Whether your startup needs GST registration cannot be decided from one turnover figure alone. The answer depends on PAN-wide aggregate turnover, the kind of supply, the state, and whether a compulsory-registration rule or exception applies. Once registered, choose between regular taxation and composition only after weighing customer invoicing, input tax credit, supply geography, and filing obligations.
This guide reflects official portal guidance available on October 7, 2026. GST provisions and notifications can change, so confirm the current rule for your business before acting.

What is the GST registration limit for a small business?
There is no single threshold that applies to every Indian startup. The usual registration threshold can depend on whether the business supplies goods or services, the state, and applicable exceptions. A threshold is only one part of the liability test: specified activities or supplies can trigger compulsory registration even when turnover is below the usual limit. Check the current provision for the business’s particular activity rather than relying on a blanket “below this amount means no GST” rule. The CBIC GST FAQs and CBIC Sectoral FAQs provide general framing, but some examples on official FAQ pages may be historical; verify current law and notifications before using a specific figure.
How do I calculate aggregate turnover?
Aggregate turnover is calculated across India for all businesses with the same PAN; it is not limited to one state, branch, or GST registration. The measure generally includes taxable and exempt supplies, exports, and inter-state supplies. It excludes GST and compensation cess, as well as inward supplies on which the recipient pays tax under reverse charge. Use this PAN-wide figure when assessing a threshold, then check whether the applicable rule treats your type of supply or activity differently. CBIC explains the definition in its FAQs and Sectoral FAQs.

Can I stay unregistered if turnover is below the usual threshold?
Possibly, but low turnover by itself does not settle the question. Before deciding, identify what you supply, where the supply is made, and whether a compulsory-registration provision or a specific exemption applies. Inter-state supplies and other specified cases can affect the result, but the treatment depends on the applicable rule and facts. Because some older official examples may no longer reflect current provisions, do not apply them as a universal rule; compare your circumstances with current legislation and notifications. CBIC’s GST FAQs offer general guidance, while its older registration FAQ manual should be treated as dated context, not a current checklist.
How do I apply for GST registration?
- On the GST Portal, go to Services > Registration > New Registration to start the normal-taxpayer application.
- Enter the requested business and state details, principal and additional places of business, and goods or services supplied. Follow the portal’s instructions for Aadhaar authentication and verification.
- Submit the application and track any portal requests for additional information or verification. Keep the supporting business and place-of-business details consistent with the application.
The GST Portal’s normal-taxpayer registration tutorial says that when an application is filed within 30 days of the date liability arises, registration is effective from that liability date. A late application receives different effective-date treatment, so do not assume that submitting late will backdate registration in the same way.

Should I choose the composition scheme or regular registration?
Composition can reduce some compliance work for eligible small taxpayers, but it changes what the business can do and how customers experience its invoices. Compare the practical consequences before opting in:
| Decision factor | Composition | Regular registration |
|---|---|---|
| Eligibility | Available only if the business meets the conditions for its activity and state; check current rules. | Subject to the applicable registration rules and obligations. |
| Tax invoice and collection | Cannot issue a taxable invoice or collect GST separately from customers. | Can issue tax invoices and charge GST as required. |
| Input tax credit | Cannot claim input tax credit. | May claim eligible input tax credit subject to applicable rules. |
| Inter-state supplies | The GST Portal Welcome Kit says composition taxpayers cannot make inter-state supplies. | Inter-state supplies may be possible, subject to the applicable rules. |
| Customer fit | May be less suitable when business customers expect a tax invoice and eligible credit. | Can better accommodate customers who need tax invoices, while adding tax and return responsibilities. |
These restrictions are described in the GST Portal’s Welcome Kit. Eligibility conditions and limits vary, so confirm them against current rules and the CBIC Sectoral FAQs. Weigh customer mix, input costs, supply geography, and filing workload; composition is not simply a lower-tax version of regular registration.

Can a small business file GST returns quarterly?
Eligible regular taxpayers with annual aggregate turnover of up to ₹5 crore may opt for the QRMP scheme, which allows quarterly GSTR-1 and GSTR-3B returns while tax is paid monthly by challan. It is not automatic or available to every taxpayer. The GST Portal lists prerequisites that include regular-taxpayer status (or opting out of composition), turnover within the scheme ceiling, and filing the latest GSTR-3B. Check the current portal conditions before choosing or changing your filing frequency; the GST Portal QRMP FAQ explains eligibility and the process.
Monthly filing or QRMP?
| Option | Return cadence | Tax payment | Key consideration |
|---|---|---|---|
| Monthly | GSTR-1 and GSTR-3B filed monthly, where applicable. | Monthly. | More frequent returns; consider this if the business is not eligible for QRMP or prefers monthly reporting. |
| QRMP | GSTR-1 and GSTR-3B filed quarterly for eligible taxpayers. | Monthly by challan. | Quarterly returns do not mean quarterly tax payments; eligibility and filing prerequisites apply. |
Do I need to file a nil GSTR-1?
If you are a taxpayer required to file GSTR-1, the GST Portal says you must file it even when there was no business activity in that tax period. Composition taxpayers and certain other categories are not required to file GSTR-1; they follow the forms and obligations applicable to their status. Check the GST Portal GSTR-1 guidance to confirm whether the form applies to you and what to do for an inactive period.

Is e-invoicing mandatory for my business?
The GSTN-authorized Invoice Registration Portal describes e-invoicing as applicable to taxpayers above ₹5 crore aggregate annual turnover, subject to exclusions and the relevant notifications. That figure is a trigger to check the mandate, not a complete determination for every business: applicability depends on turnover history, business category, and current exclusions. For covered B2B and other specified documents, the e-invoice process authenticates the document and returns an Invoice Reference Number. Confirm the current rules on the IRP e-invoicing mandate page before issuing invoices.
