EUSC is the separate aws-eusc partition. A commercial aws Direct Connect gateway, VPC endpoint, IAM role, hosted zone, or resource policy cannot simply be reused in EUSC. Treat every cross-partition call as an explicit integration with its own network path, DNS design, authentication, and failure test.
The fastest troubleshooting sequence is to identify the partition and exact path, verify that the destination service and feature exist in EUSC, validate every local forwarding and security control, then test DNS and authentication independently. For recovery planning, inventory every regional dependency—including keys, secrets, images, certificates, monitoring, and third-party APIs—because a standby Region that cannot obtain one of those dependencies is not a working failover target.

Start with the partition boundary
Record the boundary before changing a route. Commercial AWS Regions use the aws partition; AWS European Sovereign Cloud uses aws-eusc. They have separate service endpoints, control planes, identity scopes, DNS environments, and network constructs. A packet can be technically routable while the API call, certificate, policy, or endpoint still fails because the destination belongs to the other partition.

AWS states that the European Sovereign Cloud has no critical dependencies on non-EU infrastructure. That sovereignty objective does not make a commercial workload automatically reachable from EUSC; it means the EUSC architecture must use supported, deliberately designed paths.

Capture the failing path before troubleshooting
Create one record for each failed flow. Do not group several symptoms under “the network is down.” Capture:
- Source account, VPC, subnet, Availability Zone, Region, and partition.
- Destination account, service or workload, Region, and partition.
- DNS name and the resolved addresses observed by the actual workload.
- Protocol, destination port, source port behavior, and whether TLS is involved.
- Whether the intended path is public, private, cross-Region, or cross-partition.
- The exact timestamp, client error, server response, and a packet or flow-log correlation identifier.
- Every intermediate hop: route table, Transit Gateway or gateway attachment, firewall, load balancer, proxy, VPN tunnel, Direct Connect virtual interface, or PrivateLink endpoint.
Confirm first that the destination service is offered in the target EUSC Region and that the specific feature is supported there. AWS lists Inter-Region VPC Peering and Reachability Analyzer as unavailable in EUSC, so a design that depends on either feature is already invalid.
Use this eight-stage troubleshooting runbook
1. Prove which path is supposed to work
Write the intended path as a sequence, for example: workload subnet, local route table, EUSC Transit Gateway attachment, site-to-site VPN, commercial firewall, commercial load balancer, and application port. If the sequence crosses partitions, label the handoff explicitly. Then compare it with the path the packet actually takes.

Check the destination service’s EUSC availability before investigating packets. A successful DNS response does not prove that an API, control-plane operation, or data-plane feature exists in that Region. Check the service availability information for the exact EUSC Region and note any regional opt-in requirement.
2. Check local VPC forwarding and security controls
For every hop, inspect the most specific route, attachment state, security-group rules, network ACLs, and firewall policy. Confirm that the return route exists; asymmetric routing is a common cause of a SYN that leaves one side but never completes. Check whether a Transit Gateway or gateway attachment is in the same partition and Region scope expected by the design.

In a supported commercial Region, AWS re:Post recommends Reachability Analyzer for cross-account VPC paths because it evaluates route tables, security groups, and network ACLs and returns explanation codes. Reachability Analyzer is unavailable in EUSC, so use equivalent evidence there:
- VPC Flow Logs on the source and destination interfaces.
- Firewall and load-balancer access logs, including rejected and timeout actions.
- VPN tunnel and BGP status, Direct Connect virtual-interface counters, and carrier circuit alarms.
- Packet captures on permitted appliances or hosts, with timestamps synchronized to the client logs.
- Target-side listener logs proving whether the connection reached the application.
Interpret a flow-log rejection as a policy problem, a lack of any destination record as a routing or attachment problem, and a completed handshake followed by a reset as an application, TLS, or idle-timeout problem.

3. Validate the EUSC connectivity design
A commercial-partition Direct Connect connection or Direct Connect gateway cannot be extended into aws-eusc. Provision a separate Direct Connect connection that lands in an EUSC network account, or use a site-to-site VPN. Do not try to bridge both partitions through one shared commercial gateway.
For a partner-provided cross-partition circuit, verify the carrier handoff, VLAN and virtual-interface configuration, BGP state, advertised and accepted prefixes, MTU, and return path. Confirm that the EUSC side is advertising only the prefixes it is intended to receive and that overlapping CIDRs are not being silently rejected. AWS describes internet TLS, IPsec VPN, and Direct Connect partner connections as cross-partition patterns; choose one whose ownership and failure mode are clear.
For VPN, check both tunnel status and actual data-plane traffic. A tunnel can show “up” while traffic fails because the selectors, routes, security groups, network ACLs, or firewall rules do not include the workload subnets. Test each direction with a known port rather than relying on tunnel health alone.

4. Troubleshoot DNS before blaming the network
EUSC has dedicated Route 53. Verify that the hosted zone exists in the EUSC partition, that the record is in the intended zone, and that delegation points to the EUSC name servers. A commercial hosted zone is not automatically visible to an EUSC VPC.
Use the resolver path of the real workload, not an administrator laptop. Capture forward and reverse results with commands such as dig +short service.example, dig service.example, and nslookup service.example. Compare answers from the source subnet, the destination subnet, and any forwarding resolver. Check TTLs and whether a stale negative response is being cached.
EUSC Route 53 does not provide Traffic Flow or the TestDNSAnswer API. Alias records are limited to documented target types, including load balancers, VPC endpoints, API Gateway, OpenSearch, and S3. If your design expects an unsupported alias target or Traffic Flow policy, replace it with a supported record and an external or application-level traffic decision.
For names spanning environments, use subdomain delegation or Route 53 Resolver forwarding across the Direct Connect or VPN path. Test both the request and response directions and make sure the resolver security groups and network ACLs allow DNS over UDP and TCP as required.
5. Check endpoint locality and PrivateLink permissions
Create AWS service interface endpoints inside EUSC whenever the service is available there. VPC endpoints do not cross partitions. If a service remains in commercial AWS, expose it through the approved Direct Connect or VPN path and an in-EUSC load balancer or proxy rather than pointing an EUSC workload at a commercial VPC endpoint.

For cross-Region PrivateLink, verify all of the following:
- The endpoint service supports the selected Region and the Region is opted in.
- Regional DNS is enabled and clients resolve the endpoint name to the intended regional endpoint.
- The endpoint-service policy and consumer identity policy allow the connection.
- The relevant service-control policies allow
vpce:AllowMultiRegion. - Endpoint network interfaces span at least two Availability Zones when high availability is required.
- Security groups, network ACLs, and health checks allow the application port in both directions.
A PrivateLink connection can be healthy while the application still fails if the consumer resolves the wrong Region, the endpoint service has not accepted the connection, or the destination workload is listening on a different port.
6. Diagnose IAM and service-to-service authentication
Cross-account IAM roles and resource-based policies are partition-local. A direct AssumeRole, resource-policy principal, or request signature that crosses from aws to aws-eusc should be expected to fail unless the architecture adds a supported translation layer.
Use one of these patterns:
- Federate a common workforce or workload identity provider into separately managed roles in each partition.
- Use IAM Roles Anywhere with X.509 certificates and a separately configured trust anchor in the destination partition.
- Expose an application or API authorization layer that validates a token and performs a local action, rather than trying to share an IAM role.
IAM Roles Anywhere supports private interface endpoints. A workload can obtain sessions without an internet gateway, NAT, VPN, or Direct Connect, provided the endpoint, trust anchor, certificate chain, role trust policy, and endpoint policy are correct.

Confirm that the request is signed for the correct partition and Region and that the client is not using a commercial endpoint hostname for an EUSC API.
7. Inventory every cross-Region dependency before failover
A standby Region is only useful if it can start, authenticate, resolve names, obtain configuration, and reach its dependencies. AWS Prescriptive Guidance recommends inventorying:
- AWS services and their control-plane and data-plane locations.
- Internal microservice calls and any cross-Region synchronous requests.
- Third-party APIs, payment or identity providers, and carrier or DNS dependencies.
- Direct Connect, VPN, firewall, proxy, and load-balancer paths.
- TLS certificates, private keys, KMS keys, secrets, and parameter stores.
- AMIs, container images, package repositories, and deployment artifacts.
- Monitoring, alerting, incident-management, and automation endpoints.
Map each item to its Region and partition. For every dependency, record a local EUSC implementation, a tested degraded mode, or an explicit recovery-time limitation. Cross-Region calls between microservices within one workload are not advised because they add latency and correlated-failure risk; prefer local service instances and asynchronous replication where the business process permits it.
8. Test the failover mechanism itself
DNS is often used to shift traffic, but DNS cannot repair an unavailable control plane or missing credential. Test the complete sequence from a clean standby environment:
- Confirm that the standby resolver can obtain the intended record and that delegation or forwarding works.
- Verify that certificates, private keys, KMS permissions, secrets, parameters, images, and configuration are available locally.
- Start the standby workload and prove that its identity provider, STS endpoint, and resource policies authorize requests.
- Open the required network paths and test application ports through the actual VPN, Direct Connect, PrivateLink, or proxy route.
- Exercise health checks from the same network locations used by traffic steering.
- Shift a controlled portion of traffic, observe logs and latency, then return traffic using the documented rollback.
- Record which steps are automatic and which require an operator; define a manual or alternate procedure for any dependency that cannot run from the standby Region.
EUSC service constraints that belong in every runbook

Choose a remediation pattern deliberately
When more than one architecture is possible, compare partition compatibility, sovereignty and data-residency impact, failure independence, latency and throughput, operational ownership, observability, authentication complexity, recovery-time objective, recovery-point objective, and recurring circuit or transfer cost.

Same-partition regional links are operationally simpler. Cross-partition designs can be valid, but they require explicit network and identity translation, separate monitoring, and more extensive failure testing.
Diagnose by symptom

Build a runbook that operators can execute
Keep a partition-aware worksheet for every production flow. Include the source and destination account, Region, partition, CIDRs, DNS names, ports, route attachments, security controls, certificates, keys, secrets, and owners. Link each check to observable evidence rather than a generic “verify network.”
- Connectivity: circuit or tunnel identifier, BGP neighbors, advertised prefixes, MTU, expected return route, and failover path.
- DNS: authoritative zone, delegation, resolver forwarding rule, expected answer, TTL, health-check behavior, and rollback record.
- Identity: role or certificate, trust anchor, STS endpoint, endpoint policy, SCP, and clock source.
- Service readiness: EUSC availability, regional opt-in status, endpoint type, and documented substitute for unavailable features.
- Recovery: local artifacts, degraded mode, operator decision point, recovery-time objective, recovery-point objective, and evidence required to declare success.
Run the checks from the workload subnet and from the standby Region, not only from a central administrator network. Retain timestamps, command output, flow-log records, and application responses so that a later incident can distinguish a partition limitation from a transient outage.
Decision rule
If a design assumes that a commercial AWS network, IAM policy, hosted zone, or endpoint automatically extends into EUSC, redesign it before troubleshooting. Establish a separate EUSC connectivity path, keep DNS and service endpoints local where available, use federation or certificate-based identity instead of cross-partition role assumptions, and test every cross-Region dependency from the recovery environment. That approach turns an opaque “cross-Region failure” into a finite list of partition, route, DNS, authorization, service-availability, and dependency checks.
