Reduce dune encroachment with a site-specific combination of sand-trapping barriers, suitable vegetation, access management and maintenance. Start by identifying where the sand is coming from and what is moving it; a fence or planting scheme that works at one site may fail—or harm a sensitive dune habitat—at another.
First, identify what is moving the sand
Sand encroachment happens when wind carries grains that gather into dunes and affect land or infrastructure. It can occur on coasts, beside watercourses and on cultivated or uncultivated land, as the Food and Agriculture Organization (FAO) describes. Before choosing a control measure, establish whether the problem is an active dune, loose sand mobilized by vegetation loss or disturbance, wind channelled by a road cut or access corridor, or coastal change involving storms and waves.

- Note the dominant wind directions, likely sand source, terrain and any cuts or gaps that may channel wind.
- Check vegetation condition, vehicle or foot access, road sight lines, drainage, utilities and the location of buildings.
- Identify habitat and property boundaries, who owns or manages the affected land, and which authority is responsible for the road or site.
These details shape both the remedy and who must approve or maintain it. Coastal dune movement is not automatically damage: wind and waves move and deposit sand as part of natural coastal processes. In some places dunes also provide habitat and natural flood or erosion protection, so the aim should be to manage a specific risk rather than immobilize every dune.

| Measure | How it can help | Key consideration |
|---|---|---|
| Permeable sand fence or other barrier | Slows wind and traps some of the moving sand. | Placement and configuration affect where sand accumulates; the barrier needs inspection and upkeep. |
| Locally suitable vegetation | Roots can help strengthen dune cohesiveness and vegetation can contribute to dune fixation. | Species and planting approach must suit the local ecology; protect plants from trampling and vehicles. |
| Access management | Restricting damaging access can help protect vegetation and reduce disturbance to loose sand. | Use agreed routes and locally appropriate restrictions rather than assuming all access should be closed. |
| Road cleanup and maintenance | Removes sand already affecting a road or other infrastructure. | Coordinate safe work and disposal or reuse with the road authority, land manager and environmental requirements. |
| Coordinated landscape or engineering plan | Can address several sand sources, exposed assets and longer-term land-use issues together. | Requires site-specific assessment, permissions and a clear maintenance responsibility. |
The United Nations Convention to Combat Desertification (UNCCD) describes dune fixation as a combination that can include local trees, bushes and grasses, artificial barriers such as sand fences, access exclusion, and, in some cases, irrigation or soil-stabilization chemicals. That overview describes possible approaches, not a prescription for any particular property. Do not apply chemicals, irrigation, excavation or a fixed planting design without local site and regulatory advice.

How do sand fences help, and what should guide their design?
A fence or other linear obstacle placed in the wind path can slow airflow and trap sand. FAO describes this as a fixation technique, and UNCCD lists sand fences among artificial barriers used as part of combined dune stabilization. A fence can shift where sand accumulates rather than make the sand disappear, so it needs to be positioned with the sand source, wind and protected asset in mind.
There is no transferable fence height, porosity, spacing, setback or maintenance schedule established for roads and buildings across different sites. A generic or off-the-shelf fence should not be treated as engineered protection. Ask a local authority or qualified coastal, geomorphological or geotechnical professional to determine whether a barrier is appropriate, where it belongs, what permissions it needs and how it will be maintained.

When can vegetation and access management help?
Locally adapted grasses, shrubs or trees may help where they are ecologically appropriate. UK government coastal and estuary management evidence notes that roots strengthen dune cohesiveness and that sand-trapping fences can help develop dunes. Protecting established vegetation from trampling and vehicle damage, and directing visitors onto agreed routes, can support that role.
Coastal habitats need particular care. England’s current CCT8 guidance for the Countryside Stewardship Higher Tier, published 10 September 2025 and last updated 7 May 2026, includes vegetation and scrub management, access restrictions, areas of bare sand and allowing natural coastal processes. Its recommendations are for land managed under that scheme and with adviser guidance; they are not engineering specifications for infrastructure protection.

For that English CCT8 habitat action, the guidance recommends maintaining around 10 to 20% bare sand in the agreement area and suggests scrub cover around 5%. Those are scheme-specific habitat-management targets, not targets for stabilizing a road or building site. Blanket planting or trying to prevent all sand movement can be inappropriate in a sensitive coastal dune system.
What should you do when sand is already on a road?
- Address immediate safety. Follow the road authority’s procedures for visibility, road-user safety, drainage and safe work arrangements.
- Coordinate before moving sand. Contact the road authority and property or land manager to establish who is responsible and where material may legally and safely go.
- Check the material and destination. Do not push contaminated sand or road debris into a dune. Any reuse or disposal must follow local authority and environmental requirements.
- Consider the cause as well as cleanup. If sand continues to arrive, assess its source and whether barriers, vegetation protection, access management or a broader plan is suitable.
Cape Town’s 2021 dunes and beaches maintenance plan provides a local example: it includes returning clean sand accumulated on roads and other built infrastructure to suitable beach or dune locations, alongside planting and fencing in rehabilitation projects. That practice is specific to its municipal context, not a general disposal rule. The cited sources do not establish a universal cleanup method or frequency.

How should you protect buildings and plan new development?
For an exposed building, consider the sand source and movement alongside setbacks, land use, barriers, vegetation where appropriate and ongoing maintenance. Sand drift can affect property and infrastructure, but a treatment that works at one site may not fit another. For new construction or substantial exposure, check local planning and coastal-hazard rules and seek qualified assessment; the available guidance does not establish one building setback, wall detail or foundation design for all dune environments.

How can you choose a site-appropriate approach?
Use these questions to frame a decision with the responsible authority or a qualified professional:
- What is exposed? Distinguish a road surface and sight lines from utilities, drainage, a building or dune habitat.
- Where does the sand come from? Consider an inland mobile dune, bare or disturbed sand, coastal wind drift, or storm- and wave-driven change.
- What is the timescale? Separate immediate cleanup from temporary control and longer-term management; fences and plantings need inspection and upkeep.
- What constraints apply? Account for wind and terrain, public safety, ecology, sediment supply, permits, property rights and the authority responsible.
Published local examples should not be treated as performance promises. UK government coastal and estuary management evidence reports that increasing dune volume by 28,000 m³ bought the Hightown frontage 28 years of time. That is a site-specific project outcome, not a forecast for another road or building.
