Start with NOAA’s Climate Prediction Center (CPC) ENSO probability outlook. Find the overlapping three-month season you care about, then compare the listed chances of El Niño, neutral conditions and La Niña for that same season. Check the issue date and the index definition, then look for agreement with current ocean and atmosphere observations in the equatorial Pacific. A higher El Niño probability means greater odds for that category—not a promise of a particular event strength or local weather.
The five-minute test
You can determine whether a seasonal forecast favors El Niño without interpreting every model chart. Use this sequence:
As an Amazon Associate I earn from qualifying purchases.
- Open the latest NOAA CPC ENSO probability outlook. Record its issue date before reading any number.
- Choose the correct overlapping season. A label such as JJA means June through August, not a July-only prediction.
- Read all three category probabilities. Compare El Niño with neutral and La Niña for that identical three-month window.
- Check the definition. Note whether the page uses Niño-3.4 or relative SST anomalies, the threshold, and the climatological base period.
- Cross-check the signal. Read the latest CPC diagnostic discussion or weekly conditions for sea-surface temperature, subsurface heat, winds, convection and Southern Oscillation evidence.
If El Niño is the largest probability for your target season and the observed ocean-atmosphere pattern is becoming more El Niño-like, the forecast points toward El Niño. You should still treat the result as a likelihood and consult a separate regional temperature and precipitation outlook for local effects.
What the probability outlook actually forecasts
NOAA CPC publishes probabilities for three ENSO categories across nine overlapping three-month seasons. The categories are El Niño, neutral and La Niña. The outlook is produced by an approximately 10-member expert team using multiple models and the latest observations, rather than by selecting one model’s single line.

The outlook is a categorical forecast, not a day-by-day weather prediction. It estimates which phase is most likely to meet the stated ENSO definition during each seasonal window. A category can lead without being overwhelmingly likely, particularly several months ahead when forecast uncertainty is larger.
Read a season label as a three-month window
Season labels are compact calendar ranges. DJF is December–February, JFM is January–March, and JJA is June–August. Because the windows overlap, a forecast for OND (October–December) shares two months with NDJ (November–January). Adjacent rows should not be treated as independent bets or as separate monthly forecasts.
Overlapping windows also explain why probabilities can change gradually from row to row. A new observation may influence several windows at once, while a later window usually contains more forecast uncertainty. If you need a particular month, identify which seasonal windows include it and explain that the outlook is not a single-month product.

ENSO probabilities change as new observations and model runs arrive. CPC’s forecast forum and diagnostic discussion are updated on a regular cycle, and the probability outlook updates with the monthly discussion. A value copied from an older article may describe a different set of observations and a different target season. Always write down the publication month and year before quoting a percentage.
For example, the September 2026 Forecast Forum described strengthening El Niño conditions, but its figures were tied to that issue. A later page can revise both the leading category and its probability. Treat an archived number as historical context unless the current CPC page confirms it.
Understand the category definition
The NOAA CPC probability page describes phase verification using the relative Oceanic Niño Index (RONI). Its July 2026 definitions used a ±0.5°C threshold in the Niño-3.4 region, 170°–120°W and 5°S–5°N, with a 1991–2020 climatological base period. Positive values above the specified threshold support El Niño; values more negative than the negative threshold support La Niña. Definitions can be revised, so use the current page when making a present-day statement.
NOAA also shifted to relative sea-surface-temperature anomalies for ENSO monitoring and forecasting beginning February 1, 2026. That change matters when comparing a newer outlook with an older article that used a different anomaly convention. A percentage is meaningful only when you know which index and threshold generated it. Do not assume that two percentages from different conventions are directly interchangeable.

A listed 0% is an approximate probability rounded for presentation, not a mathematical statement that the category is impossible. Likewise, rounded category values can appear not to sum perfectly to 100%. Use the underlying ranking and the stated definitions rather than treating a displayed number as exact.
How to compare the three probabilities
For a given season, read the row as a competition among mutually exclusive categories. If El Niño is 60%, neutral 35% and La Niña 5%, the forecast favors El Niño because it has the largest share. It does not say that El Niño conditions are certain, nor that 60% of the season will be El Niño.

| Question | What to read | Why it matters |
|---|---|---|
| Which future period? | The exact overlapping three-month label | Probabilities for SON and OND describe different windows and should not be compared as if they were the same forecast. |
| Which category leads? | El Niño, neutral and La Niña percentages in the same row | The largest percentage identifies the favored phase; the other two show the uncertainty. |
| How fresh is it? | Issue date and update cycle | New observations can shift both category and strength odds. |
| What index is used? | Niño-3.4, RONI or another stated index; threshold and base period | Different definitions can produce different probabilities. |
| What does “strong” mean? | A separate threshold-exceedance or strength outlook | Phase probability and intensity probability answer different questions. |
NOAA’s September 2026 Forecast Forum listed guidance from CPC statistical approaches, NCEP’s CFSv2, Markov and LDEO models, ENSO-CLIPER and IRI Niño-3.4 predictions. The forum cautioned that users can expect only modest predictive skill. Agreement among several models is useful context, but it is not a guarantee.
When comparing two websites, first align their issue dates and target seasons. Then ask whether each reports calibrated category probabilities or simply labels a model run “El Niño.” A headline based on one model’s deterministic curve is not equivalent to CPC’s multi-model, expert-reviewed probability outlook.

“Is El Niño likely?” and “How strong will it be?” require different readings. The phase outlook estimates the chance that the event meets the El Niño definition. The strength outlook estimates the chance that Niño-3.4 exceeds selected positive or negative thresholds.
Use the stated threshold
NOAA’s strength table defines a positive threshold as a Niño-3.4 value greater than the specified number and a negative threshold as a value more negative than the specified number. A 70% chance of El Niño therefore cannot be translated into a 70% chance of a strong event unless the strength table gives that separate probability.
Why the distinction changes decisions
- A modest event may satisfy the phase definition while producing weaker or less consistent teleconnections than a major event.
- A forecast can show a high chance of the phase and a much lower chance of exceeding a high intensity threshold.
- Impact probabilities generally become more tilted during a large event, but they remain probabilistic and region-dependent.
NOAA cites L’Heureux et al., “Strength Outlooks for the El Niño-Southern Oscillation,” Weather and Forecasting 34 (2019), 165–175, as the methodology behind its strength outlook calculations.
When a decision depends on intensity, record the exact threshold and units. “Strong” is not a universal number, and a threshold exceedance for one index should not be silently substituted for another. Keep phase, intensity and impacts as three separate lines in your notes.

Check whether observations support the forecast
A model probability is more convincing when the atmosphere and ocean are evolving together in an El Niño-compatible pattern. NOAA diagnostic material examines several components rather than relying on one temperature reading.
Sea-surface temperature in the Niño-3.4 region
Look for persistent positive anomalies in the central-to-eastern equatorial Pacific, not a single warm week. The Niño-3.4 box spans 170°–120°W and 5°S–5°N under the definitions cited above. Compare the latest value with the threshold and base-period convention shown on the current CPC page.
Subsurface ocean heat
Warm water below the surface can help sustain or amplify surface anomalies. A subsurface signal that is weakening while surface warmth fades is less supportive than one showing continuing eastward or upward heat movement. The diagnostic discussion provides the context needed to distinguish a transient surface pulse from a broader coupled event.

Winds and pressure
El Niño involves atmospheric feedbacks as well as warm water. NOAA checks low-level and upper-level wind anomalies and Southern Oscillation indices. Winds that reinforce weakened trade winds and pressure changes consistent with the event add support; contradictory circulation can reduce confidence even when sea-surface temperatures are warm.
Convection and rainfall
Shifts in tropical convection and rainfall indicate whether the atmosphere is responding to the ocean. A forecast that calls for El Niño while convection remains inconsistent deserves more caution than one where ocean and atmospheric indicators move together.
A historical example, not a current reading
In its June 11, 2026 ENSO Diagnostic Discussion, NOAA described a weekly Niño-3.4 value of +0.7°C alongside westerly low-level and easterly upper-level anomalies and related ocean-atmosphere conditions as reflecting El Niño onset. Those measurements belong to that June discussion; they are not evidence of conditions today. Use the latest weekly conditions page for a current assessment.
The practical test is coherence over time: warm central and eastern Pacific water, supporting subsurface heat, compatible wind anomalies, and a matching convection pattern. One favorable indicator can be noise; several indicators moving together provide stronger context for the forecast category.
How to interpret a percentage such as 70%
A 70% El Niño probability means that, under the forecast system’s definition and for the named season, El Niño is assigned a 0.70 likelihood relative to the neutral and La Niña alternatives. It does not mean:
- El Niño will last for 70% of the days.
- Seven out of ten locations will receive El Niño-type weather.
- The event will reach a particular strength.
- Your town has a 70% chance of a specific temperature or rainfall outcome.
The remaining 30% is distributed among the competing categories according to the same outlook. Read those alternatives because a 70%/25%/5% split conveys a different level of uncertainty than a 70%/5%/25% split, even though El Niño leads in both cases.
Probabilities also describe uncertainty in the forecast system, not a promise that a physical process will occur in a fixed fraction of days. A 55% lead is meaningful but close enough to the alternatives that a modest update can change the ranking. A high value still requires the date, season and definition alongside it.
September 2026 forum figures in context
The September 2026 Forecast Forum reported a prior-month Niño-3.4 value of +2.1°C and historical-event threshold chances of 54% for SON, 83% for OND and 70% for NDJ. These figures describe that particular forecast issue and its stated threshold calculation; they are not live October probabilities. They illustrate why the target season and issue date must accompany every number.
Why El Niño does not determine your local weather
ENSO changes the odds of broad circulation patterns; it does not prescribe the weather at every location. The CPC diagnostic discussion states that even very strong events do not produce the expected impact everywhere, while stronger events can tilt the odds more strongly. The September 2026 forum similarly said that impacts consistent with El Niño are more likely during a large event but are not guaranteed.

For a regional decision, move from the ENSO page to CPC’s separate seasonal anomaly outlooks for temperature and precipitation. Those products account for ENSO together with other climate signals and provide probabilities for a region. Do not substitute an El Niño label for a local forecast.
Geography, season, elevation and other climate patterns can modify or even oppose the typical ENSO signal. Use the regional outlook for the place and period that matter, and treat ENSO as one background influence rather than a deterministic forecast.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A repeatable workflow for comparing forecasts
1. Normalize the date and window
Write each forecast’s issue date and target season in a table. Discard comparisons that mix different windows without explaining the overlap.
2. Normalize the definition
Record whether each source uses Niño-3.4, RONI or another index; the anomaly base period; and the threshold. NOAA’s 1991–2020 base period and relative-anomaly approach should not be silently compared with an older baseline.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors3. Compare all categories
Copy the El Niño, neutral and La Niña probabilities for the same season. Identify the leading category and the size of its lead over the runner-up. A narrow lead calls for more caution than a wide one.
4. Separate event and intensity
Find a strength table or threshold-exceedance outlook if intensity matters. Note the exact threshold; “strong” without a number is not a reproducible category.
5. Check coupled observations
Read the latest CPC diagnostic discussion and weekly conditions for sea-surface temperature, subsurface heat, winds, convection and Southern Oscillation evidence. Look for a coherent pattern and note contradictions.
6. Translate to the decision you actually face
For agriculture, energy, travel or public safety, use the regional seasonal temperature and precipitation outlook and relevant local agencies. ENSO probability is background climate information, not an operational forecast for a single site.
7. Refresh the information
All probabilities, index values and alert status are volatile. The September 2026 forum page was an archived dated forum item, not a guarantee of the current situation. Reopen CPC’s live pages immediately before quoting or making a decision.
Best Value
8. State uncertainty plainly
When reporting the result, include the leading category, the two alternatives, the issue date, the target window and whether observations are coupled, mixed or lagging. This short context prevents readers from mistaking a probability headline for a local certainty.
Common mistakes and how to avoid them
- Reading JJA as July. Treat every label as a three-month overlapping season.
- Quoting only the El Niño number. Include neutral and La Niña so readers can see the alternatives.
- Using an old percentage as today’s forecast. Put the issue date next to every value.
- Mixing index conventions. Check for the 2026 shift to relative SST anomalies and the stated base period.
- Calling a phase forecast a strength forecast. Use the separate threshold outlook for intensity.
- Assuming a strong event guarantees local effects. Consult regional anomaly probabilities; even very strong events have uneven impacts.
- Treating model agreement as certainty. CPC describes predictive skill as modest, especially at longer leads.
- Using a historical diagnostic as a live observation. The June 2026 +0.7°C example explains how indicators are assessed, but current conditions require the latest page.
- Comparing unlike forecasts. Align the season, date, index and threshold before deciding that two percentages conflict.
What a careful conclusion sounds like
A defensible summary names the window, date, leading category, alternatives, definition and uncertainty: “The NOAA CPC outlook issued in [month and year] favors El Niño for [three-month season], with El Niño assigned the highest probability among the three categories under the page’s stated Niño-3.4/RONI definition. Current observations are [supportive, mixed or not yet coupled], and the strength and local-impact outlooks remain separate questions.” Replace the bracketed wording only after checking the live CPC pages; never present a stale table as a current forecast.
Frequently Asked Questions
How can I tell whether the forecast is calling for El Niño?
Open NOAA CPC’s latest ENSO probability outlook, select the overlapping three-month season, and see whether El Niño has the largest probability compared with neutral and La Niña. Then check the issue date, definition and latest ocean-atmosphere observations.
What does a 70% chance of El Niño mean?
It means the forecast assigns El Niño a 0.70 likelihood for the named season under its stated index and threshold. It does not mean 70% of days, places or local weather outcomes will be affected, and it does not specify event strength.
Should I use the highest model line as the forecast?
No. CPC combines multiple models, observations and expert judgment into a category outlook. Individual model runs can provide context, but CPC notes that predictive skill is modest, so agreement is not certainty.
Why do OND and NDJ have different probabilities?
They are different overlapping three-month windows: OND is October–December, while NDJ is November–January. They share two months but include different months and therefore can have different probabilities.
How do I know whether El Niño will be strong?
Use NOAA’s separate strength outlook and read the probability of exceeding its stated Niño-3.4 threshold. A high phase probability cannot be converted into a high strong-event probability without that separate calculation.
Can El Niño guarantee rain, drought or heat where I live?
No. ENSO shifts broad odds, and even very strong events do not produce expected impacts everywhere. Consult CPC’s regional seasonal temperature and precipitation anomaly outlook for a location-specific assessment.
Why do two forecasts show different ENSO probabilities?
They may use different issue dates, target seasons, indices, anomaly conventions, thresholds or model methods. Align those details before treating the numbers as a disagreement.
How often should I check the outlook?
Check the current CPC probability page and its monthly diagnostic or forecast forum when making an updated assessment. Probabilities and observed conditions can change as new data and model runs arrive.
The Bottom Line
To tell whether a seasonal forecast points to El Niño, match the NOAA CPC issue date to the exact overlapping three-month season, compare El Niño with neutral and La Niña, verify the index and threshold, and check whether ocean and atmosphere indicators agree. Treat the result as a probability, keep strength as a separate question, and use a regional outlook for local weather.
