Put a hard ceiling on each agent run, track usage across every model call, and enforce a spend cutoff where your stack supports one. Add per-request output limits and alerts, too—but do not mistake a token budget shown to the model or a billing alert for a control that actually stops work. An agent task can contain many model and tool calls, so a limit on one response alone may not contain the cost of the whole run.
Why one agent task can generate many charges
An agent typically repeats a cycle: request a model response, inspect it, execute any tool calls or handoffs, then request more model work until it reaches a stopping point. That means one task in your app may involve several model requests and tool operations. OpenAI’s Agents SDK documents a max_turns setting and raises MaxTurnsExceeded when a run exceeds the configured limit; setting max_turns=None disables that limit. See the OpenAI Agents guide for the current API details.

A costly run is not automatically an infinite loop. Repeated tool attempts, retries after an underlying failure, or growing context that is resent across calls are patterns worth investigating, not proof of the cause of a bill. Inspect traces and usage records before deciding what happened. AWS recommends watching for token spikes, tool invocation storms, and memory growth in agent systems (AWS agentic AI cost-governance guidance).

Build a stop system with controls at different scopes
No single setting covers every failure mode. A useful design combines a run-level execution limit, cumulative usage accounting, a cutoff that blocks future work, and per-request generation limits. Verify what each setting actually enforces in your framework, provider, and deployment.

| Control | Scope and effect | What it does not guarantee |
|---|---|---|
| Model-call, turn, or step ceiling | Ends or blocks further orchestration work after a configured number of iterations; framework-specific. | Does not by itself cap dollar spend, especially if calls have different costs or other billable operations are involved. |
| Cumulative run usage gate | Checks usage accrued across a task before scheduling another model request or expensive tool operation. | Its accuracy depends on complete, timely telemetry and on which charges the accounting includes. |
| Per-request output limit | Caps generated output for an individual model request where supported. | Does not stop an agent from making more requests. |
| Run/session or workspace spend cutoff | Can block further work at a defined dollar threshold where the managed workflow supports it. | Availability and enforcement semantics vary; verify whether the limit rejects work or merely notifies you. |
| Alert | Notifies an operator that usage, spend, or activity crossed a threshold or became unusual. | Does not prevent additional work unless paired with an automatic cutoff. |
Set an execution ceiling and define what happens when it fires
Configure a maximum number of model calls, turns, or framework steps per run. OpenAI’s runner exposes max_turns; LangChain documents model-call-limit middleware with run and thread limits. The exact names and behavior are version-specific, so check the documentation for the versions you deploy: LangChain built-in middleware.
When the ceiling is reached, stop scheduling both model and tool work. Preserve the trace and return an explicit status such as “incomplete—limit reached; human review required.” Do not silently restart the task in a fresh, uncapped loop: that can turn an effective limit into a temporary pause.

Count usage across the whole run, not just the final answer
Accumulate provider-reported usage for every model request in a run, including requests that lead to tools or handoffs. Keep each request’s entry as well as the run total so you can identify the step where usage rose, distinguish retries from ordinary progress, and investigate anomalous runs. OpenAI’s Agents SDK exposes request counts and input, output, and total token usage, including per-request entries. Its reporting documentation also notes that usage can vary with third-party adapters and some streaming backends; validate telemetry on the exact provider path you deploy (OpenAI Agents SDK usage tracking).

Know the difference between a budget hint and a hard limit
Anthropic’s task budgets provide Claude with an advisory token countdown across an agentic loop. Anthropic says explicitly that “Task budgets are a soft hint, not a hard cap”: the model may exceed the budget to finish an action, and the budget is not included in the response usage object. In the same documentation, Anthropic says the enforced limit on total output tokens is still max_tokens—a per-request output ceiling, not a limit on the number of requests in the loop. Pair that ceiling with an orchestration limit (Anthropic cost and task-budget guidance).
For supported managed-agent workflows, Anthropic describes a session budget as a hard dollar stop and a workspace spend limit as a wider backstop. AWS likewise recommends multiple cost-control layers, including per-cycle, per-task, and per-day limits with automatic cutoffs. Confirm current model, product, region, and plan availability, and establish whether the setting actually terminates or rejects work. Account-level provider spending limits do not have one universal behavior across vendors or plans; do not assume a displayed threshold is an enforced runtime cutoff.

- SECURE YOUR WALLET FROM e-PICKPOCKETING: Prevent potential identity and financial theft through your contactless cards. This is the simplest and most effective prevention solution! Block RFID and NFC signals, protect your personal information, and enjoy peace of mind wherever your travels or business take you.
- JAMMING CHIP: An antenna and jamming chip makes up the main components of the card. The antenna will sense incoming radio waves and draw power for the chip to create a jamming signal. Lifetime usage as the card does not require battery.
- BROAD WORKING DISTANCE: With a 2.4” working distance, your entire wallet stays protected. The premium RFID blocking card helps secure cards within 1.2” on either side, providing reliable protection against electronic pickpocketing.
- ULTRA-THIN & COMPACT: At the size of a standard credit card and at only 0.03” thick, the card will fit into any wallet, purse or card case. Keep your wallet compact with no added bulk from this card. Best for travel, business, and everyday use.
- TEST THE CARD: Test the card is working at your local supermarket. At the self-service checkout machines, combine the card and a contactless card on the payment reader. Payment with the contactless card will be blocked and an error message should occur on the reader.
Choose initial limits from your own task data
A single universal token or dollar ceiling is not defensible: research tasks, short classifications, and tool-heavy workflows have different normal usage and value. Anthropic recommends measuring representative task usage and suggests using observed high-percentile usage, such as p99, when tuning its advisory task-budget feature. That is guidance for that feature, not a universal cost formula.
- Establish a baseline. For each materially different task class, record per-request and total input/output usage, call count, tool activity, completion rate, latency, and cost where you can estimate or reconcile it.
- Set separate ceilings. Choose run limits that allow successful ordinary work to finish while bounding the exposure from one unusually long task. Keep per-request output limits distinct from total-run limits.
- Test failure paths. Exercise tool timeouts, repeated tool errors, retries, handoffs, resumed sessions, and growing context. Confirm that the cap blocks new work in each path and leaves a useful stop reason.
- Roll out gradually and review. Examine both capped and completed runs, then tune by task class. Compare cost per completed or accepted task alongside quality, latency, and maximum exposure per run; lower spend is not an improvement if normal tasks are simply being aborted.
AWS’s cost-governance guidance also recommends outcome-oriented measures such as cost per task completion. Treat that as a companion to spend limits, not a substitute for them.

Monitor the signals that show a run is escalating
Record and alert on agent-specific activity rather than relying only on aggregate billing. Useful run-level signals include:
- Model request count, input and output usage, and estimated spend or reconciled charges where available.
- Tool calls, repeated invocations of the same tool, retries, and their outcomes.
- Context or memory growth across iterations.
- Run identity, task class, stop reason, and whether a human accepted the result.
Route an alert with the trace and stop reason to someone who can investigate. AWS calls out token spikes, tool invocation storms, and memory growth as agent-specific signals. An alert helps detect a problem; only a deterministic control that blocks or ends future work limits further exposure.
Reduce ordinary costs after runaway work is bounded
Repeated context can add cost across many turns. Anthropic recommends caching repeated prompt context and trimming unnecessary input. Its 2026 cost guide reports a 2.7–5.3× reduction in agent-loop cost from prompt caching on the benchmarks described there, and an 83% reduction in the bill for a small triage agent in its documented test, rising to 88% when input trimming was added. These are vendor-reported results for particular workloads, not savings to expect from every agent. Anthropic also reports a measured run in which context editing cost more than it saved, underscoring the need to measure the result in your own workload (Anthropic cost optimization guidance).
Caching or trimming can reduce the cost of normal work, but neither prevents the agent from continuing to call the model. Track cache behavior, cost per accepted completion, and quality after each change; keep the execution and spend cutoffs in place.
What to verify before relying on a limit
- Scope: Is the control per response, request, run, thread, task, agent, workspace, account, or day?
- Enforcement: Is it advisory, an alert, a rejected request, or runtime termination?
- Accounting: Does it use tokens or dollars, and are tools, retries, handoffs, and nested agents included?
- Coverage: Does it still apply after compaction, resumption, or a provider-adapter change?
- Failure handling: Does a capped run return a useful partial result and trace, or fail abruptly?
Framework APIs and provider billing behavior can change. Check the documentation and test the stop path against the version, model availability, region, and plan used by your deployment.
