Use Schedule A for incoming contributions, Schedule B for ordinary disbursements, and Schedule E for independent expenditures. Record the coverage dates, filing version, amendment status and query time, because totals can change when an amended report arrives.
Bitcoin and other digital-asset entries require extra care: the FEC treats bitcoins as “money or anything of value,” but a contribution is generally valued at its market value when received, reported as an in-kind receipt and also shown as a disbursement while the committee holds the asset. A later sale is a separate transaction. The workflow below shows how to find those entries, reconcile them with summary totals and avoid mistaking headline receipts for money actually spent.

What an FEC filing can—and cannot—tell you
Federal campaign-finance filings are disclosure records. They show what a committee reported receiving and paying, when it reported those transactions and how it classified them. They do not, by themselves, prove that a transaction was economically sensible, that a listed person controls a particular cryptocurrency wallet or that a payment produced a particular political result.
For a crypto PAC, keep four questions separate:
- How much came in? Form 3X summary data and Schedule A receipts answer this.
- How much went out? Schedule B records itemized disbursements, including operating expenses and other payments.
- How much was spent on independent communications? Schedule E lists independent-expenditure line items, with amounts, payees and the candidate supported or opposed.
- How much remained? Cash-on-hand figures in the report provide the committee’s reported balance, subject to the report’s coverage period and later amendments.
A PAC’s total receipts are therefore not a spending total. The FEC’s browse-data methodology also adjusts the way it presents “money spent” and excludes categories such as refunds, contributions to other committees, loan repayments and offsets. Use the underlying schedules when you need to know exactly what a committee paid.

Step 1: Identify the correct committee and committee ID
Begin in the FEC PAC and committee database. Search the committee’s registered name, a distinctive sponsor term or another phrase that appears in its public filings. Names can be similar, committees can change names and a political organization may have more than one related committee, so do not rely on a name alone.
- Search the PAC and party database using the name or sponsor term.
- Open each plausible result and verify the committee type, state, connected organization and activity dates.
- Copy the committee ID exactly. You will use it in the report browser and in OpenFEC API requests.
- Note the election cycle you are studying. A cycle filter can change which reports and totals appear.
PAC filings on the FEC website are generally available from 1993 onward. The FEC’s committee-review checklist recommends examining filed documents, summary totals, itemized receipts, candidate contributions, independent expenditures, audits, enforcement matters and advisory opinions. Those categories help distinguish a committee’s routine activity from an unusual crypto transaction or a compliance issue.
Step 2: Open the committee’s Form 3X reports
Most non-party PAC activity is reported on Form 3X. In the FEC PAC and party report browser, select the committee, election cycle, report type and coverage dates. Do not treat the first report you find as the final record until you check whether it was amended.

Save the following metadata with every download or spreadsheet:
| Field | Why it matters |
|---|---|
| Committee ID and name | Prevents similarly named committees from being mixed together. |
| Election cycle | Keeps comparisons on the same two-year cycle. |
| Report type | Identifies quarterly, monthly, pre-election, post-election or other filing periods. |
| Coverage end date | Defines the period represented by the totals and line items. |
| Receipt date | Shows when the FEC received the filing. |
| Report version and amendment status | Indicates whether a later filing superseded the numbers you first saw. |
| Query or download timestamp | Lets you reproduce the result when data are updated later. |
The browser exposes total receipts, total disbursements and total independent expenditures. Treat those as a starting point. The line-item schedules explain what makes up the totals and may include memo entries that do not increase cash on hand.
Step 3: Trace incoming money in Schedule A
Schedule A is the receipt trail. Filter or sort itemized receipts by contributor name, transaction date, amount and memo text. For a crypto PAC, search not only for the committee’s expected donors but also for terms such as “bitcoin,” “BTC,” “digital asset,” “cryptocurrency” or an explanation in the memo field.
Read the complete entry rather than relying on a keyword. A filing may identify an asset, describe a conversion, or explain that a contribution was received in kind. The committee’s text and classification control what can safely be concluded from that line.

Assessing donor concentration
Export Schedule A for the same coverage period and group entries by contributor. Compare the largest contributors with the committee’s total receipts, but preserve the distinction between an original receipt and a memo entry. A donor may appear more than once because of separate transactions, amended entries or different reporting dates.
Checking crypto-specific descriptions
Look for the number of units, the asset type, the valuation date or rate and any statement that the asset was not liquidated. If the filing gives only a generic description, report exactly what is stated and label any interpretation as uncertain. A token symbol or wallet-related note is not proof of ownership or identity.
Step 4: Trace spending in Schedule B and Schedule E
Use Schedule B for itemized disbursements and Schedule E for independent expenditures. Keeping the schedules separate is essential: a PAC can have substantial operating costs without making an independent expenditure, and an independent expenditure is not the same as a contribution to a candidate or another committee.
| Schedule | What it records | Questions to ask |
|---|---|---|
| Schedule B | Itemized disbursements, such as vendors, payroll, fees, rent and other payments. | Who was paid, on what date, for what purpose and in what amount? |
| Schedule E | Independent-expenditure line items, including amount, payee and candidate supported or opposed. | Was the communication independent, which candidate was identified, and was the candidate supported or opposed? |
Filter by payee, date, amount and purpose. Preserve the original purpose text because a shortened dashboard label can hide whether a payment was for advertising, consulting, digital services, legal work or a refund. When comparing spending, add the relevant line items for the same coverage period and then compare that sum with the Form 3X summary.

How bitcoin contributions appear in FEC records
The FEC’s Bitcoin contributions guidance cites Advisory Opinion 2014-02: “In Advisory Opinion 2014-02, the Commission concluded that bitcoins are ‘money or anything of value’ within the meaning of the Act.” The practical consequence is that a committee cannot treat a bitcoin contribution as invisible or as ordinary cash without documenting the asset.
At receipt
The committee should value the bitcoin at its market value when received. The initial contribution is reported like an in-kind contribution. The committee also reports the bitcoins as a disbursement so that cash on hand is not inflated while the asset is being held. The FEC recommends memo text stating the number of bitcoins and that they were not liquidated.
When reviewing a filing, look for both sides of that treatment: an incoming Schedule A entry and the corresponding disbursement or memo explanation. The two entries may not look like a cash payment, and adding both as if they were independent cash flows will overstate activity.

When the committee later sells the bitcoin
A later liquidation is a separate transaction. Follow the later entry and its reported value instead of treating the original receipt as cash. The sale may change the committee’s cash position and create a new receipt or disposition record, depending on how the transaction is reported. Do not infer a sale merely because a later report contains cash; look for the committee’s transaction description.
What a filing does not establish
A Schedule A line does not establish that a wallet address belongs to the named contributor, that the market price used was economically favorable or that the asset was held continuously. Use the filing as the committee’s official disclosure and preserve the wording, date and amendment history.
Use the OpenFEC API for repeat monitoring
The browser is suitable for one-off checks. For recurring monitoring, OpenFEC recommends finding the committee first and then using its committee ID in report and line-item endpoints. The relevant schedules are:
- Schedule A: receipts.
- Schedule B: disbursements.
- Schedule E: independent expenditures.
- Find and verify the committee ID in the FEC database.
- Request Form 3X reports for the chosen cycle and coverage dates.
- Request Schedule A, B and E line items using the same committee ID and date filters.
- Save the request parameters, response date, report version and amendment indicator with the exported data.
- Re-run the same query after a filing update or amendment and compare the results rather than overwriting the earlier snapshot.
OpenFEC data are updated nightly. API users can try DEMO_KEY or obtain an API key for higher limits. Nightly updates do not mean every new filing is immediately visible: the FEC says newly filed summary data can take up to 48 hours to appear in the browse-data tool. Electronic reports can take days to process and paper reports can take weeks.
Reconcile totals, amendments and timing
A defensible total always has a defined period and version. Compare the Form 3X summary totals with the sum of line items covering the same dates. Differences can arise from unitemized amounts, memo entries, offsets, transfers, refunds, loans or the browse tool’s presentation rules, so investigate the classification before assuming an error.

Amended reports
Check the report list for an amended version and use the latest filing for a current account. Keep the original as an audit trail because an amendment can add, remove or reclassify a transaction. Record which version supplied every figure in a comparison.
Delayed data
If a filing appears on the committee page but not in a summary total, allow for the stated processing window. A number retrieved immediately after filing may be incomplete for as long as 48 hours in the browse-data tool. Timestamp the query and revisit it after processing rather than presenting a provisional figure as final.

Compare two crypto PACs on the same basis
Use identical election cycles and coverage dates. A comparison that pairs a quarterly report from one committee with a year-to-date report from another will produce a misleading result.
| Comparison axis | How to measure it |
|---|---|
| Receipts versus disbursements | Compare Form 3X totals for the same period, then inspect the schedules. |
| Cash on hand | Use each report’s ending balance and note the coverage end date. |
| Itemized donor concentration | Group Schedule A entries by contributor and identify the share represented by the largest donors. |
| Crypto versus fiat descriptions | Separate entries explicitly described as bitcoin or another digital asset from ordinary currency receipts. |
| Independent expenditures | Compare Schedule E totals, payees and candidates supported or opposed. |
| Operating expenses | Review Schedule B purposes and vendors separately from Schedule E. |
| Amendments and freshness | Record the latest report version, receipt date and query timestamp. |
Do not rank committees by receipts alone. A committee can raise a large amount and retain most of it, while another can report lower receipts but spend nearly all available cash. The FEC’s “money spent” display is a methodology-based measure, not a substitute for reading the individual disbursement records.

Suppose you are checking a PAC for the 2025–2026 cycle. You first record its committee ID and select the quarterly reports covering January 1 through March 31. The summary shows receipts, disbursements and independent expenditures. You then export Schedule A and find a memo describing a bitcoin contribution, including the number of units and a statement that the coins were not liquidated.
Next, you search Schedule B for the corresponding in-kind disbursement and check whether the entry is marked as a memo item. You inspect Schedule E separately for advertising or other independent-expenditure lines. Finally, you compare the line-item sums with the Form 3X totals, check for an amended report and save the query date. If a later report says the bitcoin was sold, you record that liquidation in the later period instead of moving the original receipt into the committee’s cash total.
Troubleshooting common problems
The committee name produces several results
Verify committee type, connected organization, state and active dates, then use the ID rather than the name for every subsequent search.
A crypto contribution does not appear under “bitcoin”
Search the contributor, date, amount and memo fields. Digital assets may be described generically or through an in-kind explanation. If the filing does not identify the asset clearly, say so rather than inferring it.
Schedule A and the summary total do not match
Confirm that both cover the same dates and report version. Check unitemized receipts, memo entries, transfers, refunds, offsets and amendments before treating the difference as an error.
Best Value
The filing is visible but the dashboard total is missing
Allow for processing. Newly filed summary information can take up to 48 hours to appear, and electronic or paper submissions may require additional processing time.
A later report changes an earlier number
Use the amended report for the current figure, but retain the earlier version and note the change. Do not combine line items from different versions.
You want to identify a donor from a wallet address
Do not make that identification from an FEC filing alone. A disclosure record is not proof that a wallet belongs to a particular person, and contributor information from federal reports may not be sold or used for commercial solicitation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRecord retention, privacy and a reproducible audit trail
PAC treasurers must make best efforts to obtain and maintain itemized records and keep required receipt and disbursement records for three years from the filing date. Readers doing independent analysis should apply the same discipline: preserve the original filing, downloaded schedules, report version, amendment status, filters and query timestamp.
When publishing a chart or spreadsheet, state the committee ID, election cycle, coverage dates and whether figures are summary totals or sums of itemized lines. Label bitcoin amounts, market-value estimates and liquidation entries distinctly. Avoid republishing personal addresses or using contributor data for solicitation; the FEC’s electronic-retrieval guidance specifically warns against selling or commercially soliciting with contributor names and addresses from federal reports.
Filing frequency to expect in 2026
For 2026, many PACs file quarterly, while committees on monthly schedules continue to file monthly. The applicable schedule depends on committee type and prior-year status. Always read the committee’s actual report list rather than assuming every PAC follows the same cadence.
That cadence affects monitoring: a quarterly committee may not provide a new complete picture for several months, while a monthly filer can update receipts and spending more frequently. A missing month is not automatically evidence of inactivity; it may reflect the committee’s filing frequency or processing delay.
Quick Recap
A repeatable checklist
- Confirm the committee identity and copy its FEC committee ID.
- Select one election cycle and one defined coverage period.
- Open the latest Form 3X report and record receipt date, coverage end date, report type, version and amendment status.
- Capture summary receipts, disbursements, independent expenditures and cash on hand.
- Filter Schedule A for donors, dates, amounts, memo text and digital-asset terms.
- Review Schedule B for ordinary payments and the treatment of in-kind crypto receipts.
- Review Schedule E independently for candidate support or opposition spending.
- Reconcile line items with summary totals and investigate classification differences.
- Check later reports and amendments before publishing a final number.
- Save the original filing, filters and query timestamp so another reader can reproduce the result.
