Use a speed-test website or app, check download, upload and ping, then repeat the test under similar conditions. A 12 Mbps download result tells you what one device measured on one connection to one test server at that moment; by itself, it does not prove whether your internet provider met your plan’s terms.
How to run a useful internet speed test
- Choose a test. Open Fast.com for a browser-based check, or use Ookla Speedtest. Netflix points users to Fast.com; Ookla’s test reports ping, download and upload.
- Reduce other network activity. Pause downloads, video streams, game updates and other heavy use. If practical, ask others on the home network to pause bandwidth-heavy activity while you test. Google Fiber recommends closing applications and turning off other devices to reduce interference.
- Choose a connection method. For a baseline that avoids Wi-Fi as a variable, connect the computer to the router with Ethernet if both support it. Otherwise, use Wi-Fi close to the router and note that you did so. Wireless conditions, device capability and the home layout can affect results.
- Run the test and record the details. Note download, upload and ping/latency, the test service or server if shown, the date and time, whether you used Ethernet or Wi-Fi, and whether other devices were active.
- Repeat under comparable conditions. Run the test again at another time if the issue may be intermittent. For a controlled comparison, use the same service and server when available; you can also try a different server to see whether the result changes.
Each speed test measures a particular device-to-server path at a particular time. Results can differ with the device, Wi-Fi conditions, competing traffic and test server, so a single reading is not a measurement of every app, device or hour of service.

What the speed-test numbers mean
Mbps means megabits per second. Download speed measures data arriving at your device; upload measures data sent from it. Ping, or latency, measures response time and is a different metric from throughput. Ookla reports all three, so do not treat a download figure as the complete picture of a connection.
How to interpret a 12 Mbps result
First check which direction the result describes. If it says 12 Mbps download, that is the measured download rate for that test—not your upload speed, your plan’s advertised tier or a guarantee of sustained speed.
#1 Best Overall
- 40 Gbps 2000 Mhz High Speed: The Cat 8 ethernet cable support max. 40 Gbps data transfer and 2000 MHz Brandwith, ideal for gaming and streaming, greatly improving upload and download speed, sound, image and resolution quality
- Excellent Anti-interference: The ethernet cable comes with 4 shielded foiled twisted pairs (F/FTP), pure copper core and gold-plated RJ45 connector, reducing interference, noise and crosstalk, making network speed faster and more stable
- Marvelous Durability: Internet cable wrapped with quality cotton braided cord, which makes the LAN cable stronger and more durable. The test proves that this internet cable can be bent at least 10000 times without broken, very suitable for long-term use
- PoE Supported: All lengths of ethernet cord can support the PoE power supply function except 65ft. You don't need additional power supply when installing a PoE camera, which is very convenient and safe
- Wide Compatibility: With the RJ45 Connector, network cable can be perfectly compatible with computers, laptops, modems, routers, PS5, X-Box and other networking devices. It can also be fully backward compatible with Cat7, Cat6e, Cat6, Cat5e, Cat5
Compare it with your plan
Look up the speed tier and terms in your provider’s account page, bill or service agreement. Compare like with like: a download measurement with the plan’s download terms, and an upload measurement with its upload terms. The test result alone cannot establish whether the provider has failed to meet its particular promise.
Put the figure in context
In the United States, the North Carolina Division of Broadband and Digital Opportunity summarizes the FCC’s basic broadband definition as at least 25 Mbps download and 3 Mbps upload. A 12 Mbps download result is below that cited download benchmark, but this comparison is not, by itself, a legal conclusion or proof of a plan breach.

- Cat 6 performance at a Cat5e price but with higher bandwidth
- High Performance Cat6, 30 AWG, RJ45 Ethernet Patch Cable provides universal connectivity for LAN network components such as PCs,computer servers, printers, routers, switch boxes, network media players,NAS,VoIP phones
- Jadaol cat6 standard cable support Cat8 and Cat7 network and provides performance of up to 250 MHz 10Gbps and is suitable for 10BASE-T, 100BASE-TX (Fast Ethernet), 1000BASE-T/1000BASE-TX (Gigabit Ethernet) and 10GBASE-T (10-Gigabit Ethernet)
- UTP(Unshielded Twisted Pair) patch cable with RJ45 gold-plated Connectors and are made of 100% bare copper wire, ensure minimal noise and interference
- The unique flat cable shape allows for a cleaner and safer installation. You can easily and seamlessly make the cable run along walls, follow edges & corners or even make it completely invisible by sliding it under a carpet.
For Netflix specifically, its Help Center recommends at least 3 Mbps for 720p HD, 5 Mbps for 1080p Full HD and 15 Mbps for 4K Ultra HD. A 12 Mbps download result is above the stated 1080p recommendation and below the 4K recommendation. Netflix recommends a stable connection; these figures are Netflix-specific and do not guarantee a particular quality when other devices or activities share the connection.

What to do if results stay below your plan’s expectation
- Repeat the test at different times while keeping the connection method, test service and other conditions as consistent as possible.
- Save screenshots or notes with the readings and the conditions you recorded. If Wi-Fi results are low, compare with an Ethernet test if your equipment supports it; that helps distinguish a wireless issue from a result measured over a wired connection.
- Contact your internet provider with the repeated readings, timestamps and test conditions, and ask how they compare with your plan. Netflix also advises contacting the provider when speeds are slower than expected.
Formal speed-test evidence has program-specific rules
Ordinary household troubleshooting does not have one universal number of tests that every consumer complaint must use. Formal programs can impose their own procedures. For example, the NTIA’s November 2023 BEAD Model Challenge Process checklist specifies the median of three tests on separate days for service levels, requires the tests to fall within 60 days of the challenge period, and names acceptable measurement sources and apps. It also calls for test dates and times and the gateway’s provider-assigned IP in each measurement. Those are rules for that challenge framework, not a general requirement for every ISP complaint.

Within that same NTIA process, a service-provider rebuttal rule refers to 80 percent of challenge locations being at or above 80 percent of the speed threshold. That figure describes the specified formal process; it is not an ordinary home speed-test standard. USAC describes a separate FCC-supported carrier program in which certain carriers test speed and latency quarterly at a random sample of subscriber locations under specified server-path and reporting rules. Those carrier compliance procedures are not instructions for a household test.
