Test a financial agent against both kinds of interruption: a market that is correctly closed or halted, and a service that has failed while trading may still be allowed. The agent should identify which state it can verify, keep risk controls in force, avoid duplicate orders when a response is uncertain, and resume only after its dependencies and the venue’s status are reliable. Run these tests in a segregated simulation or test environment—not by creating real orders to demonstrate failure handling.
What should a financial-agent outage test prove?
Test the full path from the agent’s decision through its gateway, broker or venue connection, market-data and account-state feeds, risk controls, order tracking, and any critical third parties. A single mocked API timeout cannot show whether the complete system remains safe when components disagree or fail together.

The proposed checks below are engineering assertions informed by regulatory material; they are not a single test suite prescribed by a regulator. FINRA’s AI guidance recommends testing applications at different lifecycle stages with varied users, data sets, and scenarios, and having fallback plans if an AI application fails. FINRA Rule 4370 requires broker-dealers to maintain a written business continuity plan reasonably designed to let them meet obligations during an emergency or significant business disruption. Which obligations apply depends on the firm and its activity.
The Federal Reserve Board and interagency agencies’ Interagency Paper on Sound Practices to Strengthen Operational Resilience consolidates existing regulations and guidance rather than creating new requirements. It emphasizes critical operations, dependencies, third parties, severe-but-plausible scenarios, continuity objectives, and testing. It does not set one recovery-time objective for every financial agent.

How do you distinguish a market closure from an API outage?
Use independent, authoritative venue information and the applicable instrument calendar. A scheduled closure is expected venue state; an API failure is a dependency problem. “No trades” by itself does not establish that the market is closed. Keep separate test fixtures for these cases:
- Scheduled full closure: the venue calendar says the instrument is not trading. The agent should report the expected closure, not label it an API outage, and follow its configured policy for blocking or queuing actions.
- Early close: the session ends before its ordinary cutoff. Test orders near the actual cutoff and relevant auction boundaries.
- Venue halt or suspension: an authoritative status indicates trading is halted. Test that the agent respects the status and does not mistake it for a normal closure.
- Venue-status feed unavailable: the agent cannot confirm whether trading is permitted. This is unknown status, not proof of either closure or an outage at the venue; test the configured safe response and operator notification.
- Broker or API unavailable while the venue is open: the dependency has failed even though the venue may be trading. The agent should not infer venue closure from a failed broker connection.
NYSE provides a concrete U.S. example, not a universal calendar. Its 2026 schedule lists Tape A core hours as 9:30 a.m.–4:00 p.m. Eastern Time, and an early close at 1:00 p.m. Eastern Time on November 27 and December 24; eligible options have a 1:15 p.m. close on those early-close dates. The schedule also lists the 2026 holidays, including January 1, January 19, February 16, April 3, May 25, June 19, July 3, September 7, November 26, and December 25. Confirm the current calendar for each target venue, instrument, and year before using dates in production tests.
Which failure scenarios belong in the test matrix?
Start with individual faults, then test correlated failures that could affect multiple dependencies or the people expected to supervise recovery. For each scenario, record the injected condition, expected safe state, observed behavior, and pass/fail evidence.

|---|---|---|
| Regional API isolation | Primary region times out or resets connections while the venue is open. | Retries are bounded; the agent enters an explicit degraded state, alerts or escalates, and fails over only to a path shown to be independent. No duplicate submissions occur. |
| Partial outage | Order API responds, but market data or account-state data is stale or unavailable. | No new risk-increasing action is authorized from stale or incomplete inputs. Live orders and positions are reconciled before recovery. |
| Throttling or slowdown | Responses indicate rate limiting, or latency increases under load. | The agent respects backoff and message limits instead of amplifying load; risk limits remain active. FCA trading-system materials address throttles and message controls. |
| Lost order response | An order request may have reached the broker, but its response is missing. | The order is treated as uncertain. The agent queries or reconciles its state before any retry and escalates if it cannot determine the outcome. |
| Closure and early close | Calendar fixtures identify a full closure or shortened session. | The agent follows the applicable session and cutoff, reports the calendar state accurately, and does not submit outside the allowed session. |
| Halt or status-feed loss | Inject a confirmed halt, then separately make the status endpoint unavailable. | The agent distinguishes confirmed halt from unknown status, holds risky actions under its configured safe-state policy, and notifies an operator. |
| Regional failover | Disable or impair the primary infrastructure and activate the backup path. | Market data, risk controls, staff and communications, and outstanding order and position state are accounted for. Recovery time and data loss are measured against local objectives. |
| Orderly shutdown | Make recovery unsafe or unavailable. | Stop controls, cancellation policy, position handling, audit trail, and handoff leave outstanding activity in a known, escalated state without disorderly trading. |
How do you test failover without creating duplicate orders?
Include the ambiguous case where a request may have reached the broker even though the agent did not receive a response. A timeout is not proof that an order was rejected. The engineering assertion is: do not retry an uncertain order until its state has been reconciled through an authoritative order or account-status path. If the state remains unresolved, stop that order path and escalate rather than guessing.

In simulation, inject the fault at different points: before the request leaves the agent, after the broker accepts it but before the response returns, and during a later status query. Check that the agent preserves order identifiers and decision records, does not create a second submission, and keeps limits active across failover. These checks follow from the need to handle open orders and positions through disruption; they are not direct regulatory quotations.
How should the agent behave with stale data or uncertain venue status?
Define data freshness thresholds and safe actions for each input the agent relies on. Then deliberately exceed those thresholds in tests. A stale price or incomplete account position must not authorize a new risk-increasing order. Missing status should remain explicitly unknown rather than being silently converted into “open” or “closed.”
Rank #4
Test recovery as well as failure: after the feed returns, the agent should obtain fresh market, account, and order state before normal operation resumes. FCA Handbook provisions for covered trading arrangements address venue-specific conformance testing, venue data-flow handling, connectivity, feed loss, throttles, recovery, intraday resumption, suspended instruments, and non-updated market data. Requirements depend on the firm, activity, and jurisdiction.

Model more than one isolated API timeout. Combine a primary-region network impairment with plausible shared dependencies such as DNS, identity, routing, a market-data endpoint, a third-party provider, or loss of the staff or site meant to supervise failover. A nominally separate region is not resilient if it still depends on the same failed service or operational path.
Best Value
Verify that the backup region can deliver the minimum service capacity required by the firm’s continuity objectives, and that it has the people, communications, data, and controls needed for recovery. The Federal Reserve interagency paper highlights third-party dependencies and geographically diverse alternate sites with sufficient resources and a distinct geographic risk profile. The SEC’s September 25, 2003 policy statement on trading-market continuity similarly discusses wide-scale disruption, geographically diverse backup arrangements, shared market-data systems, alternative venues, and testing backup effectiveness. That statement is older policy guidance; treat it as continuity context and confirm current applicable requirements rather than presenting it as current law.

- Set scope and pass criteria. Name the critical service, instruments, venues, dependencies, and tolerated interruption. Set local recovery and data-loss objectives before choosing thresholds; the cited interagency guidance does not prescribe a universal recovery-time objective.
- Build a segregated environment. Use simulation or an appropriate test environment and test fixtures for calendars, session boundaries, halts, status loss, data freshness, and API faults. FCA provisions distinguish a separate environment for specified compliance testing. Do not use real orders to demonstrate failure handling.
- Inject controlled faults. Run each case from the matrix independently, then combine credible faults. Include order submission, response loss, reconciliation, failover, and shutdown paths.
- Exercise human fallback. Confirm who receives alerts, who can disable the agent, who owns open orders and positions, and how normal operations are authorized again. FINRA guidance supports fallback planning; FCA continuity provisions address staff, continuity arrangements, and orderly shutdown.
- Capture replayable evidence. Preserve the injected fault, calendar and venue status, data freshness, requests and responses, order identifiers, agent and risk-control decisions, operator actions, and recovery outcome.
- Review and remediate. Compare observed behavior with the pass criteria, assign owners to failures, and retain remediation records. Re-run after material changes to the agent, venue connection, feed, API provider, or regional design.
The FCA Handbook’s covered algorithmic-trading continuity provisions include arrangements for unavailable systems, staff, suppliers, or data centres; alternatives for outstanding orders and positions; orderly shutdown; and annual review and testing. Applicability is limited to the arrangements and firms covered by those rules, not every software agent.
Which test approach should you use?
| Approach | Strength | Limitation to manage |
|---|---|---|
| Deterministic mocks | Repeatable control over timeouts, resets, stale responses, and response loss. | May omit real provider behavior, venue protocols, or dependencies shared across regions. |
| Provider or venue sandbox | Exercises integration paths and, where available, protocol or data-flow behavior. | May not reproduce wide-scale outages or production dependency correlations. |
| Controlled failover exercise | Tests regional transition, human ownership, continuity capacity, and recovery evidence. | Requires careful isolation and explicit safeguards to prevent production impact or unsafe orders. |
Whichever approach you choose, assess it for failure realism, single versus correlated dependency coverage, market fidelity, execution safety, replayable evidence, recovery objectives, and clear ownership across business, engineering, compliance, risk, and third parties. FINRA and Federal Reserve materials support lifecycle testing, cross-functional governance, and dependency-aware continuity exercises.

What regulatory scope should readers keep in mind?
The source materials address different regulated entities and activities: FINRA discusses securities firms and AI applications, FCA materials cover specified investment-firm trading arrangements, and the Federal Reserve interagency paper describes operational-resilience practices. Exact duties depend on firm type, activity, instrument, venue, and jurisdiction. The test assertions in this article are practical engineering recommendations derived from those materials, not a claim that one regulator mandates this exact checklist for every financial agent.
