Keep a separate record of the exact page URL and the date and time you captured it. A print-to-PDF file is a snapshot—not automatically a certified or authenticated government document.
Save the page as a PDF in Chrome on a computer
- Open the exact government webpage. Wait for its main content to load. If the content depends on signing in or choosing a service, make sure the information you need is visible before printing.
- Choose File > Print, or press Ctrl+P on Windows or Linux, or Command+P on Mac.
- In the print dialog, select Save as PDF as the destination if it is offered. Set the page range, layout, paper size, margins, and scale to suit the page.
- Review the preview for missing sections, clipped tables, unexpected blank pages, and text that is too small. Adjust settings if needed, then save with a descriptive filename.
- Open the saved PDF and confirm that it contains the intended content. Record the live page URL and capture date and time separately; do not assume the PDF includes all of that context.

Save a government webpage as a PDF on Android
In Chrome for Android, open the page and tap More > Share > Print. In the print preview, choose Save as PDF, then select where to save the file. See Google Chrome Help for the documented workflow.

PDF snapshot or saved webpage: which should you use?
Use the print dialog and PDF output when you need a portable, printable snapshot. Chrome’s More > More tools > Save page as command is a separate way to save a webpage; it is not the print-to-PDF workflow. A saved webpage is intended for offline browsing, while a PDF is usually easier to share or print. Google documents both options: printing from Chrome and saving a page in Chrome.

Identify the source and capture date
- Record the full URL. Check the address bar and note the department or agency responsible for the content. The Guidelines for Indian Government Websites and Apps (GIGW 3.0) say a gov.in or nic.in address is a strong authenticity indicator. Treat the domain as a cue, not a guarantee that a particular page or linked item is current or correct. See the GIGW guidelines.
- Note dates separately. If the page shows a posting, review, or modification date, record it. Also write down the date and time you made the PDF. The page date describes the page; the capture timestamp describes your copy. GIGW recommends dates on homepages and important entry pages, but not every page will display one.
- Keep the URL with the file. Put it in a companion note or cover sheet if the PDF does not show it clearly or the address is long.
- Retain the original linked document when relevant. If the page links to an order, circular, notification, form, or certificate, save that file too. The webpage can provide context, while the linked file may be the document you actually need.
GIGW 3.0 provides guidance for government websites and applications across central, state, district, and local government contexts, with objectives that include usability, user-centricity, and universal accessibility. Its print guidance says government pages should print correctly on A4; that is a website quality guideline, not a requirement that you print on paper.
Is a print-to-PDF copy an official or certified document?
No—not by itself. Call it a saved copy or PDF snapshot. Printing a live webpage to PDF does not establish who authored the content, certify it, or prove that the page has not changed since capture. Whether a copy is accepted for a particular purpose depends on the document type, applicable procedure, and receiving authority; there is no universal acceptance rule established here.

If the process requires an original, certified, digitally signed, or issuer-verifiable document, follow the department’s instructions and obtain it through the issuer’s own service or download channel. For an issued certificate or other supported document, check whether its issuer makes it available through DigiLocker. DigiLocker describes itself as a Ministry of Electronics and Information Technology initiative that provides access to authentic digital documents and supports storage, sharing, and verification; it is not an archive of all government webpages. Common problems and fixes
- Content is missing from the preview: Wait for the page to finish loading and check that any required sign-in or service selection is complete. Return to the page and confirm the information is visible before printing.
- A table is cut off or text is unreadable: Try a different layout, paper size, margin, or scale in the print dialog, then inspect the preview again. Avoid reducing the scale so far that the text cannot be read.
- The PDF has blank or extra pages: Check the preview, adjust margins or scale, and select only the needed page range if appropriate.
- You cannot find the file: Note the save location chosen in the print dialog, then open the PDF from that location to verify it.
- The PDF does not show the URL or date: Keep a separate companion note with the exact URL and capture timestamp rather than assuming those details are embedded in the file.
- You need a formal document, not a page snapshot: Check the receiving authority’s requirements and use the issuer’s original or verifiable document channel where required.

Does saving a government page as a PDF prove when its contents were published?
No. Keep the page’s displayed publication or review date, if any, separate from the date and time you captured the PDF.

Does a gov.in or nic.in address guarantee that every page is current and correct?
No. GIGW identifies those domains as strong authenticity indicators, not guarantees about every page’s currency or correctness.
