You can ask AI questions about a legal document without sending its text to a cloud inference service by running a model on a computer or server you control. But “local” is not a guarantee of confidentiality, legal compliance, privilege, or even that the whole workflow stays offline: the app, document-processing tools, logs, backups, and connected services all need to be checked.
What “running AI locally” means
In a local-inference workflow, the model processes the prompt on the device or server rather than sending it to a cloud model. The UK Information Commissioner’s Office (ICO) describes hosting a model on the device that generated a query as one way to do this. The document, extracted text, and prompt can therefore stay within your controlled environment—if the document processing and AI application also remain there.

Local does not mean the setup never uses the internet. You may need to download the application and model files, and an application may have other network activity. The ICO page notes that it is under review following changes made by the Data (Use and Access) Act, so check its current guidance as well as rules that apply in your jurisdiction. A practical workflow for legal documents
- Define the task and check permission. Decide what you want the tool to do—such as locating a clause, extracting dates, or summarising a section. Classify the document and confirm that the proposed AI use is permitted by the engagement, applicable professional rules, court or matter restrictions, and firm policy. If approval is needed, get it before using client material.
- Choose an approved model runner and model. Ollama and LM Studio publish official documentation for running models locally: Ollama documentation and LM Studio documentation. These are options, not an endorsement or a finding that either is more private or suitable for legal work. Check the current version’s supported operating systems and models, installation process, settings, and deployment controls.
- Install through a controlled process. Obtain the runner and model from sources your organization has vetted, record the versions, and apply updates under your normal security process. Model files, software packages, and the platform they run on can all introduce supply-chain risk; Microsoft’s LLM security guidance recommends considering these risks and vetting suppliers. - Keep document preparation local too. A local model does not help if a separate OCR, extraction, document-management, or retrieval service sends the file or its text elsewhere. Check each stage that handles the document, extracted text, or prompt—not just where the model runs.
- Verify network and logging behavior before using real client information. Check application settings, integrations, telemetry, logs, and outbound connections for the intended configuration. Test the workflow with non-confidential material and, where feasible, use network controls to restrict unnecessary outbound traffic. The cited vendor documentation does not establish that a particular setup is offline by default or provide a tested offline configuration.
- Protect matter data and outputs. Limit access to people who need it, protect sensitive storage with encryption, and manage logs, backups, retention, and deletion. Avoid recording client text in prompts or logs unless there is a defined need and suitable protection. Microsoft’s guidance identifies access control, encryption, monitoring, outbound connections, and supplier security as issues to address; none alone guarantees a secure workflow.
- Ask a narrow question and verify the answer. Preserve source references, such as page numbers or clause labels, where possible. Check material extractions, summaries, and legal conclusions against the original document and authoritative law. Local execution does not establish legal accuracy, and a model’s answer is not a substitute for professional judgment.
Compare runners against your actual requirements
There is no established winner between the two documented options below. Their documentation is a starting point; it does not settle how a particular version behaves in your environment. Confirm details with current official documentation and your organization’s security team before processing sensitive material.

Also check the hardware and context-window requirements against the actual files you expect to process, and evaluate output quality on a representative, non-confidential test set. Local models must be small and computationally efficient enough for the device, but no minimum RAM, GPU, storage capacity, model size, or benchmark is established here. Do not assume a machine or model is adequate without checking the specific versions and workload.

Keeping prompts away from a cloud inference service can reduce one route by which document text leaves your environment. It does not by itself secure the device, prevent access by unauthorized users, control backups, remove sensitive logs, or establish that the use complies with data-protection or professional obligations. The ICO says local processing can still fall within data-protection law. Treat the entire path from file to answer as part of the security boundary.
