Keep campaigns separate when their conversion goals, budgets, geographies, languages, brand controls, inventory, landing-page experience, or reporting requirements genuinely differ. Consolidate campaigns and ad groups when those constraints are shared so Smart Bidding can learn from a denser pool of conversion data.
The safest migration starts with measurement, maps budgets to objectives, rebuilds tightly themed ad groups, consolidates duplicate match types, and then moves in controlled batches. Evaluate qualified leads or revenue after the normal conversion-delay window—not just early clicks or unqualified form fills.

What a Smart-Bidding-ready account looks like
Google describes automated bidding as objective-based bidding: “a single campaign should generally have one objective.” A campaign should therefore optimize one primary business outcome, such as lead volume, qualified leads, transactions, revenue, or profit. Combining campaigns that pursue materially different outcomes forces one bidding system to trade unlike signals against one another.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Within that rule, fewer, larger campaigns are usually easier for Smart Bidding to learn from. Consolidation is appropriate when campaigns share the same budget logic, target, conversion goal, geographic and language settings, brand policy, inventory, and landing-page experience. Separation remains useful when one of those controls is genuinely different.

Do not retain device-only or match-type-only campaigns simply because an older account was built that way. Google’s account-structure guidance says automated bidding does not require campaigns or ad groups to be split by match type, geography, or device.
Start with a measurement and conversion audit
Smart Bidding cannot optimize a goal that Google Ads cannot measure reliably. Audit measurement before moving keywords or changing bids.
Establish the source of truth
- For lead generation, identify which events represent a sales-ready lead, not merely a form start, page view, chat opening, or other micro-action.
- For ecommerce, verify that purchase revenue and transaction identifiers are passed consistently and that values use the intended currency.
- For profit or qualified-lead strategies, import the value or downstream status that reflects the business outcome you actually want to maximize.
Set the meaningful action as a primary conversion goal and move low-value micro-actions out of the primary goal when they would distort optimization. Keep secondary actions for diagnostics if they remain useful.
Check the tracking foundation
- Confirm site and app tags fire on the correct confirmation event and do not double-count reloads.
- Maintain enhanced conversions where appropriate so first-party information can improve measurement.
- Maintain Consent Mode and verify that consent states are passed as intended in the regions where they apply.
- Check that imported offline conversions retain the correct timestamp, value, and event identity.
Conversion-based Smart Bidding requires conversion tracking. Maximize conversion value and Target ROAS additionally require conversion values. If the value field is missing, static, or unrelated to business economics, a value-based strategy can optimize the wrong outcome even when conversion counts look healthy.
Write the objective and budget map
Create a one-page map before editing the account. For every existing campaign, record its primary goal, budget, bid strategy, target, location, language, brand policy, inventory or product set, landing-page family, and reporting owner. Then define the desired state.
Use one objective per campaign
Examples of distinct objectives include maximizing completed applications, maximizing qualified sales opportunities, maximizing purchases, or maximizing purchase value. A campaign may contain many related keywords and products, but its primary conversion objective should remain coherent.
Pool budgets only when the economics match
Shared budgets are helpful when campaigns compete for the same outcome and can legitimately draw spend from one another. Keep a separate budget when a business line has a fixed ceiling, contractual requirement, different margin, launch priority, or geographic funding rule. Consolidating campaigns while leaving contradictory budget constraints in place does not simplify decision-making.

Choose structural boundaries that are real
Use the following decision test for every proposed split: would changing this setting alter the business goal, the amount that may be spent, the value of a conversion, the legal or brand exposure, the available inventory, or the landing-page experience? If not, the split is probably historical complexity rather than a useful control.
Geography and language
Keep countries, regions, or languages separate when budgets, currencies, regulations, serviceability, lead quality, or messaging differ materially. If the only reason for a split is that Smart Bidding once required regional campaigns, consolidation is generally preferable.
Devices
Do not create separate mobile, desktop, and tablet campaigns solely to apply device bid adjustments. Smart Bidding evaluates device context at auction time. Split devices only when the user journey, inventory, legal treatment, or landing experience is genuinely different and requires independent control.
Brand and non-brand traffic
Brand and non-brand campaigns can have different objectives, budgets, impression-share expectations, and query policies. Keep them separate when those controls matter. If they share the same objective and budget logic, consolidation may be possible, but preserve explicit brand reporting and negative-keyword governance.

Inventory, products, and services
Separate campaigns when product groups have different margins, availability, feeds, geographic eligibility, or value rules. Group products that share economics and a bidding target so the system receives enough data to learn.
Rebuild ad groups around themes
Google’s practical rule is: “If keywords share a budget/target, use the same campaign. If they share the same LP/creative themes, use the same ad group.” An ad group should connect a tightly related search theme to a relevant responsive search ad and landing page.
Combine near-duplicate single-keyword ad groups
Start by clustering keywords that express the same need, product, or service. A home-insurance quote theme might contain closely related searches for home insurance quotes, homeowners insurance quotes, and get a home insurance quote. Do not combine unrelated intents merely to reduce the ad-group count.

Keep landing-page and message alignment
Separate ad groups when users need different pages or materially different claims. A campaign selling business software should not place payroll, inventory, and accounting searches in one ad group if each requires distinct proof, pricing, or navigation. Consolidation is not a reason to weaken relevance.
Clean non-serving and duplicate keywords
Remove duplicates, paused remnants, and keywords that cannot serve because of policy, targeting, or obsolete landing pages. Record removals before making changes so a later diagnosis can distinguish an intentional cleanup from an accidental loss of coverage.
Consolidate match types deliberately
Google recommends avoiding duplication of the same keyword across match types when the duplicates fragment the data Smart Bidding can use. Its current guidance favors broad match paired with accurate conversion measurement and Smart Bidding. That does not mean deleting every exact or phrase keyword without review.
A practical match-type policy
- Export the search-term history and identify the queries that produce qualified conversions or revenue.
- Group exact, phrase, and broad versions that express the same intent. Remove redundant copies after checking their negatives, ads, and landing pages.
- Retain exact or phrase coverage when a term requires strict brand, legal, inventory, or routing control that broad matching could undermine.
- Use negative keywords to block known irrelevant themes, competitors, employment queries, support requests, or other traffic the business cannot serve.
- After launch, review search terms on a schedule appropriate to spend and volume; add negatives based on observed business quality, not on a single anomalous query.
Google internal data from January–February 2023 found that 62% of advertisers using Smart Bidding used broad match as their primary match type. That global figure is a description of adoption, not a guarantee that broad match is right for an account with weak measurement or insufficient negative-keyword controls.
A Google case study reported that tails.com increased sign-ups by 182% in Germany, with clicks up 258%, using broad match, Smart Bidding, and responsive search ads. The retrieved case-study page does not state a year, so the result should be treated as that advertiser’s reported outcome under its own conditions, not as a forecast.
Select the bidding strategy after the structure is ready
| Business objective | Suitable starting strategy | When to add a target |
|---|---|---|
| Increase the number of measured conversions | Maximize conversions | Use Target CPA when historical performance and unit economics support a realistic acquisition-cost target. |
| Increase total conversion value | Maximize conversion value | Use Target ROAS when values are reliable and the account has enough history to support the return target. |
| Protect a fixed efficiency threshold | Target CPA or Target ROAS | Set the target near demonstrated performance; an aggressive target can restrict traffic and spend. |
For value-based bidding targets, Google recommends at least 30 days of campaign-level data or three conversion cycles, whichever is longer (Google, 2025). A conversion cycle is the time from an ad interaction to the recorded conversion. Use the longer period when sales close slowly or imported offline events arrive late.

Do not set a target merely because the interface offers the field. First confirm that conversion volume, values, margins, and lead quality justify the constraint. When data is thin, begin with the appropriate maximize strategy, stabilize measurement, and introduce a target after the account has demonstrated a usable baseline.
Migrate in controlled batches
A controlled migration protects the ability to diagnose a change. Avoid rebuilding the entire account and changing conversion goals, budgets, ads, and bid targets on the same day unless an urgent tracking or policy problem requires it.
- Snapshot the old state. Export campaign and ad-group names, keywords, match types, negatives, budgets, locations, languages, audiences, ads, assets, landing pages, conversion goals, values, and bid strategies.
- Define the destination map. For every old campaign, document its destination campaign, objective, budget owner, target, ad-group theme, landing page, and controls that must be preserved.
- Fix measurement first. Import the correct conversions, remove misleading primary actions, and validate tags, enhanced conversions, Consent Mode, values, and offline imports.
- Build the new structure without serving it yet. Create campaigns, budgets, themed ad groups, responsive search ads, negatives, audiences, URL exclusions, and location or language settings. Check every final URL.
- Move one coherent batch. A batch might be one product line, region, or objective. Do not simultaneously alter unrelated campaigns whose results you intend to compare.
- Annotate the launch. Record the date, structural changes, conversion-goal changes, budget changes, and bid-strategy changes in the account’s change history or operating log.
- Allow for conversion delay. Keep the old and new structures from competing for the same traffic unless a deliberate experiment is designed. Avoid judging performance before the normal conversion window has passed.
- Decommission carefully. Pause the old campaigns only after confirming that the new campaigns serve, spend within limits, capture the intended queries, and preserve exclusions and reporting.
For large accounts, repeat the process by objective or business line. A smaller batch makes it easier to identify whether a change in lead quality came from targeting, measurement, budget, creative, or bidding.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Search campaigns: broad match, responsive ads, and AI Max
For current Search campaigns, Google recommends accurate conversion measurement paired with conversion-based Smart Bidding and broad match. Treat broad match as a system that expands query coverage, not as a substitute for account governance. Monitor search-term quality, brand exposure, negative-keyword coverage, and final-URL routing after expansion.
Google’s August 2025 guidance also describes AI Max for Search features including expanded matching, text customization, and final URL expansion. These are campaign features, not a reason to abandon structural boundaries. Enable them only where the campaign can tolerate automated query expansion and landing-page selection, then inspect which queries, messages, and URLs are being used.
Performance Max structure
Performance Max is a goal-based, all-channel campaign. Google’s 2025 guidance recommends fewer, larger campaigns for Target ROAS and says to aim for at least 15 conversions per month for best Target ROAS performance. That is a planning benchmark, not a universal guarantee or a requirement for every account.

Keep Performance Max campaigns separate when goals, budgets, product feeds, geographic controls, or value rules differ. Otherwise, excessive segmentation can leave each campaign with too little signal. Organize asset groups around meaningful creative and landing-page themes, and ensure the feed or inventory boundary matches the campaign’s objective.

How to evaluate the restructured account
Judge the migration against business outcomes and the controls the restructure was meant to improve.
- Qualified conversions: Measure sales-ready leads, completed transactions, or the downstream event that defines success.
- Conversion value: Check total value and value per conversion when a value-based objective is used.
- CPA or ROAS: Compare against the target and against the pre-migration baseline after conversion delay.
- Budget delivery: Verify that campaigns spend according to priority without one objective consuming funds intended for another.
- Search-term quality: Inspect relevance, exclusions, brand exposure, and final-URL routing.
- Impression share: Use it to understand coverage and lost opportunity, not as a replacement for profitable outcomes.
Separate normal learning-period volatility from deterioration in lead or revenue quality. A campaign can show more conversions while producing fewer qualified opportunities; conversely, a short-term CPA increase may accompany a later-arriving cohort of higher-value sales.
Common failure modes and fixes
Consolidation creates an unmanageable budget
Symptom: One product, region, or priority absorbs spend from another. Fix: Restore a campaign boundary where the budget ceiling or business priority is genuinely different, or use a separate budget and objective rather than forcing one pool.
Broad match produces irrelevant traffic
Symptom: Search terms drift into unsupported services, jobs, troubleshooting, or unrelated meanings. Fix: Verify the conversion goal and tag quality, add negatives for repeatable irrelevant themes, tighten ad-group and landing-page themes, and retain exact or phrase controls for terms requiring strict routing.
Smart Bidding optimizes cheap micro-conversions
Symptom: Conversion volume rises while qualified leads or revenue fall. Fix: Remove low-value actions from the primary goal, import the downstream event, and allow enough time for the corrected signal to accumulate before judging the strategy.
Target CPA or ROAS throttles delivery
Symptom: Spend and impressions collapse after a target is introduced. Fix: Compare the target with demonstrated campaign-level performance and conversion cycles; relax an overly aggressive target or return temporarily to the relevant maximize strategy while data builds.
The migration cannot be diagnosed
Symptom: Structure, tracking, budgets, ads, and bidding all changed together. Fix: Use the exported snapshot and change log to isolate the next batch. Make one coherent structural change at a time and preserve a baseline for qualified conversions and value.

Lead-generation business
Create separate campaigns for materially different services or regions only when budgets, lead quality, landing pages, or sales processes differ. Within each campaign, group related service searches into themed ad groups, use one qualified-lead primary goal, and keep micro-actions secondary. Start with Maximize conversions when volume is the objective; introduce Target CPA after the campaign has a stable history and a target supported by unit economics.
Ecommerce business
Group products that share feed eligibility, margin logic, value rules, and budget authority. Keep separate campaigns for product lines with materially different returns or inventory constraints. Use conversion values consistently, start with Maximize conversion value when value is the objective, and move to Target ROAS only after at least 30 days of campaign-level data or three conversion cycles, whichever is longer.
A successful restructure is not the account with the fewest campaigns. It is the account in which every campaign has a clear objective, every ad group has a coherent message and landing page, every conversion signal reflects business value, and every remaining split exists for a reason that can be explained in one sentence.
