How to Test Website Accessibility at 200% and 400% Zoom with Screenshots

Test text enlargement at 200% separately from WCAG Reflow at the 320 CSS-pixel equivalent. Learn what to inspect, operate, capture, and report.

Test zoom accessibility in two separate passes: enlarge text to 200% for WCAG 2.1 Success Criterion (SC) 1.4.4, then test reflow at the equivalent of a 320 CSS-pixel-wide viewport for SC 1.4.10—often approximated by setting a 1280 CSS-pixel-wide starting viewport and zooming the browser to 400%. Take screenshots at baseline and at each test state to document layout changes, but also operate the page: an image cannot establish that menus, forms, or other controls still work.

How do I test website accessibility at 200% or 400% zoom?

Use 200% and 400% for different checks, rather than treating them as interchangeable levels of the same test. WCAG 2.1 SC 1.4.4 addresses resizing text up to 200% without loss of content or functionality. SC 1.4.10, Reflow, addresses presentation at a width equivalent to 320 CSS pixels for vertically scrolling content. W3C explains that a 1280 CSS-pixel starting viewport at 400% browser zoom corresponds to that width. W3C’s explanation of Resize Text and W3C’s explanation of Reflow distinguish the two criteria.

A quick check at 200% does not by itself test Reflow. Browser chrome and operating-system display settings affect the usable viewport, too, so measure the browser’s CSS-pixel viewport rather than assuming that a zoom setting always produces exactly 320 CSS pixels.

Test pass What to assess Relevant criterion
Text enlargement to 200% Whether enlarged text and associated content or controls are clipped, obscured, or unavailable. WCAG 2.1 SC 1.4.4
Reflow at the 320 CSS-pixel equivalent Whether vertically read content and functionality remain available without needing to scroll in two dimensions. WCAG 2.1 SC 1.4.10

How can I test whether a website layout reflows when zoomed?

  1. Choose representative pages and states. Include a long article, navigation, a form, a modal or dialog, and pages with tables or other complex components. Reach states that appear after interaction, such as an open menu, expanded accordion, validation message, or dialog, rather than capturing only the initial page.
  2. Record a baseline. At normal browser zoom, note the page or route, browser and operating system, viewport dimensions in CSS pixels, and the state being shown. These notes make screenshots reproducible; WCAG does not prescribe a particular screenshot format or documentation procedure.
  3. Run the 200% text-resize pass. Enlarge text to 200% using the browser’s zoom controls and check for clipped, overlapping, hidden, or unavailable text and functionality. Note issues separately from the Reflow pass.
  4. Set up the Reflow viewport. Use a 1280 by 1024 CSS-pixel starting viewport and zoom to 400%, as in W3C’s technique procedures, or use proportionally reduced dimensions if the browser cannot reach that size. Confirm the effective viewport rather than relying only on the zoom percentage. W3C’s procedures are examples of test approaches, not the only valid way to implement or assess the criterion; see Technique C32 and Technique C37.
  5. Inspect the whole relevant state. For content normally read vertically, check whether following lines requires horizontal scrolling. Inspect dialogs, menus, accordions, tooltips, forms, images, and fixed or sticky elements. Operate controls with the pointer and keyboard as appropriate; a screenshot alone cannot show that an action succeeds.
  6. Capture and label evidence. Take a baseline image, images of the 200% and Reflow states, and close views of any defect. Label each with the page, state, zoom, viewport, and observed issue. The criteria specify behavior and viewport conditions, not a required number or format of screenshots.
  7. Report and retest. Describe reproducible steps and the specific content or operation that was lost or obstructed. After a fix, repeat the same check at the same viewport and zoom so the before-and-after evidence is comparable.

What to look for in the zoomed state

  • Text, images, or controls that are clipped, overlapped, obscured, or pushed off-screen.
  • Information or functionality that disappears or becomes inaccessible after columns stack, navigation relocates, or the page changes layout. Rearrangement is not a failure when access to the information and functionality is preserved.
  • Horizontal scrolling needed to follow ordinary vertically read content at the Reflow target.
  • Interactive components that no longer open, close, submit, expand, or remain usable at the target size.
  • Images that exceed the available layout space. W3C Technique C37 describes an approach using CSS max-width and height behavior; it is an informative technique, not a complete conformance test.

What screenshots should I take when checking accessibility zoom?

Capture enough to show the original layout, the changed layout, and the effect of any problem. A useful evidence set is:

  • A BETTER READING EXPERIENCE: For busy office workers, EasyRead mode provides a more paper-like experience for when viewing lengthy documents
  • Baseline: the normal-zoom page and state, with viewport and browser details recorded.
  • 200% text resize: the corresponding state after enlarging text, especially where content or controls appear affected.
  • Reflow target: the same page and state at the 320 CSS-pixel equivalent, including enough of the page to show whether content remains available.
  • Issue close-ups: focused captures of clipping, overlap, a missing control, or a layout change that makes an operation unavailable.

Use captions or filenames that identify the page, interaction state, zoom, viewport dimensions, and issue. Screenshots document what was visible at a point in time; separately record the keyboard or pointer steps used to verify functionality. WCAG does not require a particular screenshot format, count, or documentation practice.

When is horizontal scrolling acceptable?

SC 1.4.10 is not a blanket ban on horizontal scrolling. It allows two-dimensional layout for content whose use or meaning genuinely requires it. W3C examples include maps, diagrams, video, games, presentations, data tables, and interfaces that need persistent toolbars while a user manipulates content. Keep the exception limited to the part that needs two-dimensional presentation; the presence of a map or table does not exempt an entire page.

  • THE PERFECT VIEW: The 178/178 degree extra wide viewing angle prevents the shifting of colors when viewed from an offset angle, so you always get consistent colors

For content designed to scroll horizontally, the criterion uses a height equivalent to 256 CSS pixels rather than the 320 CSS-pixel width used for vertically scrolling content. See the WCAG 2.1 text. When documenting an apparent exception, explain why both dimensions are necessary to use or understand that particular component.
