You can’t guarantee that publicly viewable website content will never be copied. You can make casual copying and abusive scraping harder, tell compliant crawlers what you prefer, limit specific image hotlinking, and respond methodically when you find a copy. No single setting makes a site copy-proof.
Choose a control that matches the problem
| Problem | Useful control | What it does not do |
|---|---|---|
| You want compliant crawlers to avoid certain pages | robots.txt or other content signals | They express preferences; they do not technically block access. Operators may ignore them. Cloudflare’s robots.txt documentation makes that distinction explicit. |
| Other sites are embedding your images and consuming bandwidth | A narrowly configured hotlink rule | It does not prevent page crawling or copying. It can also interfere with wanted image display on search, social, or other external services. Cloudflare Hotlink Protection checks the HTTP Referer for supported image requests. |
| A specific page or asset should not be publicly accessible | Authentication, access rules, or bot controls at the site or edge | These must be configured for the resource and threat; they are not a universal copyright safeguard. |
| You found a copy of your work on another site | Document the original and copied material, then contact the relevant host or service provider | A complaint is a process, not a finding of infringement or a guarantee of removal everywhere. |
Understand what crawler instructions can and cannot do
A robots.txt file is a request to crawlers, not an access-control mechanism. Cloudflare says the file “expresses your preferences” but “does not prevent crawlers from accessing your content at a technical level”; some operators may disregard directives such as Disallow: /. See Cloudflare’s explanation. Use it to communicate preferences to crawlers that choose to comply, not to protect confidential material.

If content must be private, put it behind authentication or another server-side access control. For scraping, consider bot or rate controls that target the traffic pattern and resource involved. Test those controls against legitimate visitors, search crawlers, accessibility tools, and integrations before broadening a block.

Use hotlink protection only for image embedding
Hotlink protection is relevant when another site loads image files directly from your server. Cloudflare describes its feature as checking the HTTP Referer and supporting GIF, ICO, JPG, JPEG, and PNG. It may reduce bandwidth consumed by your origin, but it does not stop a crawler from requesting or copying page content. Check the current product documentation for configuration and selective exceptions: Cloudflare Hotlink Protection.
Before enabling a broad rule, decide whether you want images to appear in search results, social previews, feeds, partner sites, or legitimate embeds. Test those use cases and allow exceptions where needed. A broken image on a wanted external surface may be an unintended cost of blocking referrals.
What to do when you find copied content
- Record the relevant material. Save the URL of your original work and the URL where you found the suspected copy. Record dates and preserve screenshots or saved records that show the pages. This helps you identify the original work and the material at issue; it is practical documentation, not a legal determination.
- Identify who can act on the copy. Check whether the website operator, hosting provider, or an online service provider has a reporting process. A CDN or other intermediary may not host the origin content. Cloudflare says that when it does not host material itself, it forwards complaints to website operators and hosting providers: Cloudflare’s abuse-reporting guidance.
- Use the recipient’s current reporting process. Describe the original work and the allegedly infringing material precisely, include the relevant URLs, and provide the information the recipient requests. Cloudflare’s published DMCA complaint requirements include a signature, identification of the original work and allegedly infringing material, contact details, a good-faith belief statement, and statements of accuracy and authority. Those are Cloudflare’s instructions, not legal advice or a universal checklist for every recipient or country.
- Keep the process in perspective. A notice does not itself prove infringement, compel every service to remove material, or determine the legal outcome. If the matter is significant or disputed, seek advice from a qualified lawyer in the relevant jurisdiction.
U.S. DMCA notices and possible next steps
The following process is specific to the United States. Section 512 of the U.S. Copyright Act includes safe-harbor provisions for qualifying online service providers and a notice-and-takedown system. A copyright owner can send a notice to a provider’s registered agent. The U.S. Copyright Office explains the process and provides designated-agent resources at Section 512 of the Copyright Act.

The person who posted it may submit a counter-notice; under the statutory process, the service provider may restore the material unless the rightsholder takes the specified court action within the applicable window. Filing a notice is not an adjudication of ownership or infringement. Follow the current official procedure and consider legal advice where the facts or consequences are contested.

The U.S. Copyright Office also describes the Copyright Claims Board (CCB) as a voluntary alternative to federal court for certain copyright disputes, with a total recovery ceiling of $30,000. Eligibility, procedures, remedies, and suitability depend on the case and current rules. Details: Copyright Claims Board.

Copyright protects qualifying original expression, not names or ideas by themselves. For U.S. registration procedures covering websites and website content, the Copyright Office points to Circular 66. Registration and the scope of protection depend on the work and applicable rules; consult the official guidance rather than assuming that a website as a whole is treated as one undifferentiated item: Copyright Office: Website Content.
Keep dated drafts, source files, publication records, and copies of important pages where practical. These records can help explain what you created and when; they do not by themselves establish the legal merits of a dispute.

For a clean reference screenshot of a page, ScreenshotNeo takes a screenshot or PDF through one API request. It is a website screenshot API and MCP server for developers; it is not a content-protection or copyright-enforcement tool. For example, this cURL request saves a WebP screenshot of a page:
Quick Recap
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com -o shot.webp
See the ScreenshotNeo API documentation for request options. Cookie banners, newsletter popups, and chat widgets are removed before the shot; bot checks, blank pages, and failed loads are not billed. An MCP server lets AI agents take screenshots, and the free plan includes 1,000 screenshots a month with no card; paid plans start at $5 for 3,000. Common mistakes to avoid
- Treating robots.txt as a lock. It communicates a preference, not a technical denial.
- Using hotlink protection to stop scraping. Its scope is certain externally referred image requests, not crawling generally.
- Blocking every external image request without testing. You may disrupt wanted embeds, search displays, or social previews.
- Sending a vague complaint to the wrong intermediary. Identify the copied material and the service’s role; the party able to remove content may be the site operator or host.
- Assuming a takedown notice settles a legal dispute. Notices and counter-notices are part of a process, not automatic adjudication.
