Chrome DevTools can preview a website’s print layout, but its Emulate CSS media type: print setting does not save a PDF. Use DevTools to inspect or adjust print styling, then use Chrome’s print/export flow to create a PDF. For command-line PDF generation, Chrome Headless documents the --print-to-pdf flag.
What DevTools does—and what it does not do
DevTools’ print-media emulation switches the page into its print CSS state. That is useful for checking what will be hidden, moved, or restyled on paper and for debugging the page’s print rules. Emulation is a preview, not a PDF export: to create a file, run a print/export action separately.

Preview a website’s print layout in DevTools
- Open the website in Chrome, then open DevTools.
- Open the Command Menu with Command+Shift+P on Mac, or Control+Shift+P on Windows, Linux, or ChromeOS.
- Type Show Rendering and open the Rendering panel.
- Under Emulate CSS media type, select print.
- Inspect the page and, if you are developing it, edit the relevant print CSS. When you are ready to create a PDF, use Chrome’s print/export flow; the emulation setting itself does not produce a file.
Print styles may change or remove navigation, backgrounds, and other screen-oriented elements. If the page looks wrong in the preview, inspect its print CSS before exporting. For a site you do not control, the preview can help reveal how its print styling behaves, but it does not give you a way to persistently edit that site’s code.

Save a PDF from Chrome’s print/export flow
After checking the print appearance, start Chrome’s print/export action and use the available PDF destination or export option to save a file. Exact dialog labels and availability can vary by platform and Chrome version. If you only need a PDF once, this browser workflow avoids setting up automation; DevTools is optional unless you need to inspect or debug print styling.

Create a PDF from the command line with Chrome Headless
For automated URL-to-file output, Chrome’s Headless documentation gives this example:
chrome --headless --print-to-pdf https://developer.chrome.com/Chrome writes output.pdf to the current working directory. Run the command from the directory where you want that file. This is a command-line route to PDF generation; it is distinct from DevTools’ interactive print-media preview.

Control headers, footers, and page timing
--no-pdf-header-footeromits Chrome’s print header and footer, including the date and time, URL, and page number. The Headless reference notes that the earlier flag name was--print-to-pdf-no-header; an older Chrome version may require that name.--timeoutcaps how long Headless waits before capture. It can be useful when a page is slow, but a timeout that is too short may produce a PDF before content finishes loading.--virtual-time-budgetadvances page timers before capture. This can help with time-dependent content, but check the resulting PDF to confirm the page had enough time to render what you need.
These flags address different issues: the header/footer option changes printed furniture, while the timing options affect when Headless captures the page. They do not guarantee that every site’s dynamic content will render correctly.
Use print CSS for page size, margins, and page furniture
When you control the website, CSS print rules define how it responds to printing. DevTools’ print emulation lets you inspect that response before making a PDF. The @page rule can set page size and margins. From Chrome 131, CSS can also generate content in page margin boxes, which can be used for items such as page counters. Chrome’s browser-generated headers and footers are separate from CSS margin-box content and can be disabled in the print dialog when that option is available.

If you are diagnosing an unexpected header or footer, check whether it comes from the browser’s print controls or from the page’s CSS; the fixes are different. Margin-box support and output can depend on the Chrome version, so verify the PDF produced by the version you will actually use.

Troubleshooting
The Rendering panel or setting is hard to find
Open the Command Menu and search for Show Rendering. In the Rendering panel, check that Emulate CSS media type is set to print; merely opening DevTools does not activate print emulation.

No PDF file appears after enabling print emulation
That is expected: emulation previews print styling, it does not export a file. Start a separate print/export action, or use the documented Headless command when you need command-line output.
The PDF is missing content or shows an incomplete page
Pages that load content asynchronously or depend on timers may need more time before capture. For Headless, review the documented --timeout and --virtual-time-budget options, then inspect the output. Neither option guarantees that a site’s scripts or external resources will succeed.

The output includes a date, URL, or page number
Those can be browser-generated print headers or footers. In Headless, use --no-pdf-header-footer; an older Chrome version may use --print-to-pdf-no-header. For interactive printing, look for the print-dialog option to disable headers and footers.
The browser and CSS both seem to add page headers or footers
Check the print dialog setting and the site’s @page rules separately. Disabling browser-generated headers and footers does not remove content the page generates through CSS.
