Describe what the AI agent did, when and where it happened, and what was affected. Preserve evidence you are authorized to access, avoid probing or expanding the agent’s access, and report through the organization’s security team or the provider’s official channel. If the incident involves suspected crime or immediate danger, use the appropriate local authorities or emergency response. “Rogue” is a useful shorthand, not proof of intent: report observable behavior and label your interpretation as a suspicion.
What to do first
- Stabilize the situation. If the agent is part of a workplace, school, or managed system, notify the internal security or incident-response team and follow local procedures. Do not independently disable systems or delete logs unless responders direct you to do so. For an externally hosted product, find the provider’s official security or vulnerability-reporting channel. NIST’s SP 800-216 describes formal intake, assessment, management, and communication for vulnerability reports.
- Stop unsafe testing. Do not bypass controls, exploit the agent, access someone else’s data, or continue testing if doing so could cause harm. For immediate danger to a person or critical service, contact the relevant local emergency or operational response channel; there is no single globally applicable emergency contact established here.
- Write down the facts. Make a concise timeline and distinguish what you directly observed from what you infer. Record unknowns as unknown rather than filling gaps with a guess.
- Preserve evidence and report through a suitable channel. Keep original, authorized records and use the reporting route that matches the issue. Avoid sending credentials, secrets, or unrelated personal information.
What to include in the report
Give responders enough information to identify and triage the event without adding speculation or unnecessary sensitive data. Include:
As an Amazon Associate I earn from qualifying purchases.
- Date, time, time zone, and a short sequence of events.
- The product, service, or environment; version, if known; and the account, agent, or service identifier.
- What the agent did, what resource or data was involved, and the apparent impact.
- Whether the behavior is continuing, stopped, or has not been checked safely.
- What evidence you preserved and any steps you took, including actions requested by an authorized responder.
- What you do not know, such as whether the behavior resulted from a defect, misuse, compromise, or ordinary system error.
For a suspected software vulnerability, CISA’s Vulnerability Disclosure Program form asks for details such as the affected product or software, vendor or developer, versions, notification history, public-disclosure status, and known active exploitation. Its scope is vulnerabilities, not every unusual AI incident.

Preserve evidence without creating new risk
Keep original screenshots, messages, logs, timestamps, and relevant account or service identifiers that you are authorized to access. Do not edit originals; make a separate working copy if you need to annotate them. Note when and how each item was collected, and retain your own copy in a secure place.

- ENDLESS POWER FROM SOLAR ENERGY: Just 45 minutes of direct sunlight powers the camera for a full day of use, while the built-in battery lasts up to 180 days on a single charge during cloudy days. Solar charging requires temperatures above 32°F.△
- EASY WIRE-FREE INSTALLATION: Place the Tapo SolarCam C402 KIT where you need it without relying on nearby outlets. Install the camera and solar panel together or separately using the included 13 ft cable for flexible placement.
- PRIORITIZE WHAT MATTERS: Set activity zones to monitor specific areas for motion or people. Free person and motion detection helps reduce unwanted alerts and notifies you when activity is detected.
- VERSATILE VIDEO STORAGE: Store footage locally via a microSD card (up to 512GB)* or via cloud with a Tapo Care cloud subscription. Tailor your security to suit your needs, whether indoor or outdoor, you have the storage option you need.
- FULL-COLOR 1080P, DAY AND NIGHT: See clearly in low light with a large-aperture lens and built-in spotlights. Capture full-color night vision up to 30 ft away to monitor for possible intruders or motion.
Do not include passwords, access tokens, confidential data, or unrelated personal information in a submission. The FBI IC3 complaint form specifically says not to include Social Security numbers or dates of birth in the narrative and advises complainants to retain original evidence for law enforcement. CISA’s vulnerability-submission terms say report materials and identity may be shared with other parties to coordinate disclosure; review those terms before submitting sensitive details.
For an organizational incident, authorized responders should decide how to collect volatile system evidence. CISA’s ransomware guidance warns that volatile evidence, including memory and limited-retention logs, can be lost or altered. That supports acting promptly with responders; it is not a universal forensic collection procedure for AI-agent incidents.

Choose the reporting channel by the problem
| Situation | Where to report | What to know |
|---|---|---|
| Agent operating in a workplace, school, or managed system | Internal security or incident-response contact; follow local policy. | They can coordinate containment and evidence handling within the environment. |
| Possible defect or vulnerability in a commercial product | The provider’s official security or vulnerability-disclosure channel. In the United States, CISA’s Vulnerability Disclosure Program form is another option for vulnerability reports. | CISA’s form is vulnerability-focused and warns that submitted materials may be shared to coordinate disclosure. |
| Cyber incident or suspicious activity in the United States | CISA’s public reporting route at cisa.gov/report; CISA’s guidance also points to the FBI’s IC3 and local FBI field offices for suspicious activity. | Use the current official sites because reporting channels can change. CISA’s cybercrime tip sheet describes these routes: Cyber Crime Reporting – Tips and Links. |
| Suspected cyber-enabled crime or fraud in the United States | FBI Internet Crime Complaint Center (IC3), when appropriate. | Submitting a complaint does not promise investigation or contact; referrals and follow-up are at the receiving agency’s discretion. |
| Incident outside the United States | The relevant national cyber incident response team, police, regulator, or service provider. | The applicable authority and any deadlines depend on your location and the incident. |
CISA’s JCDC AI Cybersecurity Collaboration Playbook describes voluntary information sharing among its government, industry, and international partners. It is not a general public reporting channel; use publicly listed routes unless you are an eligible participant.
Why describe behavior instead of calling it “rogue”
An agent that acts unexpectedly may be malfunctioning, misconfigured, misused, compromised, or operating as designed in a way its users did not anticipate. The word “rogue” does not establish which explanation is correct or prove that the system had intent. A factual report gives responders room to investigate without treating a conclusion as evidence.

Current guidance provides useful context, not a diagnosis. In guidance announced May 1, 2026, CISA and partner agencies discuss agentic AI risks and recommend constraining excessive autonomy and access, maintaining oversight, and strengthening identity management, threat modeling, monitoring, and security assessments. NIST’s AI 100-2 E2025, published March 24, 2025, provides terminology for adversarial machine-learning concepts and mitigations. Neither source establishes a special reporting category called a “rogue AI agent.”

- Send only information needed to understand and triage the issue, through an appropriate channel.
- Do not publish sensitive logs or personal data as a substitute for reporting privately.
- Do not assume that a public agency will investigate, contact you, or treat every unexpected agent action as a crime.
- For an organization-wide incident, let authorized responders coordinate technical investigation and communications.
- For legal obligations, deadlines, or cross-border reporting, consult the relevant authority or qualified counsel for your jurisdiction; this is general safety guidance, not legal advice.
NIST’s SP 800-61 Rev. 3, published April 3, 2025, places incident response within broader cybersecurity risk management and supersedes Rev. 2. NIST’s AI Risk Management Framework is voluntary and is being revised; check its current status page before relying on a particular version.
