How to Reconcile GSTR-2A and GSTR-3B Before Claiming ITC

A practical invoice-level workflow for comparing purchase records with GSTR-2B, resolving exceptions, checking ITC eligibility, and posting credit correctly in GSTR-3B.

Before reporting input tax credit (ITC) in GSTR-3B, match your purchase records against the GST Portal’s inward-supply statement, investigate differences, and separately confirm that each credit satisfies GST law. A match is not proof that credit is eligible, and a missing entry is not, by itself, permission to claim it.

One important distinction: although this question is often phrased around GSTR-2A, the GST Portal’s detailed guidance on reconciling records for GSTR-3B concerns GSTR-2B. GSTR-2A is an auto-drafted inward-supplies view; GSTR-2B is a static statement for a tax period. Use the statement and portal instructions applicable to the period you are filing, and do not treat either statement as a legal eligibility ruling.

What should you reconcile before claiming ITC?

Use your purchase register and books as the starting point, then compare each purchase document with the relevant portal statement and the amount you intend to report in GSTR-3B. The GST Portal FAQ advises taxpayers to reconcile GSTR-2B with their own records and books, avoid taking credit twice for any document, make reversals required by the Act and Rules, and pay reverse-charge tax.

Reconciliation is a control, not a substitute for checking the law. The Portal cautions that credit may be unavailable for reasons beyond the cases its statement flags. Section 16 of the CGST Act and the applicable rules govern conditions such as holding prescribed documentation, receipt, business use, payment and time limits, as well as reversals and blocked credit. Check the provisions applicable to the tax period and transaction rather than relying on a statement label alone. See the CGST Act and CGST Rules.

How to reconcile GSTR-2A and GSTR-3B, step by step

  1. Collect the records for the period. Download the applicable period’s GSTR-2B from the GST Portal and retain your purchase register, invoices and other prescribed documents. GSTR-2B is read-only: it is a statement used to help take ITC in the relevant GSTR-3B sections, not a return to file.
  2. Match at document level. Compare supplier GSTIN, invoice or debit/credit note number and date, taxable value, tax amounts, and any amendments against your books and the statement. These are practical matching fields; the official FAQ does not establish a universal tolerance or matching algorithm.
  3. Label each difference and assign follow-up. Record whether an item is absent, has a wrong recipient GSTIN, changed particulars, a value or tax mismatch, a credit note, an import, a timing difference, or a possible duplicate. Where the supplier’s filing or correction appears to be the cause, ask the supplier to check and correct it. A missing statement entry does not by itself establish that the credit may be claimed.
  4. Test legal eligibility independently. Check the prescribed document, receipt of goods or services, business use, applicable tax and return conditions, time limit, blocked-credit provisions, and any reversal requirement. The GST Portal specifically cautions that not every legally unavailable credit will be identified as unavailable in GSTR-2B.
  5. Account for notes, amendments and prior claims. Review later supplier amendments and credit notes for changes or reductions to credit. Check earlier periods and return records so that an amount is not claimed again when the same document appears in another period or statement version. Reverse amounts when required by the applicable law.
  6. Post only the eligible amount to the appropriate GSTR-3B field. Use the relevant table based on the nature of the credit, and check the current portal instructions for the period before filing. Reverse-charge liability is reported separately from the related ITC.
  7. Keep an exception trail. Retain the invoice, purchase-register entry, statement extract, supplier follow-up or correction, eligibility assessment, and final return treatment together. This gives a reviewer a record of why the credit was claimed, deferred, or reversed.

Why can a purchase invoice be missing from GSTR-2B?

GSTR-2B is generated from specified supplier and government data feeds, including supplier GSTR-1/1A/IFF, GSTR-5, ISD GSTR-6, and import information. A document may be absent or different because it was not reported, was reported with incorrect particulars, was amended, or appears in a different period. Compare the supplier’s reported details with the invoice and check the relevant period’s statement rather than assuming the cause.

  • Supplier filing or recipient details: Ask the supplier to confirm the filing and recipient GSTIN. Track any correction through the period in which it becomes visible.
  • Amendment or timing: Supplier documents filed later or amended can affect a later period’s statement. GSTR-2B is static for a period; do not assume a later correction changes the original period’s statement.
  • Imports: The statement includes IGST import data from ICEGATE, but some imports, including some courier imports, may not appear. Compare import entries with bills of entry and customs evidence, and investigate omissions.
  • Import of services under reverse charge: This is not included in GSTR-2B. The Portal directs taxpayers to report the liability in GSTR-3B table 3.1(d) and the credit, after tax payment, in table 4(A)(2).

Can you claim ITC if it is not showing in GSTR-2B?

Do not decide from the missing entry alone. Establish the facts, locate the prescribed document, check the statutory conditions and time limit applicable to the period, and determine whether any restriction or reversal rule applies. If the supplier has not reported or has incorrectly reported the document, pursue correction and document your decision. The Portal’s advice to reconcile is not a blanket authorization to claim credit absent from the statement.

The statement’s “not available” indicator is also limited: the Portal FAQ describes specified cases, including time-barred documents under Section 16(4) and a stated place-of-supply mismatch, while warning that other provisions may make credit unavailable even if the system does not mark it unavailable. Likewise, a document appearing in the statement does not establish receipt, business use, or satisfaction of every statutory condition.

Which GSTR-3B table should you use for ITC?

The Portal describes auto-population into GSTR-3B and identifies the following credit categories. Confirm the current form mapping and instructions for the tax period, since portal instructions can change.

Credit category GSTR-3B location described by the Portal Reconciliation point
Other ITC from registered suppliers 4(A)(5) Match eligible documents and account for amendments, notes and prior claims.
Input Service Distributor credit 4(A)(4) Compare the ISD information with the credit distributed and your records.
Reverse-charge credit, other than import of services 4(A)(3) Credit may be taken on payment of the reverse-charge tax; report the liability separately in 3.1(d).
Import of goods 4(A)(1) Reconcile the statement with bills of entry and customs evidence; some import records may be missing from GSTR-2B.
Import of services under reverse charge 4(A)(2) Not included in GSTR-2B; report liability in 3.1(d) and credit after payment of tax.

What special checks can change the reconciliation?

Reverse charge

For reverse-charge supplies shown in GSTR-2B, the Portal says to declare the tax payable in table 3.1(d); credit may be taken in 4(A)(3) on payment of tax. For import of services, use the separate treatment described above because it is outside GSTR-2B. Do not confuse the liability entry with the credit entry.

Supplier non-payment

The CBIC rules describe a reversal framework where consideration and tax are not paid within the period stated in Section 16(2), including 180 days, subject to the rule’s details and exceptions. That period is part of a legal framework, not a universal instruction to reverse every unpaid invoice automatically. Check the current rule text, applicable exceptions, and the facts before deciding how to treat an entry.

Time limits and place of supply

Section 16(4) sets a time-limit framework for taking credit, but the applicable cutoff depends on the financial year, annual return and amendments in force for the period. The Portal may identify certain time-barred or place-of-supply cases, but its indicator does not replace checking the current law and the transaction’s facts.

What should your reconciliation record show?

  • Tax period and statement version used.
  • Invoice or other document details and the corresponding purchase-register entry.
  • Difference category, amount involved, and whether supplier action is pending or complete.
  • Eligibility conclusion, including the document, receipt, business-use and restriction checks relevant to the transaction.
  • Return treatment: claimed, deferred, omitted or reversed, with the GSTR-3B table where applicable.
  • Evidence supporting the decision, including supplier correspondence, amendments, customs records or tax-payment evidence where relevant.

The Portal’s FAQ gives the practical control in direct terms: “Taxpayers are advised to ensure that the data generated in Form GSTR-2B is reconciled with their own records and books of accounts.” It also says, “No credit is availed twice for any document under any circumstances.”
