Test localization in stages: check internationalization readiness before translation, use pseudolocalization to expose engineering and layout defects, then validate real localized builds for functional parity, visual fit, language quality, and market-specific behavior. Choose locales by the risks and markets your product actually supports; there is no universally correct number of test locales.
Start with internationalization readiness
Localization testing is more effective when the product is built to handle different languages and regional conventions. Before translations arrive, review how the application stores, retrieves, lays out, and formats text. Microsoft’s internationalization testing guidance recommends reviewing code and the source-language interface as part of this preparation.

- Check that user-facing strings are extracted into localization resources rather than embedded in code.
- Avoid assembling sentences from separate fragments. Word order and grammatical agreement can change between languages.
- Confirm text encoding, font coverage, and storage support the scripts you plan to serve.
- Review layouts for fixed widths, clipped labels, and assumptions that text will fit the source-language length.
- Identify locale-sensitive logic that may be using hard-coded date, number, currency, or unit patterns.
Build a risk-based locale matrix
Pick test combinations based on supported markets and the behaviors they exercise, rather than adopting an arbitrary locale count. Language and region can be selected independently, so test the combinations your product permits. Record which user journeys and risks each combination covers.
| Coverage axis | What to include |
|---|---|
| Script and direction | Representative non-Latin scripts, both left-to-right and right-to-left layouts, and mixed-direction text where users may combine scripts. |
| Text and typography | Long and short strings, line wrapping, glyph coverage, and fonts appropriate for the scripts in scope. |
| Regional conventions | Different date, time, number, currency, calendar, and unit conventions, plus name and address formats. |
| Input and product behavior | Keyboard or input method support, language switching, fallback, and market-specific features or content. |
| Platform combinations | Relevant device and operating-system language settings, including combinations where app language and device region differ. |
Use locale-aware platform formatters instead of hard-coding punctuation or date patterns. Unicode CLDR provides locale data and algorithms used indirectly by many operating systems, browsers, programming languages, and applications. Its project describes coverage of over 100 distinct languages; that is a description of CLDR coverage, not a recommended number of locales for your test suite. See the Unicode CLDR Project.

Use pseudolocalization as an early engineering screen
A pseudolocalized build substitutes test text—often accented or expanded—for normal strings. It can reveal text that does not expand, clips or wraps badly, is concatenated incorrectly, or was never exposed to localization. Microsoft recommends functional and visual testing of a pseudolocalized version. Apple documents accented pseudolanguages in Xcode for checking how views adapt to high and low ascenders; see Apple’s text preparation documentation.
- Run the pseudo build through core flows, not just a static screen gallery.
- Check that pseudo text appears wherever user-facing text is expected.
- Look for clipping, unexpected wrapping, overlap, misplaced controls, and layout changes that block interaction.
- Use a mirrored or RTL pseudo mode only if it reflects the product’s actual text-direction handling.
Pseudolocalization is not translation review: it cannot establish natural phrasing, correct terminology, or cultural appropriateness.
Test locale behavior, not just translated strings
Use real device or operating-system locale settings alongside application-level language settings where available. Check the whole path from displaying a value to accepting and storing it, especially when users can enter data in one locale and view it in another.
- Verify date, time, number, currency, calendar, and unit display.
- Exercise names and addresses, including entry, validation, and later display.
- Test keyboards and input methods for the scripts your users need.
- Change language and region independently if the product allows it; verify the resulting content and formatting.
- Check mixed-language text and bidirectional punctuation in labels, forms, and user-generated content.
- Confirm language declarations and direction metadata are correct. The W3C’s Internationalization Quick Tips cover declaring a right-to-left base direction in HTML, while its HTML authoring guidance addresses language and direction metadata.
For web forms, use local formats where appropriate, provide visible navigation to alternate language or regional versions, and use UTF-8. W3C’s internationalization resources discuss these practices. For language fallback, match the user’s preferences against the resources actually available; do not assume the first requested candidate is supported.

Validate actual localized builds
Pseudolocalization checks readiness; actual localized builds reveal whether the delivered experience works. Run the journeys users rely on in each supported locale or in a clearly justified, risk-based sample. Microsoft distinguishes functional, visual, linguistic, and other market-specific validation in its localization testing guidance.
Functional parity
Confirm localized screens preserve the source product’s important capabilities: navigation, forms, validation, authentication, purchases, notifications, and error recovery. A translation that makes a button inaccessible or a flow impossible to complete is a functional defect as well as a content problem.
Visual completeness and fit
Check that strings are present, fit their containers, use suitable fonts, and preserve usable controls. Review right-to-left layouts and mixed-direction content in context. Automated visual comparison can help find changes, but include a human visual sanity check when automation cannot judge whether a screen is appropriate.
Linguistic quality
Have qualified reviewers assess accuracy, terminology, style, and natural phrasing in the target language. Prioritize onboarding, errors, payment flows, legal information, and support content because misunderstandings there can block tasks or carry greater consequences.

Market-specific needs
Check behavior and content that differ by market, including the formats and product paths your service supports. Release criteria should reflect your supported markets and the severity of functional, visual, linguistic, or regulatory issues; the primary guidance does not prescribe a universal pass threshold.
Capture evidence and make defects reproducible
Save screenshots for important screens, locales, and viewport sizes. Include the app or build version and the language, region, device, and operating-system settings used, so developers and language reviewers can reproduce what they see. Apple’s Xcode localization UI testing documentation describes generating screenshots during localization UI tests for exported localization folders.
Track defects by locale, screen, severity, and likely root cause—shared code, a locale-specific resource, or market-specific behavior. Shared causes may justify a broader regression check; a resource defect may call for review of related strings in the same locale.

Automation is useful for repeatable journeys, locale-sensitive formatting checks, resource-presence checks, and screenshot capture. Keep humans involved for visual appropriateness and language quality: a screenshot comparison cannot tell whether a translation is natural, and a successful UI test cannot establish cultural fit. The useful balance depends on your application stack and available test infrastructure.
