For most games and software, the standard rule is a request within 14 days of purchase with less than two hours of playtime. Steam can still review requests outside that rule, but approval is discretionary.
Valve says an approved refund is issued within a week to the original payment method when that method supports refunds, or to Steam Wallet when it does not. The same 14-day/two-hour shorthand does not apply identically to downloadable content, in-game purchases, subscriptions, bundles, gifts, hardware, videos, or purchases made outside Steam.

Check the rule that applies to your purchase
Before opening a request, identify six facts: what you bought, when you bought it, how much it was used, whether it was consumed, modified, or transferred, whether the title was released or a subscription renewed, and whether the transaction was made through Steam. Your country can also matter, especially in the European Union and United Kingdom.

Valve describes its policy as allowing a request for “nearly any purchase on Steam—for any reason.” That does not mean every request qualifies automatically: the published limits are the routine path, while exceptions are assessed individually.

How to submit a Steam refund request
- Open Steam Support. Go to help.steampowered.com and sign in to the account that made the purchase.
- Locate the transaction. Select the game, DLC, item, subscription, wallet funds, or other purchase you want reviewed. If you have multiple similar transactions, use the purchase date and amount from your receipt to choose the correct one.
- Choose the refund route. Select the refund option when it is offered. If the purchase presents a different support category, choose the relevant support option so Steam can evaluate the transaction type rather than treating it as a standard game request.
- Explain the reason accurately. State what happened in plain language. Examples include a game not meeting your hardware requirements, a faulty title, an accidental purchase, or content that did not work as expected. Do not claim that a purchase was unused if you played it, consumed an item, or used subscription benefits.
- Submit the request. Review the transaction and explanation, then send the form. Keep the confirmation or support message so you can identify the request if Steam asks for clarification.
The request itself does not guarantee approval. Steam reviews the purchase type, timing, playtime or other usage, transfer status, payment route, and any special restriction that applies.
How the standard game and software rule works
Both limits normally matter
For a conventional game or software purchase, the routine eligibility path requires both a purchase less than 14 days old and less than two hours of recorded playtime. Meeting only one condition does not create automatic eligibility. For example, a purchase made three days ago with three hours played is outside the standard path because of playtime; a purchase played for 30 minutes but made more than 14 days ago is outside it because of age.
Requests outside the limits are still allowed
Steam explicitly allows users to submit requests outside the published limits. Valve may review a late request or one involving more playtime, but that review is discretionary. Describe the problem precisely and include facts that help Steam understand why the usual rule does not fit; do not present an exception as a guaranteed entitlement.
Playtime is not the same as download time
The standard game test uses playtime. Downloading a title, leaving it installed, or opening the store page is not the same as playing it. For a pre-release title, however, Advance Access or Early Access use is counted when Steam applies the playtime limit after release.
Purchase-specific rules and traps
Downloadable content
DLC is evaluated separately from a base game. Steam’s normal DLC route requires the request to be made within the applicable purchase window and the underlying title to have less than two hours of playtime since the DLC purchase. The DLC itself must remain unused in the relevant sense: it cannot have been consumed, modified, or transferred.

Check the store page before buying third-party DLC. Some third-party add-ons are marked nonrefundable in advance, so the absence of the usual refund option is not necessarily an error in your account.
In-game purchases
Valve-game items can be considered when the request is made within the short item-refund period and the item has not been consumed, modified, or transferred. For items supplied by a third-party developer, the developer must opt into Steam’s refund facility. Steam indicates whether an eligible purchase can be refunded at the time of purchase, so an item from one game may have a different status from an item in another.

A pre-ordered title that cannot be played before release can be refunded any time before its release. Once released, the normal game-refund window begins. If the title offered Advance Access or Early Access, that pre-release playtime is included in the playtime calculation, so playing before launch can reduce or exhaust the available allowance.
Steam Wallet funds
Wallet funds bought directly on Steam may be refundable during the standard wallet period only while they remain unused. Spending the balance, even on a purchase you later want to reverse, changes the analysis: the wallet-funds transaction and the later purchase are separate transactions with their own rules.
Renewable subscriptions
A current billing cycle can be considered when the request is made promptly after the initial charge or an automatic renewal and the cycle has not been used. Playing games included with the subscription or using its benefits counts as use. Turn off or manage future renewals separately if you do not want another charge; a refund request concerns the charged cycle, not necessarily future billing settings.

Bundles
Bundle refunds depend on combined use. A full refund may be possible when no included item was transferred and total use remains under the applicable playtime threshold. Steam’s checkout flow identifies included DLC or items that are nonrefundable, so inspect that notice before purchasing rather than assuming every component inherits the bundle’s treatment.

An unredeemed gift follows the standard timing and playtime conditions. If the recipient has redeemed it, the recipient must initiate the refund request when the conditions are met. An approved redeemed-gift refund sends the money back to the person who made the original purchase, not to the recipient’s account.
Hardware and accessories
Steam hardware is not processed through the ordinary game-refund rule. It is governed by Steam’s separate Hardware Refund Policy, including its own return process and time frame. Use that hardware-specific process and retain shipping, delivery, and order details; do not judge a hardware request by the two-hour game test.
Purchases made outside Steam
Valve cannot refund third-party CD keys or Steam Wallet cards purchased outside Steam. The seller that processed the transaction must handle any return. Steam Support may still help explain the distinction, but it cannot reverse a payment it did not collect.
Video content
Movies, shorts, series, episodes, and tutorials are generally excluded from Steam refunds. An exception may exist when the video was included with other content that is itself refundable; identify the package and its checkout terms when you submit a request.

VAC bans
A Valve Anti-Cheat ban removes the right to refund the game associated with that ban. A refund request cannot be used to undo the ban or recover the game’s purchase price.

After approval, Valve says the full purchase refund is issued within a week. Steam first sends it to the original payment method when that method can receive the money. If the method cannot accept a refund, Steam Wallet is used instead.
The stated timing begins with approval, not necessarily the moment you submit the form. A request can therefore remain under review before the issuance period starts. If the money has not appeared after the stated period, check the original payment account and Steam Wallet, then use the support record for the transaction to ask about its status.
EU and UK withdrawal rights are a separate question
Readers in the European Union or United Kingdom should distinguish statutory withdrawal rights from Steam’s voluntary game-refund policy. Steam’s EU/UK explanation says the statutory withdrawal right generally ends 14 days after purchase or when downloading starts, whichever happens sooner. Starting a download can therefore affect that legal right even though the Steam game-refund route uses playtime as its central test.
Steam may still offer its own game-refund route after the statutory withdrawal right has ended. That does not extend or rewrite the law; it is a separate policy-based route. The correct legal result depends on the country involved, the product, and what happened after purchase, so identify the reader’s country before relying on statutory-rights advice.
For hardware, the statutory withdrawal period is measured from the date the customer or a designated third party obtains physical possession. That possession-based rule differs from both the game playtime test and the date used for a digital purchase.
Use this pre-submission checklist
- Confirm you are signed in to the Steam account that paid for the transaction.
- Record the purchase date, item name, and payment amount from your receipt.
- For a game, check recorded playtime; for DLC or an item, check whether it was consumed, modified, or transferred.
- For a subscription, determine whether the current billing cycle or its included benefits were used.
- For a bundle, review checkout’s notice about nonrefundable components and confirm no included item was transferred.
- For a gift, determine whether it was redeemed and have the recipient submit the request when required.
- For hardware, use the separate hardware policy instead of the digital-purchase form.
- For a key or wallet card bought elsewhere, contact the seller that took payment.
- For EU or UK questions, identify the country and whether downloading or physical delivery has already occurred.
- Write a factual explanation and acknowledge any use rather than relying on a generic statement.
Common outcomes and how to interpret them
The refund option appears immediately
This usually means Steam can identify the transaction and has a normal support path for it. Submit the request with an accurate explanation; the visible option is an invitation to request review, not a promise of approval.
The purchase is outside the standard limits
Submit the request if there is a genuine problem and explain the circumstances. Steam can review an over-two-hour or older purchase, but the decision is discretionary. Avoid describing the request as automatically eligible.
The item is marked nonrefundable
For third-party DLC or in-game content, the developer may have opted out or the store page may have disclosed the restriction. For videos and outside-Steam products, the category itself generally prevents Valve from processing a normal refund.
The money has not arrived
First check whether Steam has approved the request. The one-week statement applies after approval. Then check the original payment method and Steam Wallet, because Steam uses Wallet when the original method cannot receive the refund.
Bottom line
Start with the purchase type, then check its specific time, usage, transfer, and jurisdiction rules. For most games, a request within 14 days and under two hours is the straightforward case, but Steam accepts requests for review outside that boundary. Submit through Steam Support, describe the facts accurately, and use the separate process for hardware or purchases made outside Steam.
