The safe sequence is: stop the server cleanly, make a complete copy of its directory, confirm the Paper build and Java version for your Minecraft release, replace the server JAR while preserving the startup filename, then test every world and plugin before players return.

Paper is commonly called “PaperSpigot” in older guides and community conversations. The important choice is the Paper build that matches your exact Minecraft version. A mismatched build, an unsupported Java runtime, or an incomplete backup can leave a server unable to start or make a migration difficult to reverse.

Paper is a server implementation in the Bukkit ecosystem. It is designed as a drop-in replacement for CraftBukkit and Spigot, so Bukkit- and Spigot-format plugins generally continue to work without rewriting the world or changing player addresses. Paper also adds its own configuration and performance controls, which means you should inspect settings after the first launch rather than assuming every behavior is identical.
For a Vanilla server, Paper handles the required world-storage conversion automatically during the documented migration. A Spigot or CraftBukkit server is more version-sensitive because those implementations modify the Vanilla world-directory structure. Paper’s current documentation says a direct Spigot/CraftBukkit migration is fundamentally impossible from Minecraft 26.1 onward; those servers must pass through a Vanilla migration first. Fabric and Forge use the Vanilla world structure, but their mods are not Paper plugins and cannot simply be carried over.

| Starting software | Normal route | Important limitation |
|---|---|---|
| Vanilla | Back up, replace the Vanilla JAR with the matching Paper JAR, and start Paper. | Paper performs the documented world-storage conversion automatically. |
| Spigot or CraftBukkit, before 26.1 | A JAR replacement may be sufficient for the matching version. | Check the version-specific Paper migration guidance before changing anything. |
| Spigot or CraftBukkit, 26.1 and later | Spigot/CraftBukkit → Vanilla of the target version → Paper. | Paper documents direct migration as impossible because the world directory was modified. |
| Fabric or Forge | Use the Vanilla-to-Paper procedure for the world files. | Fabric and Forge mods do not load as Paper plugins; modded content needs a replacement plan. |
Changing the server software does not automatically change your IP address, port, whitelist, operator list, or player UUIDs. Those values live in the server files and hosting configuration, which is why a complete directory backup matters.
Prepare the server before touching the JAR
- Announce a maintenance window. Tell players when the server will stop and avoid making changes while anyone is still connected.
- Stop the server cleanly. Use the console’s normal stop command or the hosting panel’s stop control. Wait until the process exits and the panel no longer reports the server as running. Paper’s update guidance specifically warns not to replace a JAR in a running server.
- Copy the entire server directory. Store the copy outside the live directory and label it with the date, Minecraft version, and starting software. Include every world folder, custom dimensions,
server.properties, whitelist and operator files, banned-player files, eula.txt, plugin folders, plugin configuration, scheduled-task data, logs, and the current server JAR. - Check free disk space. A full copy temporarily requires roughly the size of the live directory again. Leave additional space for Paper’s first startup, logs, and world conversion.
- Record the current startup command. Note the JAR filename, memory values, JVM flags, working directory, and any panel setting that selects the server software. Paper can be downloaded with a long build filename, but the startup command must point to the name that actually exists.
- Inventory plugins and mods. Write down which plugins provide permissions, economy, maps, backups, portals, chat, scheduled jobs, or custom commands. For Fabric or Forge, make a separate list of blocks, items, entities, dimensions, and other modded data that Paper cannot provide.
- Confirm the target build and Java runtime. Download Paper for the exact Minecraft version, not merely the newest file. Verify that the host or machine can run the required Java major version before scheduling the migration.
Keep the original JAR and this backup untouched until the Paper server has survived a normal play session. A backup on the same disk is useful for quick recovery, but a second disk or remote copy protects you from disk failure as well.
Java versions Paper requires
Java compatibility depends on the Minecraft release. Paper’s 2026 documentation lists these minimum Java major versions:
| Minecraft versions | Java version listed by Paper |
|---|---|
| 1.7.10–1.11 | Java 8 |
| 1.12–1.16.4 | Java 11 |
| 1.16.5 | Java 16 |
| 1.17–1.19 | Java 17 |
| 1.20–1.21.11 | Java 21 |
| 26.1 and later | Java 25 |
Use the Java version required by the Paper build you selected. On a machine with several Java installations, check the runtime that the service or panel actually uses rather than relying on the version in your interactive shell. A Java error before the Paper banner appears usually means the selected runtime is too old or the executable path is wrong.
Switch a Vanilla server to Paper
This is the most straightforward migration because Paper’s documented Vanilla procedure accounts for the world-storage conversion.
- Stop Vanilla and complete the backup. Do not copy only the world folder; preserve the configuration and startup files too.
- Download the Paper build for the exact Minecraft version. Keep the downloaded file in the server directory or upload it through your host’s file manager.
- Choose the JAR filename. Either rename the Paper file to the name used by your existing startup command, or edit the command to use the Paper filename. Matching these two names prevents “unable to access jarfile” errors.
- Leave the world and configuration files in place. Do not delete
world,world_nether,world_the_end, custom world folders, server.properties, or player-data directories. Your server may use different world names, so preserve every folder referenced by the configuration. - Start Paper from the server directory. A basic command from Paper’s getting-started guidance is:
java -Xms4G -Xmx4G -jar paper.jar --nogui
Adjust the memory values to suit the machine and workload; 4 GB is an example, not a universal requirement. Run the command in the directory containing paper.jar and the world files. If you normally use a service file, script, or panel, update that launch target instead of starting a second process manually.

- Accept the EULA if required. A first launch can stop and ask you to set
eula=trueineula.txt. Make that change only after reading and accepting Mojang’s EULA, then start the server again. - Wait for the ready message. The first Paper launch can take longer while files are converted or caches are created. Do not kill the process during world conversion.
- Stop Paper once it is ready and inspect the files. Confirm that all expected dimensions and player data are present before allowing connections. Then start it again for testing.
Paper’s automatic conversion does not make a backup unnecessary. If a conversion is interrupted or a plugin changes data on first launch, the untouched copy is your reliable rollback point.
Switch Spigot or CraftBukkit to Paper
Versions before Minecraft 26.1
Paper describes itself as a drop-in replacement for CraftBukkit and Spigot. For older Minecraft releases, replacing the server JAR with the matching Paper build may be sufficient, but “older” does not mean risk-free. Stop the server, preserve the complete backup, confirm the exact version, and follow the migration notes for that release. Keep the old JAR available until worlds, plugins, permissions, and scheduled tasks have been tested.
Minecraft 26.1 and later
Do not make a direct Spigot/CraftBukkit-to-Paper swap for 26.1 or newer. Paper’s current migration guidance states that Spigot and CraftBukkit modify the Vanilla world-directory structure, making direct migration from 26.1 fundamentally impossible. Use this staged route instead:
- Stop Spigot or CraftBukkit and make a full, restorable copy.
- Use the target Minecraft version’s Vanilla server as the intermediate software, following Paper’s documented Spigot/CraftBukkit-to-Vanilla procedure.
- Start the Vanilla intermediate on the copied data and allow it to complete its conversion. Stop it cleanly after it reaches a ready state.
- Replace the Vanilla JAR with the matching Paper build and complete the normal Vanilla-to-Paper steps.
- Check every dimension and custom world before reconnecting players.
Do not improvise by copying only region files or by merging directories from different versions. The intermediate step exists specifically to normalize the world structure; skipping it can produce missing dimensions, unreadable data, or a server that appears to start while silently omitting content.
Switch a Fabric or Forge server to Paper
Fabric and Forge use the Vanilla world-directory structure, so the Vanilla migration sequence can be used for the world files. The software ecosystems are not interchangeable, however. Paper does not support Fabric or Forge mods.

Any mod that added blocks, items, entities, dimensions, inventories, machines, or custom data requires special attention. Paper cannot load those features merely because the world folder is present. Before migration, identify the modded content players rely on and decide whether a Paper plugin can replace it, whether the affected content can be removed safely, or whether that world must remain on Fabric or Forge.
Test the migration on a copy first. If a modded block or item is removed during conversion, restoring the original backup is safer than attempting to reconstruct the data after the fact.
Changing the JAR in a managed hosting panel
Panels use different labels, but the operational requirements are the same. The host must permit a custom server JAR or provide Paper as a selectable server type, and you must be able to select a compatible Java runtime.
Free tools Windows power users keep installed
One-click scans. No signup required.
- Stop the server from the panel and wait for its status to show that the process has exited.
- Use the panel’s file manager, SFTP, or upload tool to place the Paper JAR in the server’s root directory.
- Set the startup-JAR field, server-type selector, or startup command to the exact filename you uploaded. If the panel generates a command automatically, verify that it no longer points to the old Vanilla or Spigot file.
- Choose the Java major version required by your Minecraft release. If the panel does not offer that version, contact the host before proceeding rather than forcing an older runtime.
- Take or download the host’s backup, then retain your own complete copy as well.
- Start the server and keep the console open. Stop immediately if the log shows a world-loading, Java, or plugin failure that you do not understand.
Some panels regenerate files when you change server type. Read the panel’s warning before confirming and make sure it will not overwrite worlds, plugin folders, or configuration. If custom JAR uploads are prohibited, the practical choices are the panel’s supported Paper installation or a host that allows the required file and Java controls.
Plugin compatibility and configuration checks
Bukkit and Spigot plugins generally fit Paper’s plugin ecosystem, but “generally” is not a guarantee for every release. A plugin compiled for a different Minecraft version can fail to load, disable itself, or behave incorrectly after the server starts.

- Read the startup log for messages identifying disabled plugins, missing dependencies, invalid commands, or configuration migrations.
- Do not copy a plugin’s old configuration over a newly generated file until you understand version changes. Preserve the old file in the backup, then merge settings deliberately.
- Verify permission groups, operator status, economy balances, homes, claims, warps, inventories, and player statistics.
- Check plugins that run on timers: backups, restarts, announcements, map rendering, database exports, and scheduled commands.
- Test commands from both an operator account and an ordinary player account. A command that works as an operator may still fail because a permission node changed.
Paper-specific settings can affect behavior even when the plugin itself loads. Review the generated Paper configuration after the first successful startup and change one setting at a time, keeping a copy of the known-good files.

- Logs and storage: verify that logs are being written, the server can create new region files, and the disk is not approaching capacity.
Observe the server through a normal play session before deleting the old JAR or treating the migration as complete. Keep the backup and rollback files until you have confirmed that routine backups can be restored.
Troubleshoot the most common failures
“Unable to access jarfile” or the panel starts the old software
The startup command and uploaded filename do not match, or the working directory is wrong. List the files in the server directory, correct the JAR field or command, and ensure the process starts from the directory containing the JAR.
Java reports an unsupported class version
The selected Java runtime is older than the Paper build requires. Select the Java major version from Paper’s compatibility table for your Minecraft release, then restart. If the host cannot provide it, do not downgrade the Paper JAR at random; choose a supported hosting runtime or machine.

The server stops immediately after launch
Read the first error before the shutdown message. Common causes include an unaccepted EULA, a missing dependency, a corrupted upload, insufficient disk space, or a plugin compiled for another version. Restore the backup on a separate test directory if you need to isolate the cause.

A plugin is disabled or throws errors
Confirm that the plugin supports the target Minecraft/Paper version and that every required dependency is present. Remove only the offending plugin from the live test copy, not from your backup, and retest. Replacing a plugin may require migrating its configuration or database.
A world, dimension, or player appears missing
Stop the server and compare the live directory with the backup. Check the configured world name and all dimension folders. For a Spigot/CraftBukkit server on 26.1 or later, verify that you completed the required Vanilla intermediate migration; a direct swap is not a supported recovery path.
Modded blocks or items disappeared
This is expected when Fabric or Forge content has no Paper equivalent. Stop the test server, restore the original modded backup, and decide on plugin replacements or a separate modded server before attempting another conversion.
Players can connect but gameplay behaves differently
Compare plugin versions and Paper configuration, then test one change at a time. Record each adjustment so you can revert it. Do not apply unrelated performance flags while diagnosing a migration; first establish that the worlds and plugins are intact.

Rollback and future updates
To roll back, stop Paper cleanly, move the Paper directory aside, restore the untouched pre-migration copy, and start the original server software with its original Java requirement. Do not point an old server at files that Paper has already modified unless the software’s documentation explicitly says that downgrade is safe. If players have made new progress on Paper, those changes may not be representable in the old copy; this is why the backup must be taken before the first Paper launch.
For later Paper updates, repeat the same discipline: confirm the Minecraft version and Java requirement, read the release-specific notes, back up first, stop the process, replace the JAR while it is offline, and inspect logs and gameplay after startup. Never overwrite a running JAR.
Quick Recap
Choosing between Vanilla, Spigot, and Paper for this migration
| Decision factor | What to verify |
|---|---|
| Migration path | Vanilla is direct; older Spigot/CraftBukkit may allow a replacement; Spigot/CraftBukkit 26.1+ requires a Vanilla intermediate; Fabric/Forge requires a mod-replacement plan. |
| Java | Use the Java major version required for the exact Minecraft/Paper release, from Java 8 through Java 25 as listed above. |
| Extensions | Bukkit/Spigot plugins generally transfer; Fabric and Forge mods do not transfer as Paper plugins. |
| World data | Preserve every world and dimension folder. Paper handles the documented Vanilla conversion; version-sensitive Spigot/CraftBukkit conversions need the correct intermediate route. |
| Recovery | Keep a complete offline backup, the original JAR, and a recorded startup command until normal play and backup restoration have been tested. |
| Hosting controls | Confirm that the panel allows custom JARs or Paper selection, the required Java runtime, file uploads, and reliable backups. |
| Performance expectations | Paper’s configuration and implementation target server efficiency, but no universal performance percentage applies. Results depend on hardware, view distance, plugins, world size, and player activity. |
The safe sequence in one checklist
- Schedule maintenance and stop the current server cleanly.
- Copy the complete server directory and preserve the current JAR.
- Match Paper and Java to the exact Minecraft version.
- Use the direct Vanilla procedure, the version-appropriate older Spigot/CraftBukkit procedure, or the required Vanilla intermediate for 26.1+.
- Keep the startup filename aligned with the command or hosting-panel setting.
- Start Paper offline, read the full log, and resolve Java or plugin errors.
- Verify worlds, dimensions, player data, permissions, portals, scheduled jobs, backups, and network access.
- Only reopen to players after a normal test session, and retain the backup for rollback.
