Quantum computers use qubits and quantum effects to tackle certain kinds of problems—not to make every computer task faster. Their most important engineering challenge is protecting fragile quantum information from noise. Error correction offers a path toward reliable, large-scale computation, but it requires many physical qubits, repeated measurements, classical decoding and carefully designed operations.
How does quantum computing work?
A classical computer stores information in bits, each with a value of 0 or 1. A quantum computer uses qubits, which can be prepared in quantum states called superpositions of the 0 and 1 basis states. A superposition is not a machine simply trying every possible answer at once: it is a state whose possible measurement outcomes are shaped by the operations performed on it.
When a qubit is measured, the result is classical—a 0 or a 1—and measurement changes what can be learned from the quantum state. Quantum algorithms use operations, including interference and entanglement, to shape the chances of different outcomes so that useful answers are more likely to appear. The algorithm and the problem must suit this approach; a quantum processor does not automatically speed up an arbitrary calculation.
What is a qubit, and how does it differ from a logical qubit?
A physical qubit is a hardware component used to store and manipulate quantum information. It is susceptible to imperfect operations and environmental disturbance. A logical qubit is protected quantum information encoded across multiple physical qubits using an error-correcting code. The extra physical qubits provide a way to detect and correct likely errors; they are not simply interchangeable with one protected qubit.

Quantum states cannot be protected by making ordinary copies of an unknown state. Instead, a code distributes the information across a collection of physical qubits and measures selected properties that reveal whether errors have occurred without directly measuring the encoded state.
Why do quantum computers need error correction?
Quantum information is fragile. Decoherence—the loss of quantum behavior through interaction with the environment—and imperfect operations introduce noise that can corrupt a calculation. As a circuit grows deeper, errors can accumulate; adding physical qubits alone does not ensure a larger processor can complete a useful computation reliably.
Quantum error correction is a method for protecting encoded information. In a typical cycle, the system extracts an error syndrome: measurement results that indicate what kind of error may have occurred, without revealing the logical state itself. A classical decoder analyzes that syndrome and infers a likely correction. The system applies the correction and repeats the cycle. The extraction, decoding and correction steps are themselves imperfect, so the code and hardware must be designed to keep errors from spreading faster than they can be handled.

How error correction works, step by step
- Encode: Represent logical information across a larger set of physical qubits.
- Measure error checks: Extract syndrome information without directly measuring the encoded quantum state.
- Decode: Use classical computation to infer which error, or combination of errors, most likely occurred.
- Correct: Apply operations intended to repair the encoded information.
- Repeat: Run further error-correction cycles while the computation continues.
From an early code to fault-tolerant computation
IBM’s May 30, 2025 explainer describes the nine-qubit Shor code as the first quantum error-correcting code: it encodes one logical qubit in nine physical qubits. It is a teaching milestone, not a practical blueprint for large-scale hardware; IBM notes that it tolerates only a minuscule error rate.

It requires more than an error-corrected memory: logical gates and other operations must also be designed so local errors do not spread uncontrollably. Hardware quality, qubit connectivity, repeated syndrome extraction, decoding speed, supported logical operations and the physical-qubit overhead all contribute to whether a system can perform useful fault-tolerant computation. IBM defines a fault-tolerant quantum computer as one “designed to operate correctly even in the presence of errors.”
How to assess quantum-computing progress
Qubit count is only one part of a processor’s capabilities. IBM Quantum Learning identifies three useful dimensions for comparing quantum technology:

- Scale: How many programmable qubits are available for the workload?
- Quality: How reliable are the operations, and how much demanding computation can be completed before errors overwhelm the result?
- Speed: How much work can the system process—for example, how many circuits can it execute per second?
For an error-correction claim, also check whether logical error rates improve as the code grows, how many physical qubits are used per logical qubit, how many correction cycles were completed, and which logical operations were demonstrated. An error-corrected memory is a meaningful result, but it does not by itself demonstrate fault-tolerant computation.
Reliability techniques should not be confused with one another. Error suppression reduces errors through hardware or operational choices. Error mitigation uses methods to reduce the effect of errors on measured results, often without encoding a protected logical qubit. Full fault-tolerant error correction repeatedly detects and corrects errors in encoded information as computation proceeds. These approaches address reliability differently and can coexist as the technology develops.
What are quantum computers used for?
Current quantum machines are used for research: testing algorithms, investigating hardware, and running carefully scoped experiments. Some work combines quantum processors with classical high-performance computing. IBM’s learning material describes quantum-utility demonstrations while emphasizing classical verification and error mitigation. Such demonstrations provide evidence about particular experiments, not proof that quantum computers generally outperform classical systems.

Scientific problems are promising targets, not routine breakthroughs
The U.S. Department of Energy identifies quantum chemistry, materials science, and high-energy and nuclear physics as areas where future fault-tolerant quantum computers may help address scientific problems. These are research opportunities that depend on progress in algorithms, systems and hardware—not established everyday commercial uses of today’s machines.
Optimization, drug discovery, machine learning and codebreaking are often discussed as possible applications, but naming a field does not establish a working commercial advantage. To judge any claimed use, ask what specific workload was run, what classical comparison was used, and whether the result is useful at a relevant scale.

No. Quantum computers are specialized processors for problems that may benefit from quantum algorithms. They are not replacements for laptops or servers, and they are not faster for every task. Ordinary computers remain essential for general-purpose work and for classical tasks within quantum error correction, including decoding syndrome measurements.

The meaningful question is not simply how many qubits a machine has. It is whether the system has enough scale and quality to run the needed circuit, whether errors can be controlled for long enough, and whether the workload produces a useful result compared with classical methods.
What does a stated quantum-computing goal mean?
Dates and labels matter when reading progress claims. The National Quantum Initiative’s Supplement to the President’s FY 2025 Budget, published in December 2024, describes an IARPA final goal of a 95% or higher average success rate for teleporting cardinal logical states in a modular, fault-tolerant architecture. That figure is a program goal in the report, not an achieved result.
