The safest response to a technology-stock sell-off is usually neither “do nothing” nor “sell everything.” Pause, separate a change in your life from a change in prices, measure your real technology concentration, compare it with a written target, and make only the rule-based trades needed to restore an appropriate risk level. Diversification can reduce concentration risk, but it cannot prevent losses, and moving a balanced portfolio entirely to cash after a decline can create a different risk: missing a recovery.
No general analysis can establish the cause, size or recovery prospects of a particular sell-off. The framework below is therefore about portfolio construction and decision quality, not a forecast of the next market move.

Start by deciding what actually changed
A falling share price is information about the market’s current valuation, not proof that every technology company is permanently impaired. Before trading, ask whether your circumstances changed or only the quoted prices changed. That distinction prevents a temporary market event from rewriting a long-term plan.

Re-read the four parts of your plan
- Goal: What is the money for, and how much must it provide?
- Time horizon: When will withdrawals begin, and over what period will they continue?
- Emergency liquidity: Do you have a separate cash reserve for near-term expenses, job loss or unexpected bills?
- Risk tolerance: How much volatility can you endure without abandoning the plan?
Investor.gov describes asset allocation as a choice that should reflect risk tolerance and describes diversification as spreading money among investments and sectors to reduce risk. Use those principles to test the plan you already intended to follow, rather than allowing a headline to become an unplanned investment policy.

Separate risk capacity from risk tolerance
Risk capacity is your financial ability to absorb a loss. Stable income, a long horizon and a well-funded emergency reserve generally increase capacity. Risk tolerance is your willingness to experience that loss without selling at an inopportune time. A person may have the capacity to hold a high equity allocation but discover that the allocation exceeds their tolerance. Conversely, a nervous reaction does not automatically mean that an all-cash portfolio is suitable.
If a near-term spending obligation, a job change or a reduced emergency reserve makes your previous allocation unsuitable, changing it can be prudent. If none of those facts changed, first investigate whether the portfolio drifted away from its target.
Measure your true technology concentration
Do not count only the ticker symbols that contain a technology label. Add exposure from individual companies, sector funds and technology holdings embedded in broad funds. Correlated positions can make a portfolio much more concentrated than its account screen suggests.

- List every individual stock and record its current market value.
- For each mutual fund or exchange-traded fund, open the latest holdings report and record its technology-sector percentage and largest positions.
- Include technology exposure in broad-market funds. If a broad fund has 28% in technology and you own $20,000 of it, count $5,600 of technology exposure in your worksheet.
- Group companies whose returns are likely to be driven by similar economic factors, even when their formal sector classifications differ.
- Divide the total technology exposure by the portfolio’s total investable value to calculate the percentage.
A fund holding hundreds of companies can still be narrowly focused if most assets sit in one sector or in a few highly correlated names. Investor.gov’s diversification guidance is about spreading risk across investments and sectors, not merely increasing the number of securities.
Use a concentration table
| Source of exposure | Value | Technology percentage | Technology value |
|---|---|---|---|
| Individual technology stocks | Enter current value | 100% | Same as value |
| Sector-focused funds | Enter current value | Use the fund’s holdings report | Value multiplied by sector percentage |
| Broad funds | Enter current value | Use the latest holdings report | Value multiplied by technology percentage |
| Other investments | Enter current value | Use a defensible estimate or “not stated” if the provider does not disclose it | Do not guess |
Compare the resulting percentage with the target in your investment policy. A target is more useful than a statement such as “I own a lot of tech,” because it tells you whether a trade is required and how large it should be.

Choose a target mix that matches the goal
Your target mix can include stocks, bonds, cash equivalents and, where appropriate, other assets. The right mix depends on when the money is needed and how much loss can be absorbed before that date. Someone funding a purchase in the next few years may rationally hold more lower-risk assets than someone saving for a goal several decades away.
| Situation | Question to answer | Likely planning implication |
|---|---|---|
| Near-term withdrawals | Could a market loss force a sale before recovery? | Hold a larger allocation to assets with lower expected volatility and keep spending reserves separate. |
| Long-term accumulation | Can contributions continue through a downturn? | A diversified equity allocation may remain appropriate if it fits both capacity and tolerance. |
| Income or job uncertainty | Would a portfolio loss coincide with reduced income? | Recheck emergency cash and consider reducing risk only to the extent the plan requires. |
| Allocation drift | Did technology rise above its written target before the sell-off? | Rebalance back to the target rather than trying to predict the next sector move. |
The SEC’s investor guide says investors typically do not change their allocation merely because one asset category recently outperformed; they rebalance instead. That does not prohibit a permanent change when a goal, horizon or ability to bear losses has changed. Document the reason so a future headline does not cause another unplanned reversal.
Set a mechanical rebalancing rule
Rebalancing returns a portfolio to its intended risk level. It is a maintenance process, not a forecast that a particular asset will rise next.
Calendar method
Choose a review interval in advance. The SEC guide gives six- or twelve-month intervals as examples. On each review date, compare every major asset class and the technology exposure with its target, then trade only when the stated rule says to do so. A calendar prevents you from reacting to every daily price move, but it can allow a position to drift substantially between reviews.
Percentage-band method
Set a permitted range around each target. Vanguard gives a five-percentage-point drift example for automated rebalancing: a 60% target can be reviewed for action when it reaches 65% or 55%. You can apply the same logic to a technology allocation, provided the band is chosen before the next sell-off and is practical after taxes and costs.

Direct new money first
In a taxable account, send new contributions, dividends or interest to underweight assets before selling an appreciated position. This can reduce an overweight gradually while postponing a taxable realization. It will not be sufficient when the drift is large or contributions are small, but it is often the lowest-friction first step.

- Write down the current value and percentage of each asset class and the technology grouping.
- Calculate the dollar amount above or below each target.
- Check whether the calendar date or drift band triggers action.
- Direct available cash and new contributions to the underweight category.
- If a sale is still needed, sell the smallest amount that restores the target range.
- Place purchases and sales according to your account’s order rules, then record the resulting allocation and the date of the next review.
Do not make the rule so tight that ordinary market noise creates constant trading. Frequent activity can add spreads, commissions where applicable, fund expenses and behavioral pressure without improving the intended allocation.
Account for taxes and trading costs before selling
The SEC specifically advises considering transaction fees and tax consequences before rebalancing. In a taxable account, identify the cost basis and holding period of each lot, the potential gain or loss, and whether selling could move you into a different tax situation. Tax treatment depends on your jurisdiction, account type and personal circumstances; a tax professional can evaluate details that a general allocation rule cannot.
Also include costs that are easy to overlook:
- Bid-ask spreads and other execution costs.
- Brokerage commissions, if your account charges them.
- Fund expense ratios and any purchase or redemption fees.
- Taxes generated by selling appreciated assets.
- The behavioral cost of making repeated trades and then second-guessing them.
Tax-advantaged accounts may avoid an immediate taxable gain on an internal rebalance, but withdrawals and account rules still matter. Do not move money from an emergency reserve or a near-term spending account merely to achieve a spreadsheet target.
Why moving everything to cash can backfire
Cash removes equity-market volatility while you hold it, but it also removes participation in a rebound and may lose purchasing power over time. The timing decision has to be correct twice: when to leave risk assets and when to buy back.

Vanguard’s total-return calculations through December 31, 2023 examined a historical scenario in which an investor moved a balanced portfolio of 60% stocks and 40% bonds to 100% cash for three months after an equity decline of at least 10%. In that analysis, the all-cash move had a 74% probability of underperforming the market, with average underperformance of 4.1%. Those figures describe that historical scenario, not a guarantee about the next sell-off, and they do not mean every investor should hold the same 60/40 mix.
The practical lesson is narrower: replacing a diversified allocation with cash because prices fell is a market-timing decision. If your plan requires less risk, reduce the specific overweight or adjust the long-term target deliberately rather than making an open-ended flight to cash.

If your circumstances changed
- Reduce risk to the level required by the new goal, horizon or liquidity need.
- Set the new stock, bond and cash targets in writing.
- Implement in stages if a single transaction would create avoidable tax or execution costs.
If only prices changed and technology is above target
- Calculate the amount needed to return to the target or permitted band.
- Use contributions and distributions first when practical.
- Sell only the excess, then buy the underweight assets.
If only prices changed and the portfolio remains within target
- Avoid an unplanned trade.
- Confirm that emergency cash and near-term spending reserves are intact.
- Keep the next scheduled review rather than monitoring every news alert.
If you cannot tolerate the current loss
Treat that reaction as evidence about risk tolerance, not as a prediction about technology. Rework the target allocation after the immediate emotion has cooled, and make the change broad enough to be sustainable across all market conditions.
Illustrative calculation: correcting an overweight
Consider a hypothetical $100,000 portfolio with a written target of 50% diversified stocks, 40% bonds and 10% cash. Within the stock allocation, the policy permits no more than 15% of the total portfolio in technology. After a rally and subsequent sell-off, the holdings are $58,000 in stocks, $32,000 in bonds and $10,000 in cash. Technology accounts for $22,000, or 22% of the portfolio.

A rules-based correction would sell enough of the overweight stock exposure to bring stocks to $50,000 and technology to no more than $15,000, then direct the proceeds to bonds or cash according to the policy. In a taxable account, the investor would first compare lot-level gains, losses and costs and might use future contributions to reduce part of the gap. The numbers are illustrative; your target and tax result will differ.

Check diversification beyond sector labels
Sector diversification is only one layer. Review:
- Individual-name weight: A single company can dominate results even inside a diversified sector fund.
- Sector mix: Several funds may own the same technology leaders, creating overlap.
- Geography: Exposure concentrated in one country can add policy, currency and economic risk.
- Asset classes: Stocks, high-quality bonds and cash equivalents respond differently to shocks, although none is risk-free.
- Liquidity: An asset that cannot be sold at a reasonable price when needed may be unsuitable for a near-term goal.
Inspect the latest top-holdings and sector reports rather than relying on a fund’s marketing label. “Broad” does not automatically mean diversified if the index or fund is narrowly constructed.
Common panic-selling mistakes
Liquidating the entire portfolio
This converts an allocation problem into a timing bet and can create tax bills. Sell the amount required by your policy, not an amount dictated by fear.
Buying a different hot sector immediately
Swapping one concentrated bet for another does not diversify the portfolio. Measure the replacement exposure before trading.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIgnoring embedded holdings
Owning a broad fund alongside several sector funds can duplicate the same companies. Add the look-through exposure before deciding that you are diversified.
Using a target without a review trigger
A target that has no calendar date or drift band will be forgotten until the next crisis. Put the rule and review date in writing.
Confusing a lower price with lower risk
A stock’s decline does not make its future volatility, business risk or concentration risk disappear. Portfolio risk is determined by the position’s role and size, not by whether the purchase price looks cheaper.
Create a one-page policy for the next sell-off
Record the following while markets are calm:
- Each goal and its withdrawal date.
- The emergency-cash amount kept outside the investment portfolio.
- Target percentages for stocks, bonds, cash and any other permitted assets.
- The maximum acceptable technology exposure and any single-company limit.
- Your calendar review date or percentage-drift bands.
- The order in which you will use contributions, dividends, sales and purchases.
- Which account and tax records must be checked before a sale.
- The conditions that justify a permanent allocation change, such as a shorter horizon or lower risk capacity.
When a sell-off occurs, follow the written sequence: pause, update the inventory, compare it with the policy, estimate tax and trading consequences, execute only the permitted correction, and record what changed. The SEC Office of Investor Education and Advocacy summarizes the long-term principle this way: “Focus on long-term goals, and consider the benefits of diversification and asset allocation.”
