On an existing WooCommerce PayPal Standard store, enable Payment Data Transfer (PDT) in PayPal, copy the identity token PayPal generates, and paste it into WooCommerce’s PayPal settings. The token is optional; it gives WooCommerce another way to verify a returned payment when PayPal’s Instant Payment Notification (IPN) callback is unavailable or unreliable.

PayPal Standard is a legacy gateway. WooCommerce recommends PayPal Payments for new stores and is retiring Standard, so use the instructions below to maintain an existing installation or test a migration rather than create a new long-term dependency.

What the PayPal identity token does
Payment Data Transfer lets PayPal send payment details to your store when a shopper returns from PayPal. WooCommerce can use the identity token associated with PDT to verify those details without relying entirely on an IPN message. That makes the token useful when a customer completes payment but the asynchronous notification does not reach your site.
WooCommerce documents the identity token as optional. It is required only when you have enrolled the PayPal account in Payment Data Transfer. A store that does not use PDT does not have a value to enter in this field.

- It is not a general PayPal API credential: do not paste an API username, password, secret, or client ID into the identity-token field.
- It is a verification aid: it can help WooCommerce validate a payment when IPN delivery has failed, been delayed, or been blocked.
If you are building a new store, start with WooCommerce PayPal Payments instead. The identity-token procedure is mainly for an established PayPal Standard installation that still needs to operate while you plan its replacement.
Prerequisites and compatibility checks

A personal account cannot provide the merchant configuration expected by the gateway.
- WordPress administrator access: you need permission to open WooCommerce payment settings and save gateway changes.
- A matching PayPal account: the PayPal email and receiver email configured in WooCommerce must identify the account that should receive the money.
- A separate sandbox account for testing: sandbox mode is not a switch that converts your live account into a test account. Use PayPal’s sandbox merchant and buyer accounts, and keep their email addresses and credentials separate from production.
- Callback access: IPN and return callbacks must be able to reach your site. Caching layers, firewalls, security plugins, or hosting rules can interfere with those requests.
PayPal’s dashboard labels vary by account interface and region. If you do not see exactly “Website Preferences,” look for the equivalent preferences page under your account’s website-payment or payment-receiving settings.
Set up the identity token for a legacy PayPal Standard store
1. Open PayPal’s Website Preferences
Sign in to the PayPal Business account that receives your WooCommerce payments. Open the account’s Website Preferences area. In some PayPal interfaces this is reached through account settings, payment preferences, or website-payment preferences rather than a menu literally named Website Preferences.
2. Enable Payment Data Transfer
Turn on Payment Data Transfer (PDT) and save the preference. PayPal will display an identity token after the setting is enabled. PDT and IPN are separate mechanisms: PDT is used when the shopper returns to your site, while IPN is a server-to-server notification that can arrive independently of the browser return.

3. Copy the generated token
Copy the identity token exactly as PayPal displays it. Avoid adding spaces or line breaks. Keep the value in a secure location while you move it into WordPress; it is an account-specific verification credential, not text intended for the customer-facing checkout.
4. Open WooCommerce’s PayPal settings
In WordPress, go to WooCommerce > Settings > Payments, select PayPal, and open the PayPal Standard settings. Older WooCommerce documentation may show the path as WooCommerce > Settings > Checkout > PayPal. The menu wording depends on the WooCommerce version and the gateway’s age.
5. Paste the token and save
Paste the value into PayPal Identity Token, then save the WooCommerce settings. Check the adjacent PayPal email and receiver-email fields before leaving the page. They should point to the intended PayPal Business account; a token from one account cannot correct a receiver address that points to another.
6. Review IPN and logging
If the store relies on IPN notifications, make sure IPN is configured for the PayPal account and that the site can receive the callback. Enable or review WooCommerce logging so you can inspect PayPal responses and callback errors during testing. Do not disable IPN merely because PDT is enabled: the two paths serve different parts of the payment flow.
How the complete payment flow works
- The shopper submits the order and is redirected to PayPal Standard.
- PayPal authorizes or captures the payment according to the order and account settings.
- The shopper returns to the WooCommerce site. PDT can provide payment data at this point, and WooCommerce can verify it with the identity token.
- Separately, PayPal may send an IPN notification to the store’s callback endpoint.
- WooCommerce reconciles the payment with the order. If a callback is blocked or the account details do not match, the order can remain on hold or show a pending status even though the customer saw a PayPal success page.
The identity token does not guarantee that every order will complete automatically. The receiver account, currency and order details still have to match, and PayPal must be able to communicate with the site.

Test with PayPal Sandbox before taking live payments
WooCommerce states that sandbox mode does not take live money. Use it whenever you add the token, change callback settings, or move a store to a new host.
Use separate sandbox identities
Create or use a PayPal sandbox merchant account and a sandbox buyer account. Do not reuse the live merchant email or live credentials. The sandbox email, receiver email, and API credentials in WooCommerce must all belong to the same sandbox environment.
Run a complete test order
- Enable the gateway’s sandbox or test mode in WooCommerce.
- Confirm that the configured sandbox receiver email matches the sandbox merchant account.
- Place an order using the sandbox buyer account and complete the PayPal redirect.
- Return to the store and check whether WooCommerce changes the order to the expected paid or processing state.
- Open the WooCommerce PayPal log and verify that the response identifies the same merchant account and order amount.
- Test a cancellation and, if your workflow supports it, a refund so you can see how non-success paths are recorded.
- Disable sandbox mode only after the live PayPal account, live receiver email, and live identity token have been checked separately.
A mismatch between sandbox credentials and the configured receiver commonly produces an order that stays on hold or the message Payment pending (unilateral). That message indicates that the payment information does not establish a two-sided match between the store and the PayPal account; it is not evidence that the identity token itself is malformed.
Troubleshoot orders that remain on hold
Verify the account and email fields
First compare the PayPal account that received the transaction with the PayPal email and receiver email saved in WooCommerce. For sandbox testing, compare the sandbox merchant email instead of the live account. Correct the mismatch, save the settings, and place a new test order rather than assuming an earlier failed order will be repaired automatically.
Check the token and PDT state
Confirm that PDT is enabled in the same PayPal account used by the gateway and that the token was copied without extra characters. If PDT was turned off and on again, copy the currently displayed token and replace the old value in WooCommerce.

Inspect IPN delivery and callback reachability
Open the PayPal and WooCommerce logs and look for failed, delayed, or rejected callbacks. Confirm that the callback URL is reachable from the public internet and does not require a login, a browser challenge, or a session cookie. WooCommerce warns that some hosts can block or interfere with IPN responses, so ask the host to check firewall rules, request filtering, and outbound or inbound restrictions when logs show no callback at all.
Temporarily bypass caching and security interference
Page caching, aggressive optimization, Web Application Firewall rules, and security plugins can alter or block payment callbacks. Exclude PayPal return and callback endpoints from full-page caching and review blocked-request logs. Make the smallest possible change, retest in sandbox, and then restore normal protection for unrelated pages.
Check the hosting environment
Verify that WordPress can write WooCommerce logs and that the site’s HTTPS, DNS, and server configuration are working consistently. A host migration, domain change, or forced redirect can make a callback URL resolve differently from the URL PayPal is calling. If the log cannot be written, fix that first; without a reliable log there is no useful evidence for distinguishing an account mismatch from a transport failure.
Separate browser-return problems from payment problems
A customer may close the PayPal window or lose connectivity after paying, so the browser can fail to return even when PayPal accepted the transaction. Conversely, a customer can see a successful return page while IPN or PDT verification fails. Use the PayPal transaction record and WooCommerce logs together before manually changing an order status.

The choice is no longer simply between two equivalent gateway settings. Standard is a legacy integration with a shrinking installation path, while PayPal Payments is WooCommerce’s supported, broader integration for current stores.

WooCommerce explicitly encourages merchants using Standard to move to PayPal Payments. PayPal’s upgrade guidance likewise directs merchants to the latest WooCommerce PayPal Payments plugin or PayPal Expanded Checkout.
When to use this identity-token procedure
Maintain an existing legacy store
Use the procedure when a functioning store still exposes PayPal Standard and you need to repair PDT verification, move the store, or reproduce its configuration in a staging environment. Document the live and sandbox account identities separately so a future administrator can tell which token belongs to which environment.
Do not build a new store around Standard
For a new WooCommerce installation, install and onboard WooCommerce PayPal Payments instead of searching for a way to restore the old Standard gateway. Standard has already been hidden for new installations, and its retirement means a setup that works today may be disabled after a later PayPal Payments connection.
Plan migration before a forced change
Inventory existing PayPal settings, subscriptions, refunds, pending orders, and custom checkout code before switching gateways. Test the replacement in a staging or sandbox environment, record the resulting order statuses, and schedule the production change when you can monitor callbacks. A migration plan is especially important for stores that depend on Standard-specific redirect behavior or manual IPN troubleshooting.
Pre-live checklist
- PayPal account type is Business.
- Live PayPal email and receiver email identify the intended merchant account.
- PDT is enabled only if you intend to use the identity token.
- The token in WooCommerce matches the current token shown by that PayPal account.
- IPN settings and callback reachability have been checked.
- Sandbox tests used separate merchant and buyer accounts.
- A successful payment, cancellation, and failure path were reviewed in WooCommerce logs.
- Caching, firewall, and host rules do not block PayPal callbacks.
- The store has a migration plan if it still depends on PayPal Standard.
Bottom line
For a legacy PayPal Standard gateway, enable PDT in the correct PayPal Business account, copy its identity token, paste it under WooCommerce > Settings > Payments > PayPal, and verify the result in PayPal Sandbox before going live. Treat the token as a troubleshooting and verification aid, not as a replacement for correct receiver details or working IPN callbacks. For a new store or a modernization project, follow WooCommerce PayPal Payments onboarding instead, because PayPal Standard is being retired.
