several FlowSchemas have similar names.

kubectl get flowschemas -o custom-columns="uid:{metadata.uid},name:{metadata.name}"
kubectl get prioritylevelconfigurations -o custom-columns="uid:{metadata.uid},name:{metadata.name}"
Match the returned UID rather than guessing from the request’s user or resource. A FlowSchema can match on subjects, resource rules, namespaces, and other attributes, and the resulting priority level determines the concurrency and queue behavior. If a header is absent, APF may be disabled, the response may have been generated by another protection path, or an intermediary may have removed the header. Treat that absence as a diagnostic result, not proof that no throttling occurred.
Read the metrics as a related set
No single counter proves saturation. Rejection, queue, wait, execution, and utilization measurements answer different parts of the same question. Group the metrics by FlowSchema and priority level where labels are available, and examine rates over the same time interval.

| Metric | What it measures | How to use it |
|---|---|---|
apiserver_flowcontrol_rejected_requests_total |
Requests rejected by FlowSchema, priority level, and reason. | Break down queue-full, concurrency-limit, time-out, and cancelled. A rising counter identifies the admission failure mode, but not its root cause. |
apiserver_flowcontrol_current_inqueue_requests |
Requests currently waiting in APF queues. | Persistent growth means arrivals exceed dispatch capacity. Compare the dominant FlowSchema with other levels. |
apiserver_flowcontrol_request_wait_duration_seconds |
Time spent waiting before execution or completion of the initial watch stage. | High values show that requests are spending their budget in the queue, even if execution itself is fast. |
apiserver_flowcontrol_current_executing_requests |
Requests actively executing. | Shows active work; compare it with the priority level’s available seats and with execution duration. |
apiserver_flowcontrol_request_concurrency_in_use |
Occupied APF seats. | Shows how much concurrency the current work consumes. A request can use more than one seat depending on its estimated cost. |
apiserver_flowcontrol_priority_level_seat_utilization and related utilization metrics |
How fully a priority level uses its concurrency allocation. | Near-continuous high utilization supports a capacity or demand problem; low utilization with long waits suggests classification, dispatch, or measurement issues. |
apiserver_flowcontrol_request_execution_seconds |
Execution time after dispatch. | Rising duration keeps seats occupied longer. The request rate can remain unchanged while queueing and rejection increase. |
apiserver_flowcontrol_request_queue_length_after_enqueue |
Queue length observed after a request is enqueued. | Shows pressure at enqueue time and helps distinguish brief bursts from sustained backlog. |
apiserver_flowcontrol_target_seats |
The concurrency target assigned to a priority level. | Use it as the denominator for seat and utilization analysis, not as a standalone capacity guarantee. |
apiserver_flowcontrol_request_dispatch_no_accommodation_total |
Dispatch attempts that could not be accommodated. | A rising rate indicates that queued work cannot find suitable execution capacity. |
Compare APF data with apiserver_request_total rates and the API server’s request-duration histograms. A high queue concentrated in one FlowSchema, with ordinary execution times elsewhere, is consistent with one noisy flow. High queues and rising execution durations across several priority levels point toward a shared dependency or control-plane slowdown.
Decide whether one client or the control plane is saturated
Pattern: one FlowSchema or user-agent dominates
When one user-agent, service account, or FlowSchema accounts for most queueing, seat use, or rejections, inspect that workload first. Common causes include a controller polling with repeated LIST requests, an operator starting too many workers, a CI job issuing parallel discovery calls, or an automation script retrying immediately after a failure. The API server may be healthy for other traffic while this flow exhausts its own queue.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Measure the client’s request rate and concurrency, then compare it with its successful and rejected requests. A high rate is not the only trigger: a smaller number of expensive reads can occupy seats for a long time.
Pattern: several priority levels queue simultaneously
Queue growth across system and user priority levels is a control-plane signal. Check API-server CPU and memory pressure, etcd latency, network or storage latency, and changes in object size. Expensive selectors, large LIST responses, and unusually large custom resources can lengthen execution. Because seats remain occupied for the entire execution, slower reads can create rejection at the same arrival rate.
Do not increase APF shares as the first response to broad queue growth. More concurrency can push additional work into a slow API server or datastore and make tail latency worse. Establish whether execution duration or a dependency became slower before changing policy.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Pattern: long waits with low utilization elsewhere
If one level has a long queue while other levels show spare seats, check FlowSchema matching and priority-level configuration. Requests may be classified into an unintended low-capacity level, or a policy may not be receiving the shares its workload requires. Verify the object names and UIDs from the response headers, then inspect matching rules and auto-update behavior before editing them.
Handle watch-cache initialization 429s safely
During API-server startup, runtime cache resynchronization, or a cache disconnection, Kubernetes can protect etcd and APF from cache-miss reads. WATCH requests and unpaginated or filtered LIST requests may be rejected immediately with HTTP 429. These responses include a dynamic Retry-After value when the protection path asks the client to wait.
Clients should honor that header and apply exponential backoff with a cap rather than retrying in a tight loop. A retry storm can extend cache recovery and turn a short initialization event into sustained load.
Where the documented fallback applies, use a paginated, unfiltered LIST request: set limit > 0 and omit both label and field selectors. GET requests are also the safe read form identified for this condition. This is not a universal replacement for a watch or for a filtered query; it is a recovery strategy while the cache cannot serve the expensive operation. Once the cache is ready, return to the client’s normal watch and pagination design.
Reduce demand from a noisy controller or client
Replace polling with a shared informer or watch
A controller that repeatedly lists the same collection creates avoidable read traffic. Use a shared informer or equivalent cached watch mechanism so multiple reconcilers consume one synchronized stream and read from a local cache. Keep an initial LIST bounded and let the watch maintain state rather than starting a fresh full LIST for every reconciliation cycle.

Bound concurrency deliberately
Set a finite worker count for controllers and jobs. A large worker pool can multiply identical API calls when each worker discovers, lists, or updates independently. Start with a bounded value, observe queue and execution metrics, and increase only when the API server and datastore have headroom. Add per-resource or per-tenant limits when one kind of object is disproportionately expensive.
Back off correctly
Honor HTTP Retry-After when present. Otherwise use exponential backoff with jitter, reset the backoff after sustained success, and avoid synchronized retries from many workers. Distinguish a transient 429 from an authorization or validation error; retrying a permanent failure only adds load.
Make LIST operations cheaper
Prefer pagination for large collections and avoid repeatedly requesting fields or resources that the workload does not need. Review label and field selectors: a selector can prevent the cache from serving a request during initialization and may require an expensive read. A controller should also avoid listing all namespaces or all objects when it can watch a narrower scope.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use FlowSchema and PriorityLevelConfiguration for isolation
If traffic is legitimate but non-essential work can starve system-critical operations, classify it separately. A FlowSchema can isolate a service account, user group, resource, namespace, or combination of request attributes. Its matching request is assigned to a PriorityLevelConfiguration with its own concurrency allocation and queue behavior.

Before changing a policy, record the existing object, its UID, the requests it matches, and the affected priority level. Confirm that the rule will not accidentally capture system controllers or emergency administrative traffic. Validate the result by checking the APF headers on a request from the intended client and watching rejection and seat-utilization metrics for both the changed and protected flows.
Best Value
Policy changes are not a substitute for fixing a client that polls too aggressively or for repairing a slow datastore. Use isolation to contain blast radius and express service priorities after demand and latency are understood. Review whether Kubernetes automatically manages the object you plan to edit; an auto-updated policy can overwrite an ad hoc change during an upgrade or reconciliation.
Investigate control-plane latency before adding capacity
Check API-server resource pressure
Correlate execution-duration increases with API-server CPU, memory, garbage-collection, and saturation indicators available in your monitoring system. A priority level can reject requests even at an apparently modest request rate when each request holds seats longer.
Check etcd and other dependencies
Look for elevated etcd request latency, storage or network contention, leader changes, and signs of compaction or backend pressure. A slow read path affects several FlowSchemas at once and often raises both execution duration and queue wait. Do not mask that condition by simply assigning more APF seats.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsLook for workload-shape changes
Compare the incident with changes in object count, object size, custom-resource payloads, selectors, or deployment activity. A newly large object or an unbounded LIST can increase execution time without a dramatic increase in request count. Record the resource and verb from the failed requests so the expensive operation can be isolated.
A practical troubleshooting sequence
- Capture the response. Save status, body,
Retry-After, APF headers, request details, user-agent, and timestamp. - Confirm APF state. Record the Kubernetes version and whether APF is enabled. Note the in-flight request limits in effect.
- Map the UIDs. Run the FlowSchema and PriorityLevelConfiguration commands and identify the exact matching objects.
- Graph the matching metrics. Plot rejection reasons, in-queue requests, wait duration, executing requests, concurrency in use, seat utilization, execution duration, queue length after enqueue, target seats, and dispatch failures.
- Compare scope. Break down by FlowSchema, priority level, user-agent, service account, resource, and verb. Decide whether one flow or several levels are affected.
- Check for cache protection. If the event coincides with startup or cache recovery and affects watches or filtered/unpaginated LISTs, honor
Retry-Afterand use the documented paginated unfiltered fallback where appropriate. - Reduce demand. Fix polling, duplicate LISTs, unbounded workers, and tight retries. Add caching, watches, pagination, and jittered backoff.
- Investigate latency. For broad queueing, examine API-server resources, etcd latency, object sizes, and expensive selectors before changing APF allocations.
- Change policy only with evidence. Isolate legitimate non-critical traffic with FlowSchema and PriorityLevelConfiguration, then validate the classification and monitor both protected and isolated flows.
- Recheck after recovery. Confirm that rejection counters stop increasing, queues drain, wait and execution durations return to baseline, and the client no longer retries in bursts.
Common mistakes that prolong throttling
- Treating every 429 as the same error: APF rejection and watch-cache protection require different remedies.
- Looking at request count alone: execution duration and seat cost can create saturation at a steady or low rate.
- Ignoring the APF headers: guessing the policy from a service-account name can miss the actual FlowSchema match.
- Retrying immediately: a tight loop increases queue pressure and can delay cache initialization.
- Increasing shares before fixing latency: more concurrency can overload a slow etcd or API-server path.
- Using a single aggregate graph: aggregate metrics can hide one noisy FlowSchema or one overloaded priority level.
- Editing managed policy objects casually: automatic updates or reconciliation can replace the change, and an overly broad rule can capture critical traffic.
What a healthy recovery looks like
After remediation, the evidence should change in a consistent sequence: the offending client’s request rate or concurrency falls, APF queue depth stops growing, wait duration declines, occupied seats return below the target, and execution duration stabilizes. Rejection counters may remain nonzero because they are cumulative; judge recovery by their rate and by whether new 429 responses stop. For a cache-initialization event, successful paginated reads and watches should resume after the server advertises availability, without a synchronized retry surge.
