How to Tell a Manual Action from an Algorithmic Ranking Drop

A traffic or ranking drop does not prove that Google issued a manual action. Check the report, measure which pages and queries changed, and test other causes before making fixes.

Check Google Search Console’s Manual Actions report first. A listed action is direct evidence that Google has applied a manual action to the reported scope; a drop in clicks or rankings by itself is not. If the report is empty, there is no currently reported manual action for the property you inspected—but that does not prove an algorithm update caused the decline. Technical problems, changing search demand, seasonality, security issues, and site moves remain possible explanations.

Manual action or ranking decline: what is the difference?

A manual action is a specific enforcement decision recorded in Search Console after Google identifies a policy violation. Google uses automated systems to detect many issues and may use human review when needed. If a manual action applies, the report identifies the issue and the scope that is affected. Start with that notice, not with a traffic chart or a guess based on timing.

An algorithmic ranking decline is a descriptive term for lost visibility that is not explained by a reported manual action. It is not a diagnosis by itself. A broad ranking reassessment may coincide with a Google core update, but the same pattern can arise from technical faults, shifts in what people search for, seasonality, security problems, or a migration. An empty report narrows the possibilities; it does not select one cause.

Google describes core updates as broad changes to its search algorithms and systems, not changes aimed at particular sites or individual pages. A site’s performance can change during a rollout as Google reassesses results, but a date match alone does not establish that the update caused the loss.

What the evidence can—and cannot—tell you

Signal Manual action Unreported ranking or traffic decline
Direct Search Console evidence The Manual Actions report lists an issue and its affected scope. No action is listed for the inspected property. Algorithmic, technical, demand, security, and migration causes remain possible.
Scope The action may affect the whole site or only certain pages or sections. The loss may cluster around particular pages, queries, countries, devices, or search types. The pattern must be measured rather than assumed.
Timing A notice is the decisive signal; a traffic drop’s date does not prove an action. Compare the decline with confirmed rollout dates, but also check technical changes, seasonality, and demand.
Next step Resolve the reported policy issue and request reconsideration when the correction is complete and the notice calls for it. Investigate the affected data and pages, then make changes that address the evidence. Do not use a reconsideration request to diagnose an unreported action.

There is also an important distinction between losing ordinary web visibility and losing a special search presentation. For example, Google says a structured data manual action removes eligibility for rich results; it does not affect how a page ranks in Google web search. Read the exact issue and its effect rather than treating every notice as a site-wide ranking penalty.

Step 1: Confirm the property and check Manual Actions

  1. Open the correct Search Console property. Confirm that it covers the domain or URL prefix you are investigating. A report for a different property cannot establish the status of the affected site.
  2. Open the Manual Actions report. If it lists an action, read the stated issue, affected pages or sections, and remediation instructions. Record the scope before changing anything.
  3. If the report is empty, record that result accurately. It means no manual action is currently reported for the property you checked. It does not rule out an algorithmic change, an indexing problem, reduced demand, security trouble, or a migration issue.

Manual actions can be site-wide or partial. A notice that affects a section or a set of URLs should not be mistaken for a confirmed problem on every page. Conversely, a limited action can still matter substantially if the affected pages account for much of the site’s search traffic.

Step 2: Establish when the loss began and how large it is

Use Search Console’s Performance report to compare the decline with a suitable earlier period. Google recommends using up to 16 months of data to help assess seasonality. Compare with a relevant prior period or year where the site’s history allows it; a week-to-week comparison can be misleading when demand naturally changes across seasons or days of the week.

Write down the first date on which the trend changes, whether it is a sudden step or a gradual slide, and whether it continues. Check the Search Status Dashboard for the dates of announced Google search rollouts. For a core update, Google recommends waiting until at least a full week after rollout completion before comparing performance with the period before it began. This gives the rollout time to finish and avoids treating a mid-rollout snapshot as a settled result.

Timing is a clue, not a verdict. A decline that starts near an update may be consistent with ranking reassessment, but a site deployment, server outage, URL change, seasonal demand shift, or other event around the same time may explain it instead. Keep a change log of releases, migrations, redirects, template changes, robots directives, and major content updates so you can test those possibilities against the date pattern.

Step 3: Separate clicks, impressions, and average position

Clicks, impressions, and average position describe different parts of search performance. Looking at them separately helps avoid treating every traffic loss as a ranking penalty.

  • Impressions fell: Your pages appeared less often for the selected data. Investigate visibility, indexing, query mix, and demand. A fall in impressions alone does not identify which of those changed.
  • Impressions held steady but clicks fell: The pages continued to appear, but fewer searchers clicked. Review the queries and pages involved, their titles and snippets, and whether competing rich results or other changes in the results page could affect click-through.
  • Clicks and impressions both fell: There is a broader visibility or demand change to explain. Segment the data by page, query, country, device, search appearance, and search type before deciding whether the loss is site-wide.
  • Average position moved: Treat this as one diagnostic measure, not a complete account of the loss. Google’s guidance cautions against over-focusing on absolute average position; impressions and clicks are important measures too.

Averages can conceal sharply different outcomes. A site’s overall position may look stable while an important group of queries loses visibility, or it may move because the mix of queries and pages has changed. Compare like with like: the same pages or query groups, search type, geography, device, and date range. Avoid drawing a conclusion from one blended number.

Step 4: Find the pages, queries, and search types affected

Use Performance report filters to narrow the loss by query, URL, country, device, and search appearance. Check web search separately from image, video, and news search. A decline limited to one search type or one page group calls for a different investigation from a fall across most of the site’s web-search pages.

Classify the scope before assigning a cause:

  • Most of the site: Look for a broad technical or security problem, a large change in demand, a migration issue, or a broad visibility reassessment. Check whether the timing is consistent across page groups.
  • A section or page type: Compare affected pages with unaffected pages that serve a similar purpose. Look for shared templates, internal-link changes, indexing directives, or changes to the content on that group.
  • A few URLs: Inspect those URLs directly, including their indexing status and technical accessibility. A small number of high-traffic pages can produce a substantial site-wide click decline.
  • Particular queries: Check whether related pages also lost impressions or whether demand for those searches changed. A query-specific pattern is not, by itself, proof of a policy issue or an update effect.

For broad concerns, review Search Console’s Page indexing report for patterns in excluded or unindexed pages. For a specific page or affected group, use URL Inspection to check the individual URL’s status. Reports can lag or summarize data differently, so compare their findings with the dates and scope of the Performance report rather than expecting every report to show the same signal at the same time.

Step 5: Rule out common causes beyond ranking systems

Before attributing a loss to a core update, test the explanations that can make pages disappear, become harder to reach, or attract fewer searches. The checks below are not alternatives to the Manual Actions report; they address different failure modes.

Crawling and indexing

  • Look for new crawl or indexing errors and compare affected URLs with pages that still perform normally.
  • Check whether robots.txt rules, noindex directives, canonical settings, or redirects changed. A configuration that blocks crawling or indexing can reduce visibility without a manual action.
  • Use URL Inspection on representative affected URLs to investigate their status. For a large group, identify what the URLs share before making a broad change.

Availability and security

  • Check whether the server was unavailable or returned errors during the period when Google needed to crawl pages. Review hosting and deployment logs for corresponding incidents.
  • Review Search Console for security warnings or other security concerns. A compromised site can affect how it appears in search and needs a security response distinct from an algorithm diagnosis.

Demand and seasonality

Search interest changes. Compare the affected topics in Google Trends and consider whether the decline is concentrated in queries with seasonal or shifting demand. Search Console shows what happened to your site’s search performance; Trends can help put changes in interest into context. Neither tool alone proves why a particular page lost clicks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Site moves and data anomalies

If you changed domains, URL structures, protocols, or major sections, examine redirects, internal links, and recrawling effects. A migration can create temporary or persistent visibility problems if URLs do not resolve as intended or Google has not yet processed the changes. Also check for Search Console data anomalies before treating a chart discontinuity as a real-world traffic event.

Step 6: Decide whether a core update is a plausible explanation

A core update becomes a plausible factor when the decline’s timing overlaps a confirmed rollout and the Performance report shows a meaningful change in affected pages or queries after the rollout has completed. That is still an association, not proof. The strongest diagnosis combines timing with the loss’s scope, technical status, search demand, and known site changes.

After the rollout ends, wait at least a full week before making the principal before-and-after comparison, as Google recommends. Compare equivalent periods and segments rather than using a single site-wide average. If the change is small, avoid drastic fixes based on normal movement or short-term volatility. If the decline is large and sustained, assess both the affected pages and the site more broadly, including whether the pages meet the needs implied by the searches that previously brought visitors.

There is no single switch that restores a site after a core update. Google advises against making quick, superficial changes simply to chase a ranking movement. A careful review should use the observed page and query patterns to identify genuine weaknesses, then prioritize changes that improve usefulness and reliability for readers. Improvements may take days or months to be reflected in search results, and Google does not guarantee that a change will restore previous rankings.

Step 7: Match the remedy to the evidence

If Search Console reports a manual action

  1. Read the full notice and identify every stated issue and affected area.
  2. Investigate the pages or practice named in the notice, including any shared template or process that may have created the problem elsewhere.
  3. Correct the underlying violation across the affected scope. Removing a visible symptom from a few URLs is not enough if the same issue remains on other affected pages.
  4. Review the corrected work and supporting evidence. When the issue is resolved and you are ready, submit a reconsideration request through Search Console if the action’s instructions call for one.
  5. Monitor the report and performance data separately. A reconsideration request is a review of the reported issue, not a way to ask Google to diagnose an unrelated ranking drop.

If there is no reported manual action

Do not submit a reconsideration request as a substitute for diagnosis. Continue from the measured scope: check whether pages remain crawlable and indexed, whether demand changed, whether security or migration problems exist, and whether a completed rollout is a plausible contributing factor. Make changes only when a finding supports them, and monitor the same pages, queries, and date ranges afterward so you can tell whether the problem changed.

How to avoid misdiagnosis

  • Do not call every decline a penalty. The word can blur a specific manual action with ordinary ranking changes or technical losses. Use “manual action” only when Search Console reports one.
  • Do not treat an empty report as a clean bill of health. It rules out a currently reported manual action for that property, not every other cause.
  • Do not infer causation from a rollout date. Check the dates, scope, other site changes, and demand before deciding an update was responsible.
  • Do not change many things at once. Unrelated edits make it harder to learn whether a specific fix addressed the observed problem.
  • Do not overreact to a small position movement. Google recommends restraint for small changes and a deeper assessment for sustained, large declines.
  • Do not assume every manual action affects ordinary rankings. Read the action type: a structured data action, for example, affects rich-result eligibility rather than ordinary web ranking.

A practical decision path

  1. Manual Actions report lists an issue? Follow its stated scope and remediation instructions; request reconsideration when the issue is fixed and the notice calls for it.
  2. No issue listed? Record that there is no currently reported manual action for the checked property, then investigate other causes rather than labeling the loss a penalty.
  3. Is the drop real and sustained? Compare clicks and impressions over a suitable period, using up to 16 months of context where available, and segment by pages, queries, countries, devices, search appearances, and search type.
  4. Did it overlap a confirmed core update? Check the rollout dates and compare only after at least a full week has passed since completion. Treat overlap as a lead, not a conclusion.
  5. What shares the loss? Check indexing, URL status, site availability, security, demand, migrations, and data anomalies that align with the affected scope and timing.
  6. What does the evidence support? Fix a confirmed technical or policy issue; otherwise, assess the affected pages and content carefully, make targeted improvements, and monitor results without assuming a guaranteed recovery.
