First identify what is reopening
- An app launches at every sign-in: check its startup entry.
- An app returns after Windows restarts: check the restartable-app setting in Sign-in options.
- Old File Explorer windows or folders return: check File Explorer’s folder-window setting.
These are separate controls. Turning off a startup entry stops that app from launching automatically; the restartable-app option controls Windows’ saving and relaunching of eligible apps when you sign in.

Stop an app from launching at sign-in
- Open Start > Settings > Apps > Startup.
- Find the app and switch its setting to Off.
Microsoft also documents a Task Manager route: right-click Start, open Task Manager, select Startup apps, choose the app, then select Disable. The Settings and Task Manager routes address startup entries, rather than apps that Windows restores after a restart. See Microsoft’s Configure Startup applications in Windows.
Stop Windows from restoring apps after a restart
- Open Start > Settings > Accounts > Sign-in options.
- Turn off Automatically save my restartable apps and restart them when I sign in.
Microsoft gives this setting as the way to prevent Edge from starting when you sign in, and documents it in Windows sign-in options. It is distinct from the per-app Startup list. The setting concerns Windows’ restoration of restartable apps; Microsoft’s documentation does not establish that it controls every third-party app’s behavior. See Stop Microsoft Edge from starting automatically and Use a screen reader to navigate sign in options in Windows.

Stop File Explorer from reopening old folders
If it is specifically File Explorer windows that return, inspect the separate Restore previous folder windows at logon option in File Explorer’s settings and turn it off if enabled. Microsoft’s January 29, 2025 notes for Windows 11 versions 22H2 and 23H2 say that this option restores previously open tabs, and that enabling restartable-app restoration turns on specific File Explorer settings. That dated note describes those releases; it should not be read as a guarantee that every Windows 11 build behaves identically. See Microsoft’s January 29, 2025—KB5050092.
If the app is missing from the Startup list
An app that does not appear under Settings > Apps > Startup may be configured through a Startup folder or through the app’s own settings. Microsoft’s startup-app guide explains how to inspect the per-user and all-user Startup folders and remove a shortcut associated with unwanted automatic launch. Avoid changing registry entries for this basic fix: Microsoft cautions that registry modifications can have unintended consequences.

If a setting is unavailable
Some sign-in options can be disabled by account policy on managed devices. If the restartable-app control is missing or unavailable, your organization’s policy may restrict it; Microsoft notes this possibility in its Sign-in options guidance. Also, these controls concern automatic launch or restoration; they are not instructions for closing an app that is already open.
