Set a default location in Settings > Privacy & security > Location, then choose Set default and save a place in Windows Maps. Windows can use that location as a fallback when it cannot detect a more exact one; it does not guarantee that every app will use it.
Set your Windows 11 default location
- Open Start > Settings > Privacy & security > Location.
- Under Default location, select Set default. Windows Maps opens.
- Choose the device’s location on the map, or type an address, then select Save.
- To remove the fallback later, clear the address box in Windows Maps and select Save.
Microsoft says Windows, apps, and services can use this device default when a more exact location cannot be detected using GPS or other methods. Microsoft recommends it for desktop computers and devices without Wi-Fi. Microsoft’s Windows location guidance and its default-location instructions describe the setting and Maps workflow.

If an app still cannot detect your location
A default location is a fallback, not a command that forces every app to use a particular point. Check the control that matches how you use the app.

- On the Location settings page, make sure Location services is on. If the setting is unavailable, an administrator may manage it.
- Check the separate user-level Let apps access your location control, and confirm that the app has permission in the location controls.
Windows may combine information from GPS, nearby wireless access points and routers, cell towers, IP address, and the configured default location. The default is only one possible source.

For a desktop app
Desktop apps may not appear in Windows’ per-app permission lists or follow those controls in the same way. Check the app’s own location settings and privacy policy. Do not assume that a missing switch means the app is using the Windows default.
For a website or web app
Check the browser’s permission for that website as well. Microsoft’s guidance describes a separate website-location permission flow in Edge; the Windows fallback does not replace site-level permission.

What the default location does—and does not do
Windows provides the location as a fallback when it cannot determine a more exact position. An app may use another signal, its own settings, or a separate location service, and may not accept or display the Windows default. Microsoft also notes that some third-party apps can estimate location through Bluetooth, Wi-Fi, or cellular signals even when Windows Location services is off.

Location privacy and history
Microsoft says that when Windows Location services is on, Windows sends location information along with nearby wireless access points, routers, cellular towers, and IP address to Microsoft after removing identifying information. Microsoft says it uses this de-identified information to improve its location services and may share it with its current service provider partners, HERE and Skyhook. This describes Microsoft’s stated practice, not an independently audited assurance. Partner details can change. Read Microsoft’s location-service and privacy explanation.
Microsoft Support says local storage of location history and its associated settings were removed in March 2025. Separately, when Location services is enabled, a signed-in Microsoft account user’s location may be periodically saved in the cloud. Account holders can review or clear activity through the Microsoft account privacy dashboard. See Microsoft’s current location guidance for details.
