Secure receiving by treating the loading dock as a security boundary, not a clerical stop. Restrict and separate delivery areas, authorize every person and shipment before access, record each custody transfer, reconcile deliveries with purchasing and asset records, and review exceptions through vendor-risk and insider-risk processes. This combination protects both the equipment and the evidence needed to prove what happened when a device, package, seal, or record does not match.

Why receiving is a security boundary

Incoming servers, storage systems, network equipment, spare parts, drives, and removable media pass through a point where outside organizations, transport staff, internal employees, purchase records, inventory systems, and physical access controls meet. A weakness at that boundary can allow theft, substitution, tampering, or fraudulent receiving entries before an item reaches a controlled room.

The consequence is broader than a missing box. CISA’s Chain of Custody and Critical Infrastructure Systems guidance (as of August 2023) warns: “A break in the chain of custody occurring due to a non-validated organization or bad actor gaining custody or access increases the risk that the integrity or reliability of the asset cannot be restored.” If custody cannot be demonstrated, the organization may be unable to establish that a device is genuine, untampered with, or safe to connect.

Controls therefore need to cover physical spaces and electronic records together. A camera without a trustworthy delivery record leaves uncertainty about what was accepted. An accurate inventory without access logs cannot show who handled an item. A strict badge policy without supplier validation may still admit an unauthorized carrier. The objective is a connected record from expected order to final asset registration.

The five-part control model

Practice What it controls Evidence to retain
Designated receiving zones Where vehicles, parcels, drivers, and unpacking activity may enter Zone rules, authorization lists, access events, and exception records
Pre-access verification Whether the person, carrier, shipment, and destination are expected Purchase-order or ticket reference, carrier details, identity check, and acceptance decision
Custody documentation Who had responsibility for the item at each handoff Timestamped transfer, item identifier, condition, recipient, and location
Record reconciliation Whether physical goods match purchasing, inventory, and asset data Matched records, discrepancy notes, approvals, and resolution
Exception and insider-risk review Patterns that indicate theft, fraud, collusion, or process failure Review results, alerts, reports, investigation steps, and management decisions

These practices implement the control objectives in CISA guidance on critical-asset identification, inventories, transaction and access logs, physical and electronic access controls, least privilege, and monitoring. CISA does not prescribe one universal receiving checklist or a single retention period; adapt the controls to the site, equipment, contracts, jurisdiction, and risk tolerance.

Design the receiving and loading areas

Separate delivery activity from sensitive operations

Use a defined loading or receiving zone with a clear boundary between the public approach, the handoff point, staging space, and sensitive operational areas. Separation from server rooms, media stores, control rooms, and network operations is an implementation choice that should follow the site risk assessment. Where architecture permits, a carrier should be able to complete the handoff without entering spaces that contain live systems or unassigned equipment.

Mark the boundary physically and in access-control systems. A door that is normally locked but routinely propped open is not a control. Establish who may enter during normal deliveries, who may enter after hours, and who may authorize an exception. Give receiving staff access only to the zones and functions needed for their jobs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define staging and inspection points

Provide a controlled place to count packages, inspect external damage, photograph labels when permitted, and hold items pending reconciliation. Do not mix accepted stock with packages awaiting verification. Use a status that is visible to authorized staff, such as “awaiting inspection,” “accepted,” “quarantined,” or “returned.” The status must be reflected in the inventory or ticketing system so a physical label cannot be mistaken for an approved asset.

Control vehicles, visitors, and after-hours access

Tell carriers in advance which entrance, hours, contact, and delivery reference to use. Require an authorized employee or approved receiving service to meet the driver. For an after-hours arrival, route the request to the designated on-call contact rather than allowing a guard or technician to make an undocumented judgment. Record denied, redirected, and delayed arrivals as well as accepted deliveries; repeated anomalies can reveal targeting or a supplier problem.

Verify every shipment before accepting it

Acceptance is a decision, not a signature. Use a repeatable sequence that makes an unexpected delivery difficult to convert into an apparently legitimate receipt.

  1. Find the expected transaction. Match the delivery notice, purchase order, transfer ticket, return authorization, or approved replacement request. Confirm the destination, quantity, model or part number, and the internal contact named for the shipment.
  2. Validate the carrier and person. Compare the carrier, tracking number, vehicle or consignment details, and driver identification with the information available to the authorized contact. If details differ, pause and contact the known supplier or internal requester through a previously established channel rather than a phone number supplied only by the visitor.
  3. Keep access inside the approved boundary. Direct the person to the receiving zone and prevent unscheduled entry into operational spaces. If unpacking or installation is required, create a separate, time-bounded authorization for the named technician.
  4. Inspect the shipment before signing. Note quantity, package identity, visible damage, unusual tape, broken or replaced seals, and labels that do not match the order. Do not treat an intact outer carton as proof that the contents are correct.
  5. Make the acceptance decision explicit. Accept, reject, or place the shipment in quarantine. Record who made the decision and why. A conditional acceptance should identify exactly what remains unresolved and who owns the next step.
  6. Transfer custody deliberately. Name the employee or team responsible for the item after handoff, record the destination or staging location, and obtain an acknowledgement in the approved system.

These steps are practical implementations of CISA’s guidance on inventories, transaction logs, and custody; they are not a quoted CISA checklist. The key is that a delivery cannot become “received” merely because a parcel reached the dock.

Build a custody and access record

Minimum event fields

Use one consistent log, whether it is an integrated workflow or a controlled form that is later entered into a system. Each event should connect the physical item to the business transaction without collecting unnecessary personal information.

Field Purpose
Event date and time, including time zone Orders the handoffs and supports comparison with camera, badge, and system logs
Shipment, purchase-order, ticket, or return reference Links the delivery to an authorized business purpose
Item identity Captures manufacturer and model information plus serial number, asset tag, or other unique identifier when available
Quantity and package identifiers Allows a count at receipt and at later transfer
Origin, carrier, and named contact Establishes which outside party presented the shipment
Condition and seal observations Records damage, tampering indicators, or a clean inspection
Releasing and receiving roles Shows who transferred and accepted responsibility; use role or staff identifier appropriate to privacy rules
Location and next custodian Shows where the item went and who owns the next step
Exception, approval, and resolution references Connects discrepancies to an accountable decision and incident record

Protect the log itself

Limit editing to the roles that need it, record changes, and separate the ability to receive an item from the ability to approve a purchase or close a discrepancy. A receiving employee should not be able to erase an access event or silently alter a serial number after reconciliation. Synchronize system clocks used by access control, inventory, ticketing, and video systems so an investigation can align events. Review logs routinely for missing entries, unexplained edits, after-hours access, and handoffs that bypass the approved location.

Reconcile physical goods with business records

Perform reconciliation promptly, before equipment is installed, issued, or moved into general stock. Compare the packing list and physical count with the purchase order or approved transfer, then compare the accepted identifiers with the asset or configuration-management record. For serialized equipment, require the serial number or an approved reason why it is unavailable. For bulk parts, use the unit of measure and package count defined by the order.

Discrepancies that require escalation

  • Quantity is short, excessive, or split across packages without an authorized partial-delivery record.
  • Model, serial number, asset tag, or destination differs from the order.
  • Packaging, seals, labels, or protective materials show unexplained damage or replacement.
  • The delivery arrives outside the approved window or at a location not listed in the transaction.
  • A staff member requests an undocumented handoff, asks that a receipt be backdated, or pressures the receiver to bypass inspection.
  • An inventory or purchase record was changed shortly before or after an unusual delivery.

Quarantine the affected item or shipment when integrity is uncertain. Preserve the packaging and relevant records, notify the responsible security or incident function, and follow the organization’s established investigation process. Do not “fix” a mismatch by editing the purchase order or asset record without an accountable approval and an audit trail.

Assess suppliers, carriers, and contractors by access

Supplier risk is proportional to the access granted. A carrier who reaches only a supervised dock presents a different exposure from a contractor who can enter staging areas, handle serialized drives, or access inventory and ticketing systems. CISA’s vendor-assessment material emphasizes evaluating physical or logical access permitted to vendors; apply that question to every receiving relationship.

Questions for onboarding and renewal

  • Which facilities, zones, systems, records, and equipment can the organization’s personnel access?
  • Which named contacts and subcontractors may perform delivery, installation, returns, or disposal?
  • How does the supplier authenticate personnel and notify you of staffing changes?
  • What delivery, seal, serial-number, incident, and subcontractor records can the supplier provide?
  • How are lost shipments, suspected tampering, and unauthorized access reported and investigated?
  • When will access be removed after a contract, assignment, or individual’s role ends?

Put boundaries in the contract or operating procedure: approved entrances, delivery windows, escort requirements, prohibited photography or system access where applicable, incident-notification contacts, and the records each party must maintain. Reassess when the supplier, route, facility, system access, or staffing model changes. Do not treat a completed background check as a substitute for access control, monitoring, reporting, and awareness.

Address insider fraud with layered controls

Insider risk includes employees, contractors, temporary workers, and supplier personnel who can exploit legitimate access. CISA’s insider-threat resources include mitigation guidance, reporting templates, and employment-screening resources; a 2025 CISA threat-scenario excerpt also discusses supplier staffing risk. The practical lesson is to combine controls rather than rely on one screening measure.

Least privilege and separation of duties

Give each role only the access required to receive, inspect, move, or reconcile equipment. Separate physical receipt from purchase approval and from final asset-record approval where staffing allows. Require a second person or an independent system check for high-value, serialized, or quarantined items. Remove access promptly when assignments end or duties change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitoring and reporting

Monitor transactions and access-control processes for patterns such as repeated after-hours activity, frequent overrides, unusual quantity adjustments, serial-number edits, unescorted visitors, or an employee repeatedly handling exceptions. Monitoring should support a documented purpose and be limited to what privacy, labor, and applicable law permit. Provide a confidential route for staff to report pressure to bypass controls, suspected collusion, or unexplained losses. Explain the reporting route during onboarding and refresher awareness sessions.

Fair investigation

When an alert occurs, preserve the relevant log, access, shipment, and system records; restrict further access only under an approved process; and involve security, human resources, privacy, legal, and labor representatives as required. An anomaly is a lead, not proof of fraud. Use consistent criteria and document decisions so the program does not become arbitrary surveillance.

Review activity and exceptions routinely

Assign an owner for daily or per-shift checks and a separate reviewer for periodic trend analysis. The review should look for gaps between physical and electronic records, not merely count completed forms. Useful review questions include:

  • Were all expected shipments accounted for, including cancellations, returns, and partial deliveries?

  • Are there repeated exceptions tied to one carrier, route, employee, supplier, or shift?
  • Were quarantined items resolved with an approved disposition?
  • Did anyone alter a receipt, serial number, quantity, or destination after the initial handoff?

Escalate patterns through the organization’s incident and insider-risk process. Preserve the original event and the review result; do not overwrite a questionable entry with a corrected version. Routine review is what turns logs into an early-warning control.

Exercise the workflow with realistic scenarios

Test the process without using live sensitive equipment when possible. Record whether staff follow the procedure, how long decisions take, and which records are created.

Unexpected delivery

A driver presents a package for a real-looking company but no purchase order exists. The receiver should keep the package in the controlled area, contact the known internal owner or supplier, record the arrival, and decline or quarantine it until authorization is established.

Wrong location

A shipment addressed to another facility arrives at the data center. Staff should not accept it as a convenience. Record the carrier and package condition, notify the intended recipient through an authenticated channel, and arrange a documented transfer or return.

Missing item or short count

The packing list shows ten drives but only nine are present. Record the count and packaging condition, quarantine or conditionally accept according to policy, notify procurement and security, and open a discrepancy record linked to the shipment and carrier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Packing-list mismatch

A server’s model or serial number differs from the order. Keep the item out of production, preserve the evidence, and require an authorized decision before any record is changed.

Undocumented staff handoff

An employee asks to take a sealed package directly to a server room without logging it. Staff should refuse the bypass, involve the designated supervisor or security contact, and record the attempted exception. The exercise should test whether reporting is safe and practical, not just whether a rule exists.

Retention, privacy, and legal boundaries

Keep custody, access, inventory, transaction, and exception records for a period consistent with the organization’s risk strategy, contracts, insurance requirements, incident-response needs, and applicable legal obligations. There is no universal duration established by the cited guidance. Have legal, privacy, labor, and records-management owners define the schedule for each record class, including deletion holds when an investigation or dispute begins.

Collect only information needed to authenticate access, reconcile an item, and investigate an event. Protect logs from unauthorized disclosure, limit who can search them, and document approved use of video, badge, identity, and personnel data. Ensure supplier contracts explain responsibilities for sharing and protecting records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose technology by control coverage, not novelty

No particular receiving product is established by the guidance. Evaluate any proposed system against the control objectives:

  • Security coverage: Can it restrict zones, authenticate people, and enforce escort or time limits?
  • Auditability: Does it create tamper-evident, timestamped records and preserve changes?
  • Integration: Can shipment, purchase, inventory, asset, badge, visitor, and incident records be correlated?
  • Operational burden: Will receiving staff actually complete the required steps during busy periods and outages?
  • Vendor exposure: Does the service provider gain physical or logical access, and can that access be limited and reviewed?

Automation should not remove human authorization from an ambiguous delivery. Design an offline or degraded-mode procedure for network outages, then reconcile every manual event when systems return.

Implement in risk-based stages

First 30 days: establish ownership and visibility

  • Map every receiving entrance, staging location, supplier route, and system used to record deliveries.
  • Name accountable owners for physical security, procurement, inventory, information security, and incident response.
  • Create the minimum custody record and an exception path.
  • Identify serialized or especially sensitive equipment that requires quarantine or two-person approval.

Days 31–60: enforce authorization and reconciliation

  • Publish approved delivery windows, contacts, zones, and after-hours rules.
  • Connect purchase, shipment, inventory, and asset references in the receiving workflow.
  • Review supplier and carrier access; remove obsolete contacts and permissions.
  • Train employees and contractors on refusal, reporting, and evidence-preservation steps.

Days 61–90: test and improve

  • Run the five scenarios above and document missed controls.
  • Start scheduled reviews of access, transaction, and inventory logs.
  • Measure discrepancy closure, unauthorized-access attempts, manual overrides, and overdue reconciliations.
  • Update procedures after incidents, facility changes, new suppliers, or changes in system access.

These stages are a practical rollout sequence, not a compliance deadline. Accelerate controls where the risk assessment identifies high-value equipment, exposed loading areas, frequent contractor access, or prior custody failures.

Common failure modes and fixes

  • “The guard signed for it.” Fix: require an authorized transaction reference and named internal custodian before acceptance.
  • “The box looked intact.” Fix: reconcile identifiers and quantity; document seals and condition rather than relying on appearance.
  • “The inventory system is correct.” Fix: preserve the original receiving event and compare it with physical inspection and access records.
  • “Only employees are a risk.” Fix: include contractors, carriers, suppliers, and temporary staff in access and monitoring controls.
  • “More screening will solve insider fraud.” Fix: combine role-based access, separation of duties, monitoring, reporting, awareness, and fair investigation.
  • “We will decide retention later.” Fix: assign records owners and an approved schedule before large volumes of logs accumulate.
  • “Automation equals security.” Fix: test overrides, outages, edits, and ambiguous deliveries; preserve human accountability.

What good looks like

A controlled receiving process makes the expected path easy to follow and the exceptional path visible. Every delivery has a business reference, every person has an appropriate authorization, every handoff has a custodian, and every accepted item can be matched to purchasing and asset records. Exceptions are quarantined and investigated rather than normalized. Logs are reviewed for gaps, supplier access is revisited when circumstances change, and employees have a safe way to report pressure or suspicious behavior.

That combination protects availability and integrity at the same time: it reduces opportunities for theft or fraudulent receiving and preserves enough evidence to determine whether an asset can be trusted when something goes wrong.
