To prioritize work without making everything feel urgent, separate importance—how much a task advances a goal or responsibility—from urgency—whether it needs attention now. Triage the work you can control, schedule important work before it becomes a crisis, and make capacity and trade-offs visible when the demand exceeds what you or your team can deliver.
Why urgent work keeps taking over
Urgency and importance are different tests. A request may arrive with urgent language but have no near-term consequence if it waits; meanwhile, important planning or project work may have no immediate deadline. If you respond only to what is loudest or newest, important work can be repeatedly displaced.
A personal prioritization method can help you choose what to do next, but it cannot resolve conflicting commitments made by different stakeholders or create more team capacity. When the workload is larger than the available time and people, someone with authority must decide what takes precedence and what waits.
A practical daily triage
1. Make the work visible
List active commitments, not just tasks in your inbox: project work, operational duties, follow-ups, and requests from other teams. Include work already underway and the time it requires. At team level, list the projects competing for the same people. Hidden commitments can make a full workload look like spare capacity.

2. Test importance and urgency separately
For each item, ask two questions:
- Importance: Does this materially advance a goal, responsibility, safety need, or customer outcome?
- Urgency: What specifically goes wrong if it waits until your next planned review?
Use a real deadline or consequence to assess urgency, rather than the fact that a message arrived recently or was labeled “urgent.” These questions are prompts for judgment, not a validated scoring system.
3. Choose a response
The Eisenhower Matrix is a useful way to sort tasks into four practical responses:

The matrix helps classify work; it does not automatically rank every task or settle disagreements over whose goals matter most.
4. Compare tasks that are genuinely competing
When two tasks cannot both be done on time, make the trade-off explicit. Compare their effect on goals, the consequence and credibility of each deadline, the time and capacity needed, dependencies and people blocked, and whether a task requires your particular expertise. No universal weighted score for these factors is established, so explain the reasoning rather than presenting a homemade formula as objective.

Schedule important work—and account for capacity
Important work that is not urgent needs a place on the calendar. Without a defined work block, reactive requests can repeatedly crowd it out. But calendar slots alone do not solve a workload that cannot fit. Show your manager the ranked list alongside the work already in progress and the capacity you realistically have.
For competing projects, teams need an ordered portfolio and a visible capacity boundary: which work gets resources now, and which work waits. In a 2000 PM Network article, Jay Christensen recommends ranking projects in whole-number order and assigning an accountable referee to resolve conflicts. He also suggests reviewing priorities about every 30 days; that is his proposed cadence, not a universal rule. The article argues that broad labels such as “high,” “medium,” and “low” can leave teams uncertain when several demands compete.

Christensen’s article describes one illustrative client case involving approximately 400 employees, with approximately 25–30 employees engaged across 60 active projects. Those figures describe that reported case, not a current benchmark or a general measure of project capacity.

- the active work and its current commitments;
- the consequence and timing of each delay;
- the effort, dependencies, and people involved; and
- what can realistically be completed, plus what must wait if a new task is added.
Ask the accountable manager or team lead to confirm the order and communicate the resulting trade-off to stakeholders. This turns an implied expectation that everything will happen into an explicit capacity decision.
Recheck the workload when the work changes
Workload is not fixed. The UK Health and Safety Executive’s 2024-10-29 workload guidance notes that “Workload can ‘drift’ over time as new activities are added gradually.” Review the work when responsibilities, tasks, systems, or equipment change, and look at how demands are distributed across the team and across time. Include mental as well as physical demands, and check whether roles and priorities are clear.
Why finishing easy tasks can be misleading
Clearing several small items can feel productive without resolving the most consequential work. A 2020 Management Science study examined six years of emergency-department data and found that physicians tended to select easier tasks under increased workload. After adjustment for work complexity, that preference was associated with worse throughput; selecting easier tasks was also associated with lower learning in service times. The findings concern that emergency-department setting and should not be assumed to describe every worker or workplace.
