Govern an AI agent as an identity with delegated authority—not as a feature that automatically inherits the safety of its host platform. Record who owns it and what it is for, restrict its effective access across every connected service, check each action against the right identity and resource, require human confirmation for high-impact operations, and keep a tested path to monitor and revoke access. The organization remains accountable for the data and permissions it delegates, even when a vendor operates the agent’s runtime.
Start with an inventory and an accountable owner
You cannot govern agents you cannot identify. Create a record for every agent that can reach organizational SaaS data, whether it is vendor-managed, built on a platform, or self-hosted. Microsoft’s organizational guidance emphasizes knowing which agents exist, who owns them, what they can access, and how to intervene.

Record enough to make access reviewable
- Identity and owner: agent name or identifier, accountable owner or sponsor, and the team responsible for operating it.
- Purpose and environment: approved business task, production or test environment, and the conditions under which it may run.
- Connected services and data: SaaS applications, data classifications, records or object types it can reach, and whether access is read-only or can change data.
- Tools and authority: enabled tools, granted OAuth scopes or equivalent permissions, identity used to authenticate, and any delegated-user context.
- Controls and lifecycle: actions requiring human approval, review cadence or reapproval date, and a retirement or expiration plan.
A controlled register can be a starting point for a small environment, but it is not an enforcement mechanism by itself. At scale, pair inventory with discovery and identity controls that can prevent unregistered agents from connecting or help administrators find them.

For each connection, establish which principal authenticates to the SaaS application: a dedicated agent identity, a user-delegated identity, or another workload identity. These models are not interchangeable. A dedicated identity makes the agent attributable, while delegated access can preserve the initiating user’s context. Whichever model is used, record both the agent and the person who initiated the work when there is one.

Do not assume that an agent acting “on behalf of” a user is automatically limited to that user’s authority. Nor should a highly privileged agent identity silently allow an ordinary request to reach data or perform actions the requester could not access. Microsoft’s guidance identifies ambiguity over agent identity and the confused-deputy risk as concerns to address. The policy and implementation should make clear whose authority supports each action and prevent the agent from using its own broader privileges to exceed the requester’s permitted access.
In its February 2026 concept paper for a planned project, NIST NCCoE raised questions such as how to establish least privilege for an agent, handle delegation, and convey action intent. These are open questions in the paper, not settled answers or a finalized agent-identity standard.
Scope effective permissions across the whole workflow
Grant only the permissions needed for the declared task in each connected SaaS service. Prefer read-only access when the task only requires retrieval; separate read and write authority where the platform allows it; and constrain object types, records, destinations, and available tools. OWASP’s Securing Agentic Applications Guide 1.0 recommends fine-grained OAuth scopes or limited API keys, alongside API allow/deny lists.

Review what the agent can do end to end, not just each connector or individual grant in isolation. Several narrow permissions can combine into broad effective access. A broadly capable tool can also turn a mistaken instruction or unsafe workflow into a high-impact action. Map the chain from agent identity through tools and connectors to the final SaaS resource, then assess the combined actions possible along that path.
- Remove unused connectors and tools rather than relying on the agent to choose not to use them.
- Restrict tool destinations and target resources where the platform supports it.
- Separate read, write, administrative, and permission-changing capabilities instead of bundling them into a general-purpose connection.
- Review cumulative access when a connector, agent workflow, or SaaS role changes.
Authorize each action when it is about to happen
Authentication at the beginning of a session establishes an identity; it does not approve every later tool call. Before each call, an application or platform control should evaluate the principal, requested action, target resource, relevant context, and the applicable user authority. Check the exact action and destination, not merely whether the agent has a valid session or a broadly scoped connector.
Microsoft describes the governing question as whether an agent “should be allowed to perform each action, against which resources, and under whose authority.” Its guidance treats per-tool authorization and approval gates as application design controls. Administrators should verify that the chosen implementation enforces these checks; a written policy or a connector’s initial consent screen alone does not prove that it does.

Require confirmation when the consequences are high
Put sensitive or difficult-to-reverse operations behind a fresh human confirmation. Examples include sending messages externally, deleting records, making purchases, deploying changes, or changing permissions. A confirmation should identify the action and target clearly enough for the reviewer to understand what will happen, and it should occur before execution—not after the agent has already made the change.
Use time-limited elevation when an exceptional task genuinely requires more authority. Avoid leaving elevated privileges attached to a standing agent connection after the task ends.
Keep access temporary and revocable
Use short-lived credentials where supported, grant elevated access just in time, and set a review or reapproval cadence appropriate to the data and impact. Reassess permissions when the task changes, the owner leaves, an incident occurs, or the agent is retired. Expiration and reapproval are useful only when they are operationally enforced.

- 𝐂𝐡𝐞𝐜𝐤 𝐛𝐞𝐟𝐨𝐫𝐞 𝐲𝐨𝐮 𝐛𝐮𝐲 - Adapters must be plugged directly into wall outlets on the same electrical circuit. Does not work with power strips, surge protectors, or extension cords. Place away from large appliances, such as washing machines, refrigerators, and air conditioners.
- 𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲 - Performance may be limited or blocked in homes with AFCI breakers, which are standard in many homes built after 2000. Powerline may also not work with routers or gateways using modified, open-source (e.g., DD-WRT), or non-standard firmware.
- Disable or pause the agent through the relevant platform control.
- Remove its grants from each connected SaaS application and revoke or invalidate its credentials and tokens where applicable.
- Check that downstream permissions and active sessions no longer allow access; do not assume disabling the agent alone removes the SaaS grants.
- Record the revocation and assign an owner to verify completion, especially during an incident or retirement.
Test this path before relying on it in an emergency. A useful test verifies both that the agent can no longer run and that its previously issued credentials cannot continue to access downstream services.

Keep auditable records that connect the initiating user, when present, to the agent identity, tool, requested action, target, authorization decision, and execution result. The record should make it possible to distinguish a denied request, an approved request, and a completed change. Protect and retain these records under the organization’s applicable logging policy.
Monitor for unexpected access patterns, scope or role changes, denied actions, and use of elevated permissions. Name an accountable incident owner who can coordinate investigation and revocation. Do not assume that current products universally provide tamper-proof non-repudiation or a cryptographic binding between human approval and execution: NIST NCCoE’s February 2026 concept paper lists verifiable logs and linkage to human authorization among topics for its planned project, rather than asserting a settled capability.

Match controls to the deployment model
The division of implementation work depends on the service. A vendor’s control over an agent runtime does not automatically govern the customer’s configured SaaS permissions or remove the customer’s responsibility for its data and acceptable use.
| Deployment | Where implementation work generally sits | Customer governance focus |
|---|---|---|
| Managed SaaS agent | The vendor operates more of the runtime; available customer controls vary by service. | Configure data scope, identity, permitted use, approvals, oversight, and revocation using the controls the service exposes. |
| PaaS agent | The builder generally configures tool selection, permissions, orchestration, memory, and authorization. | Verify that the application enforces narrow grants and action-time checks across connected services. |
| Self-hosted agent | The organization takes on more responsibility for operating and securing the runtime and its connections. | Control identity, credentials, tools, authorization, logging, updates, and the full revocation path. |
These are general divisions, not guarantees about a particular product. Confirm the actual service’s current controls and responsibilities rather than inferring them from the deployment label. Across SaaS, PaaS, and IaaS arrangements, customers remain accountable for their data, configured permissions, authorization decisions, oversight, and acceptable use.
Treat retrieved content as data, not authority
SaaS records, documents, web pages, and tool outputs may contain text that tries to redirect an agent or persuade it to disclose information or take an action. Treat that content as untrusted input, not as a source of permission. Limit available tools and destinations, separate system instructions from retrieved content, validate outputs and targets, and require human confirmation for high-impact operations.
Least privilege limits the consequences of an unsafe decision; it does not make prompt injection impossible. OWASP’s agent-security guidance addresses both fine-grained API access and allow/deny controls, while Microsoft’s agent guidance emphasizes limiting access and controlling actions.
Evaluate governance controls before enabling an agent
For a product or platform, ask whether its controls can support the full operating model rather than judging it by a single feature such as an approval prompt or audit log.
- Can every agent have a distinct, attributable identity and named owner?
- Can access be restricted by scope, resource, and action—not only by broad application connection?
- Can it preserve delegated-user context and prevent the agent’s own privileges from silently exceeding that context?
- Can administrators set time limits, approvals, periodic reviews, and reliable revocation?
- Do logs link the user, agent, tool, target, decision, and result?
- Can the organization discover and monitor agents across the relevant services?
- Does the service clearly explain which controls the vendor operates and which permissions and oversight remain the customer’s responsibility?
These are useful comparison dimensions, not a product ranking. Microsoft’s guidance, OWASP’s Securing Agentic Applications Guide 1.0, and the NIST NCCoE concept paper provide control considerations, but they do not establish an independent comparative benchmark. Exact settings and permission names vary by service, so verify them in the selected provider’s current documentation.
