Request the refund through Steam Support, not from the Persona game or a SEGA launcher. Sign in, open Purchases, select the Persona purchase, choose the problem, click I’d like to request a refund, select Steam Wallet or the original payment method when offered, and submit the form.
Steam’s normal rule is a request within 14 days of purchase with fewer than two hours of recorded playtime. You can still submit a request outside either limit, but Valve reviews it at its discretion rather than guaranteeing approval.

What you need before starting
Have access to the Steam account that bought the Persona game. The purchase must be associated with that account because Steam Support identifies refunds from your purchase history. You do not request a Steam refund from an in-game menu, a Persona website, or a retailer’s customer-service page.

- Enough information to explain the problem, especially if the request is outside Steam’s standard limits
- Your preferred refund destination, if Steam offers a choice
All Steam refund requests use the support site at help.steampowered.com. If you bought a boxed copy from a shop, that is a different process described later in this guide.

Steam’s standard refund rule
For a normal Steam purchase, Valve states: “Valve will, upon request via help.steampowered.com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours.” The two conditions work together: the request must be recent enough and Steam must show less than two hours of playtime.
The playtime figure is the time Steam has recorded for that title. It is not a personal estimate of how long you were actively playing. Leaving the game running, testing it repeatedly, or troubleshooting while it is open can increase the recorded figure.
The 14-day period is measured from the purchase. If you are close to the deadline, submit the request immediately rather than waiting for a support reply. A request started before the deadline gives Steam a clear record of when you asked.

Steam describes this as its normal refund situation. Follow the purchase-support path, select a reason that accurately describes the problem, and complete the form. The request is still submitted for processing; the policy does not mean money appears instantly on the page.
When one or both conditions are exceeded
Steam explicitly says you can submit a request even when you fall outside the stated rules: “Even if you fall outside of the refund rules we’ve described, you can submit a request and we’ll take a look at it.” That is a discretionary review, not an exception you are entitled to receive.

Explain the circumstances precisely. For example, identify a technical failure that prevented normal use, a purchase-date problem, or another unusual situation. Do not claim that your playtime is lower than Steam records; the support team can see the account’s transaction and playtime data.
Step-by-step: submit the refund request
- Open Steam Support. Go to help.steampowered.com and sign in to the account that purchased the Persona game.
- Choose Purchases. This section lists transactions associated with the signed-in account.
- Find the Persona purchase. Select the specific game and transaction you want Steam to review. If you own more than one Persona title, check the name and purchase date before continuing.
- Select the problem. Choose the support reason that most closely matches what happened. Use the closest truthful option rather than selecting a random category merely to reach the form.
- Click “I’d like to request a refund.” This is the refund action in the purchase-support flow.
- Choose the destination. When Steam offers the choice, select Steam Wallet or the original payment method. The available choice can depend on the transaction and payment method.
- Complete the request form. Add a concise explanation. If your request is outside the ordinary limits, include the relevant dates, the problem you encountered, and why you could not make a normal refund request sooner.
- Submit the form. Wait for Steam to accept the request and display its confirmation.
- Keep the confirmation email. Steam says the request generates a confirmation email and a later processing email. Keep both messages so you can distinguish a submitted request from a completed refund.
How to choose the correct Steam path
The purchase type, timing, recorded playtime, region and refund destination can change which policy applies. Use this table to identify the relevant branch before submitting.

Pre-orders and Advanced Access
Persona pre-order that has not released
Steam allows a pre-order refund at any time before release. Start with the pre-order transaction in Purchases and follow the same support form. This is different from waiting until after launch, when the post-release limits become relevant.
Pre-order after the release date
Once the game has released, Steam generally applies a period of two weeks from release together with the less-than-two-hours playtime condition. Use the release date, not only the date on which you placed the pre-order, when deciding which post-release branch describes your request.
Pre-purchase with Advanced Access
For a pre-purchase that includes Advanced Access, Steam allows a refund before Advanced Access begins. After Advanced Access starts, the standard 14-day period begins on the release date, and the under-two-hours condition applies. Keep the distinction clear: the early-access start does not move the ordinary post-release clock to the pre-purchase date.

EU and UK customers
Steam describes a statutory withdrawal period for customers in the European Union and United Kingdom. That period ends 14 days after purchase or when downloading starts, whichever happens first. Beginning a download can therefore affect the statutory period even if you have not played for two hours.
Steam also offers its separate voluntary refund policy. That policy may still be available after the statutory withdrawal period has ended, so an EU or UK customer should review the purchase-support options rather than assuming that the statutory deadline is the only route. Submit the request through Steam Support and describe the purchase date and download status accurately.
If the Persona game is missing from Purchases
Steam says that when a game does not appear under Purchases, it falls too far outside the refund window and is ineligible in that particular refund flow. Check that you signed in to the account that made the purchase before drawing that conclusion.
If the account is correct and the title is still absent, the normal purchase form cannot be used for that transaction. You can look for another relevant support route on Steam Support, but the missing purchase is a warning that the standard automated refund path is no longer available.
What happens after you submit
Steam says the request generates two types of email: a confirmation email acknowledging the request and a later processing email. The first message shows that your form was received; it is not the same as a completed refund.

Your selected destination is either Steam Wallet or the original payment method when Steam offers both. Steam Wallet credit remains within Steam. A refund to the original method goes back through the payment route used for the purchase, subject to that method’s handling and availability. If the form presents only one destination, select the available option rather than assuming another route can be added later.

An over-two-hour or older purchase is not automatically impossible, but it is not covered by the standard guarantee. Steam’s stated position is that you may submit the request and Valve will review it.
Write a useful explanation
- State what went wrong in one or two sentences.
- Include the purchase date and, if relevant, when the problem first appeared.
- Explain why the recorded playtime or request date is outside the ordinary policy.
- Describe any troubleshooting or attempted fixes without overstating the result.
- Ask clearly for a refund and choose the destination offered by the form.
A factual explanation gives the reviewer context; it does not create a guaranteed exception. Avoid sending multiple contradictory requests for the same transaction.
More than two hours because of troubleshooting
If you left Persona running while diagnosing crashes, input problems or another technical issue, say so plainly. Steam can see the recorded playtime, so explain how much of it involved troubleshooting rather than normal play. Approval remains discretionary.
Older than 14 days because the problem appeared later
Describe when the issue became apparent and why you could not request a refund earlier. A late discovery does not reset the purchase clock, but it gives Steam the information needed for an individual review.
Physical Persona copies bought from a retailer
A boxed copy purchased from a shop is governed by that retailer’s return policy, not Steam’s digital-purchase refund form. SEGA’s end-user license guidance directs retail buyers to the retailer. Contact the store that sold the physical copy and follow its proof-of-purchase, timing and condition requirements.
Do not select an unrelated Steam transaction to try to return a retail copy. Steam Support can process the digital purchase shown on the account; it cannot replace the retailer’s return procedure for a boxed product.
Common mistakes and fixes
Using the wrong Steam account
Sign out and back in if necessary, then verify that the purchase history belongs to the account that paid for the game. A different family member’s or household account will not show your transaction.

Choosing the wrong title
Persona has multiple releases and editions. Confirm the exact title and transaction date before submitting. If you bought downloadable content separately, make sure you are selecting the relevant purchase rather than the base game by mistake.
Waiting while the deadline approaches
Submit as soon as you decide to request a refund. Steam records the request through its support system, and delaying can move a purchase beyond the ordinary timing rule.
Expecting an instant balance change
The confirmation email means the request was received. Wait for the processing email and check the destination you selected. If you chose Steam Wallet, look for the credit in Steam; if you chose the original payment method, monitor that payment account.
Trying a game menu or publisher contact first
The refund action is in Steam Support. A Persona menu cannot initiate Steam’s purchase review, and a publisher contact cannot substitute for the Steam transaction form.

- Is the purchase shown under Purchases?
- Is the request within Steam’s normal timing and playtime limits?
- Was it a pre-order or an Advanced Access pre-purchase?
- Are you in the EU or UK, where the statutory withdrawal rule may differ?
- Was the copy bought physically from a retailer?
- Which refund destination does Steam offer: Steam Wallet, the original payment method, or only one of them?
- Have you saved the confirmation email?
Bottom line for a Steam Persona refund
Use Steam Support → Purchases → the Persona transaction → your problem → I’d like to request a refund. The normal policy covers requests made within 14 days and under two hours of playtime, while older or longer-played requests can still be submitted for discretionary review. Pre-orders, Advanced Access, EU/UK purchases and physical retail copies follow their own branches, so identify the purchase type before completing the form.
