1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteYou can reduce the risk of a Google manual action by following Google Search Essentials, reviewing pages and links against its spam policies, and making sure the pages you want indexed are accessible to Google. But compliance is not immunity: it does not guarantee that Google will crawl, index, or serve a page, or that it will rank well. If Search Console reports a manual action, the route to recovery is to correct every affected issue and page, then request a review.
What Google Search Essentials compliance can—and cannot—do
Google Search Essentials has three parts: technical requirements, spam policies, and key best practices. Together, they explain what Google needs to access and understand a page, what conduct it considers spam, and how site owners can create useful content. Google recommends helpful, reliable, people-first content and using the words readers use in prominent locations such as titles and headings. Its guidance is a baseline for responsible SEO, not a promise of visibility.

Google explicitly says that meeting its technical requirements does not mean a page will be crawled, indexed, or served. A page can be technically eligible without appearing in results; likewise, the presence of a page in results does not prove that every SEO practice on the site is sound. Google also says it does not cost money to appear in Google Search results. Be wary of anyone who promises guaranteed inclusion, rankings, or immunity from a manual action in exchange for payment. Google Search Essentials is the starting point for the full guidance.
A manual action is a specific enforcement outcome: a human reviewer has determined that pages on a site do not comply with Google’s spam policies. Google also uses automated systems to enforce those policies. A manual action can affect some pages or the whole site, and a policy violation can result in lower rankings or removal from results. Not every ranking change, indexing problem, or traffic drop is a manual action.

This distinction matters because the response depends on the diagnosis. A Manual Actions report is evidence that Google has documented a human-reviewed policy issue. A traffic decline without an action in that report needs a separate investigation; it is not a reason to assume that a reconsideration request is appropriate.
How to prevent policy problems before publishing
Use Google’s spam policies as a recurring editorial and technical review—not just a checklist applied after a problem appears. Review the content itself, how pages are linked, structured data, user-generated areas, and material supplied by third parties. The relevant question is whether a practice misleads users or manipulates Search systems, or whether a page fails to provide meaningful original value. An isolated symptom is not proof that Google will issue a manual action; assess the purpose, implementation, and effect of the practice.
Apply that review at the level where decisions are made. Editors can check whether a page fulfills its promise to readers; developers can examine templates and crawler access; partnership and marketing teams can review link arrangements; and community managers can review user submissions. A policy check that only covers article prose may miss problematic links, structured data, or pages generated by a template.
Check that users and crawlers receive the same page
Cloaking means presenting different content to Google and users to manipulate Search or mislead visitors. Before publishing, confirm that the main content and destination users receive are consistent with what Googlebot can access. Differences caused by ordinary technical behavior are not automatically evidence of cloaking; the policy concern is deceptive or manipulative intent and implementation.
For a practical review, compare the page a visitor sees with what the crawler can access, including the main content and where links lead. Investigate if a crawler is shown keyword-rich material while users receive something substantially different, or if content is concealed from users but used to influence Search. Don’t treat every rendering variation as a violation; focus on whether the difference is intended to deceive or manipulate.
Make sure search visitors land on a useful destination
Doorway abuse involves pages created to rank for similar queries or locations that funnel visitors to a less useful destination, rather than serving a distinct user need. Review location pages, query-specific landing pages, and other near-duplicates: would each page help the visitor who arrives there, or is its main role to capture a search and send the visitor elsewhere?
For example, a set of near-identical pages targeting neighboring locations deserves review if each page exists mainly to collect search visits and route people to the same destination. The key question is not simply how many pages exist; it is whether those pages offer distinct, useful information for visitors or function as a funnel.

Link spam involves links created primarily to manipulate rankings. Review both links your site places and links it obtains, including paid or otherwise arranged links and contributions made by users or partners. A link’s existence alone does not establish a violation; the concern is a scheme or practice intended to influence Search rankings contrary to the policy.
Look at why a link was created and the arrangement behind it, not only the number of links or the words in an anchor. Review partner placements, paid arrangements, and user-submitted links for patterns whose primary purpose is to affect rankings. If the issue is confirmed, remediation needs to address the relevant practice and scope, not just one conspicuous URL.

Use search terms to describe the page, not to crowd it
Keyword stuffing is the unnatural repetition or accumulation of terms intended to manipulate rankings. Use the language readers use where it helps identify the page—especially in prominent locations—but do not add repetitive keyword blocks that make copy hard to read or exist mainly for Search.
A sound editorial test is whether the phrase clarifies the page for a person. If a passage repeats variants of a query without adding information, remove or rewrite it. Google’s advice to use words readers use is not a request to insert every possible search phrase; clarity and usefulness remain the point.

Scaled content abuse concerns producing many pages primarily to manipulate Search rather than help users. Thin affiliation is a concern when affiliate pages provide little or no original value beyond material available elsewhere. Ask whether the page contributes useful reporting, analysis, expertise, comparison, or another clear benefit for its intended reader. A large page count or an affiliate link alone does not establish abuse; purpose and user value matter.
When reviewing a large collection, look beyond a few polished examples. Consider whether the content program produces substantially repetitive pages, whether each page serves a distinct reader need, and whether the material adds something beyond what is already available. For affiliate content, the presence of a commercial relationship is not by itself the policy issue described here; the concern is a page with little or no original value.
Apply the same value test to AI-assisted content
Google does not prohibit all generative-AI content. Its concern is using generative AI to create many pages without adding value for users, which may violate the scaled-content-abuse policy. Treat AI as a production method, not a substitute for editorial responsibility: review accuracy, usefulness, originality, and whether the finished page genuinely serves its audience. See Google’s guidance on generative AI content.
In practice, do not use the tool or the number of pages produced as the sole measure of quality. Review what readers receive: does the page answer a real need, add meaningful value, and avoid merely repackaging material at scale? The relevant policy distinction is the purpose and value of the content, not whether AI was involved in its creation.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Keep pages technically eligible and reachable
Google lists three minimum technical requirements for a page to be eligible to appear in Search: Googlebot can access it, it returns an HTTP 200 status, and it contains indexable content. These conditions do not guarantee indexing. Use them to identify preventable access and page-response problems, not as a ranking or inclusion promise. Google’s technical requirements explain the details.
- Access: Check that the intended page is not blocked from crawling. Search Console’s Page Indexing and Crawl Stats reports can help identify access and crawling problems; URL Inspection can test an individual URL.
- Response: Confirm the page returns HTTP 200 rather than an error or redirect that prevents the intended content from being accessed.
- Indexable content: Check that the page contains content Google can index and that you have not applied a directive that conflicts with your intended outcome.
A robots.txt block prevents crawling, but a blocked URL may still appear in results. If your goal is to keep a crawlable URL out of the index, Google’s technical guidance says to use noindex; Google must be able to crawl the page to see that directive. The choice depends on the outcome you want: blocking crawling and preventing indexing are not interchangeable.
Use the right tool for the scope of the question. Page Indexing and Crawl Stats can help surface broader crawling or indexing patterns, while URL Inspection is useful when you need to test an individual page. A report can help you identify a technical obstacle, but it does not determine whether a page complies with spam policies. Conversely, resolving a policy problem does not make a blocked or otherwise inaccessible page reviewable.

How to check whether Google issued a manual action
Do not infer a manual action from a traffic chart alone. Open the Manual Actions report in Search Console and check whether Google has documented an issue. The report identifies the issue and affected patterns; its scope may be limited to part of a site or extend sitewide. Expand each issue and read the linked explanation so you know which policy concern and URL patterns to investigate. Google’s Manual Actions report guide describes the report and review process.

- Open Search Console for the property you need to diagnose.
- Go to Security & Manual Actions, then select Manual Actions.
- Expand every listed issue. Note its description and the affected page patterns or examples.
- Use those patterns to audit the full affected scope. Do not assume the sample URLs are the only pages that need correction.
Keep a working record as you investigate: the issue shown in the report, representative examples, the types of pages that share the pattern, and what you find on each. This makes it easier to avoid overlooking a second affected template or section. If more than one issue is listed, treat each one as a separate item to resolve before requesting review.
If there is no manual action listed, investigate other explanations separately. A decline can relate to ranking changes, indexing or crawling, security problems, or ordinary traffic variation. Google’s guide to diagnosing a traffic drop covers other possible causes. A clean Manual Actions report does not by itself explain a decline or guarantee that a page is indexed.
What to do after a manual action appears
Google’s sequence is important: identify the full scope, fix the issue on every affected page, make sure Google can access those pages, and then request review in the Manual Actions report. Google says that fixing only some affected pages will not earn a partial return to results. Do not submit a request while known affected pages remain uncorrected.
1. Map the action to pages and causes
For each issue in the report, record the policy concern, affected patterns, and representative URLs. Then inspect pages beyond the examples where the same practice may exist. If a link-related issue is reported, assess the relevant link practices and the scope they affect; if a content issue is reported, examine the affected page types and the editorial process that produced them. A page-by-page audit is more reliable than fixing only the URLs that happen to be listed as examples.
Recommended Free Tools
Separate the visible examples from the underlying pattern. An example URL helps indicate what to investigate, but similar pages may share the issue even if they are not individually listed. Check related sections, templates, and publishing processes so you can define the scope based on the practice rather than a short sample.
2. Correct the underlying practice across the affected scope
Make changes that address the reason for the action, not just its visible symptoms. Depending on the issue, that may mean rewriting or removing low-value pages, removing deceptive differences, changing how landing pages funnel visitors, correcting manipulative link practices, or improving content that offers little original value. The particular action and Google’s linked explanation should guide the remedy; there is no single repair that fits every policy category.
Keep track of what changed and where. A concise remediation log can help you verify that all affected page types were handled and later explain the outcome clearly. Do not assume that deleting one example or changing a label is enough if the same underlying practice remains elsewhere on the site.
3. Confirm that Google can review the corrected pages
Before requesting review, verify that affected pages are reachable by Google. A login wall, robots.txt block, or an inappropriate noindex directive can prevent Google from reviewing a correction. Use URL Inspection for individual pages and Search Console’s crawling reports where they help confirm access. The review request should not point Google to pages it cannot see.

This access check is a prerequisite for an effective review, not a substitute for fixing the policy issue. If a page must be reviewed, make sure its corrected version is accessible; do not leave it hidden behind a technical restriction and expect Google to evaluate the changes.
4. Request review from the report and explain the work
When all affected issues have been addressed, use the review option in the Manual Actions report. Make the request specific and evidence-led. Explain what the problem was, what you changed across the affected scope, and the outcome of those changes. A useful request lets the reviewer understand the correction without making them infer what was done from a general assurance that the site now follows the rules.
Organize the explanation around three points: identify the issue, describe the corrective work across the affected pages or patterns, and state the outcome. If the site had several affected areas, say how each was handled. Avoid relying on a broad statement of intent; the request should communicate the concrete work completed and its scope.
Google says many reviews take days or weeks, and link-related cases may take longer. Wait for the decision on a pending request rather than resubmitting before it is complete. A review outcome does not promise a particular ranking or immediate restoration of traffic.
Build a repeatable prevention routine
Manual-action prevention is more effective when it is part of publishing and site maintenance than when it is a one-time audit. Assign clear ownership for reviewing policy-sensitive changes, especially when content, links, structured data, or third-party contributions are handled by different teams.
- Before publication: Check whether the page answers a real reader need, represents its content accurately, and uses search terms naturally. Review any templated or scaled page program for distinct value.
- Before changing templates: Test a representative set of pages for crawler access, HTTP 200 responses, indexable content, and consistency between the user-facing page and what Googlebot can access.
- When adding third-party or user-generated material: Review the content and links for deceptive, manipulative, or low-value patterns rather than assuming that responsibility ends with the contributor.
- During ongoing maintenance: Use Search Console reports to spot crawling and indexing issues, and check the Manual Actions report when enforcement is suspected. Treat these as separate diagnostics: technical eligibility does not establish policy compliance, and a traffic decline does not establish a manual action.
When a confirmed action affects a large or complex site, an experienced SEO professional may help map the scope and coordinate remediation, but Google does not require a paid consultant or tool. Site owners can use the official documentation and Search Console to diagnose and submit a review themselves.
There is no required paid product or service in this process. Start with Google’s free Search Essentials documentation and the reports available in Search Console. If a confirmed action is complex enough that your team cannot confidently identify its full scope, outside help is an option—not a prerequisite or a guarantee of recovery.
How to judge the right response
Choose the next step based on what Search Console and the page evidence show, rather than on traffic movement alone. A confirmed action calls for full remediation against the report’s issue and affected scope. No reported action calls for a separate diagnosis of indexing, ranking, security, or traffic factors. A technical access failure calls for fixing access or page eligibility; it does not, by itself, prove a spam-policy violation.
The practical standard is straightforward: make pages useful and accurately represented, avoid practices aimed at deceiving users or manipulating Search, keep intended pages technically accessible, and investigate enforcement through the report designed to show it. That reduces avoidable policy risk while recognizing that Google retains discretion over crawling, indexing, serving, and ranking.

Frequently Asked Questions
How do I check for a Google manual action?
In Search Console, open the property and go to Security & Manual Actions, then Manual Actions. Expand each listed issue and review its explanation and affected page patterns. A traffic drop alone does not confirm a manual action.
What should I include in a reconsideration request?
Use the review option in the Manual Actions report after fixing every affected issue and page. Explain what the issue was, what corrective steps you took across the affected scope, and the outcome. Be specific about the work rather than offering only a general assurance.
How long does a manual-action review take?
Google says many reviews take days or weeks. Link-related cases may take longer. Wait for a decision on a pending request instead of resubmitting before the review is complete.

Pick the symptom - the matching free tool is one click away.
Does fixing only some affected pages remove a manual action?
Google says fixing only some affected pages will not earn a partial return to results. Identify the full scope, correct every affected page, and make sure Google can access the pages before requesting review.
Does a robots.txt block keep a URL out of Google Search?
Not necessarily. A robots.txt block prevents crawling, but a URL may still appear in results. If you want a crawlable URL kept out of the index, Google’s technical guidance says to use noindex; Google must be able to crawl the page to see that directive.
Does Google prohibit AI-generated content?
No. Google’s concern is using generative AI to create many pages without adding value for users, which may violate the scaled-content-abuse policy. Review the finished content for usefulness, accuracy, and original value.
Do I need to hire an SEO consultant or buy a tool to resolve an action?
No paid consultant or tool is required by Google. You can use official documentation and Search Console yourself. Optional professional help may be useful when a confirmed action affects a large or complex site and your team needs help mapping the scope.

No. Google says meeting technical requirements does not guarantee that it will crawl, index, or serve a page. Compliance can reduce avoidable policy risk, but it does not guarantee visibility, rankings, or immunity from enforcement.
The Bottom Line
Use Search Essentials as an ongoing standard for useful content, honest presentation, policy-compliant links, and technical access. If Search Console confirms a manual action, fix every affected issue and page, ensure Google can reach the corrections, and submit a clear review request. Neither compliance nor a successful review guarantees rankings or immediate traffic recovery.
