For a long webpage, scroll through the sections you want to save and wait for their images to appear before opening Print. Then inspect print preview, save as a PDF, and check the finished file. This gives viewport-triggered images a chance to load, but it cannot guarantee success on every site: custom scripts, blocked requests, and network failures can still leave images out.
Why images can be missing from a PDF
Lazy loading defers an offscreen image until it approaches the visible part of the page. A site may use the browser’s native loading="lazy" attribute or a JavaScript-based loader. In either case, the page’s initial appearance is not proof that every image lower down has loaded. MDN notes that lazy images may not be available when the window’s load event fires: MDN’s guidance on authoring fast-loading HTML pages.

Google’s guidance for browser-level lazy loading says, “All images and iframes are immediately loaded if the page is printed.” That describes browser-level behavior, not a guarantee for every browser, network, or website script. A custom loader, an image that depends on interaction, or a failed request may behave differently. See Google Chrome’s browser-level image lazy-loading guide.

- Open the page and wait for it to render. Let the initial text and visible images finish appearing.
- Scroll through the sections you need. On a long page, move down in stages and pause where images are still appearing. Scrolling is a practical precaution based on how viewport-triggered loading works; it is not a universal fix.
- Open the browser’s Print command. Check the preview for blank image areas, cut-off content, unwanted page breaks, or a simplified layout that removes material you want.
- Choose the PDF destination and set the print options. In Firefox, open the menu’s Print view, choose Save to PDF under Destination, adjust the options, and click Print. Mozilla documents controls including orientation, page selection, color, paper size, scale, margins, backgrounds, and headers and footers. Simplified format, if available, disables print backgrounds. - Open the saved PDF and inspect it. Check image-heavy pages in the actual file, not only the preview.
If images are still missing
- Return to the page and scroll to the affected section. Wait for the images to render, then create a fresh PDF and inspect it again.
- If the same images remain absent, the site may rely on a custom script, require an interaction, or be unable to retrieve the image. Scrolling cannot correct a blocked resource or network error.
- Look for the site’s own download or export option. For some pages, that may produce a more complete document than printing.
Browser print previews can differ from the screen layout, and print menus and behavior vary across browsers and versions. Treat preview as a check, then verify the saved file. The available browser guidance does not establish a method that works for every site.

For repeatable PDF capture with Chrome Headless
If you need to capture pages from a command line, Chrome Headless can print a URL to output.pdf:
chrome --headless --print-to-pdf https://example.com/Chrome documents --timeout=5000 as a maximum wait of five seconds before capture, even if the page is still loading. --virtual-time-budget=42000 fast-forwards time-dependent code such as timers. These are timing controls, not evidence that every image request has completed. To omit printed headers and footers, use --no-pdf-header-footer; older Chrome versions may require the older flag name. For a recurring capture workflow, verify the PDFs your command produces and adjust timing for the page you are capturing. A longer wait can allow more page code to run, but it does not fix a broken request or guarantee that custom lazy-loading code has finished.

Does Chrome Headless’s timeout guarantee the page is ready?
No. It bounds how long Chrome waits before capture; it does not confirm that every image request or custom loader has completed.
