He can protect her, but he also frightens her. In the television version’s Blackwater scene, Sandor offers to take her away; Sansa chooses to stay, and he leaves after assuring her he will not hurt her. George R. R. Martin left the book relationship’s possible romantic undertones open to interpretation.
Why Sandor both frightens and protects Sansa
In the novels, Sansa is frightened by Sandor’s burned face and threatening manner. Yet he also intervenes when danger involving her direwolf and two knights escalates. Those contrasting moments matter: Sandor is not simply a gentle protector, and Sansa’s fear is not erased by his occasional help.

During her life as Joffrey’s hostage, Sansa endures abuse at court. A plot summary of A Clash of Kings describes Sandor as having a distinctive connection with her, protecting her at times, and refusing Joffrey’s order to beat her. That summary provides context, but it should not be mistaken for a complete account of every passage in the novel.

The best-known exchange is from the television adaptation’s season 2 Blackwater episode. Sandor has abandoned Joffrey’s cause during the battle and finds Sansa in her room. He offers to take her away—possibly north—and says he will keep her safe. Sansa says she will be safe where she is.

When Sandor grabs her, Sansa tells him he will not hurt her. He pauses, agrees, calls her “little bird,” and leaves. The scene holds danger, an offer of escape, and a moment of trust in tension with one another. Sansa chooses not to go; Sandor’s offer and his departure do not amount to a declaration of love.
Is the Hound in love with Sansa?
The story does not establish that Sandor is in love with Sansa. Martin was asked in an archived fan exchange dated June 24, 1999, whether the relationship in A Clash of Kings had romantic undertones. He replied, “Well, read the book and decide for yourself,” then added, “It could be very different things to each of those involved, mind you.” His answer leaves the interpretation open rather than confirming a romance.
Rank #2
Readers may interpret the characters’ connection differently, but the distinction is important: Sandor’s protective actions and Sansa’s trust in the Blackwater moment are part of the text; calling their relationship romantic is an interpretation, not a settled fact.

How the book and television versions differ
Keep the novel and show separate. Martin’s answer concerns A Clash of Kings, while the offer to take Sansa away and the “little bird” exchange belong to the television adaptation’s Blackwater scene. These materials support a broad comparison of the characters’ connection, but not a full, passage-by-passage comparison of the book and episode.

The show later revisits their history after the Battle of Winterfell. In season 8, episode 4, Sandor acknowledges what Sansa endured; she says those experiences changed her and made her stronger. It is a moment of recognition between characters, not a romantic resolution.
