For a long-term web archive, save a capture of the page and its reachable resources in an archive format such as WARC; keep descriptive and preservation metadata with it; validate and maintain additional copies; and document what the capture missed. A screenshot records one visible rendering, but it does not replace an archive of page resources and capture context.
What to preserve: the screenshot and the website capture
A screenshot is useful as a visual reference or thumbnail: it shows how a page appeared at a particular moment. A web-archive capture is a different record. WARC can package multiple harvested resources and related information, including records with fields for date, type, and length. That makes it suitable for retaining resources and capture context for later indexing and stewardship. Neither a screenshot nor an archive package guarantees that every interactive or dynamic feature will work later.

The Library of Congress identifies WARC as its preferred web-archive format and lists WACZ and ARC_IA as acceptable in the contexts described in its Recommended Formats Statement. The format is only one part of the decision: a capture tool determines what it can actually retrieve and include.
- WARC: the Library of Congress’s preferred format; consider it when it is supported by your capture and replay workflow or required for institutional handoff.
- WACZ: also listed as acceptable by the Library of Congress. Confirm that the tools used by your team support the package and intended access workflow.
- ARC_IA: an older format that the Library also lists as acceptable in its statement. Check support in the tools that will receive or replay the files.
The cited guidance does not establish a complete feature-by-feature comparison or a universally best choice beyond the Library’s stated preference for WARC. Check format support, portability, handoff needs, and the replay or access tools you expect to use.

Capture the page and its reachable resources
Choose a web-capture tool that can produce an archive format you can retain and use later. Capture the page together with reachable resources rather than relying on a rendered image alone. A crawler may still miss content; record the limitations instead of presenting a capture as a complete copy of the live site.
Expect some content to be unavailable
The Library of Congress notes that streaming media, deep-web and database content, externally queried visualizations, some interactive maps, and restricted content may not be available in captures. Access controls, site behavior, and technical dependencies can affect what a tool obtains. Preserve a note describing important content that could not be captured, and distinguish the archived capture from the live website.

Save a supplementary screenshot when useful
If a visual reference matters, save a screenshot alongside the corresponding archive capture. Label it with the page URL and capture date and time, and associate it clearly with the archive files. This is practical cataloguing advice, not a screenshot naming rule prescribed by the Library of Congress.

Do not leave future readers to infer what a file contains or why it was saved. Record, at minimum, the target URL, capture date and time, responsible person or organization, purpose or collection context, and known limitations. Keep human-readable description and display labels distinct from the technical information recorded by the archive format.

Metadata layers answer different questions:
- WARC records describe captured resources and technical capture details. The Library of Congress’s WARC format description explains how records and headers support context, indexing, and preservation.
- PREMIS is a preservation metadata model for Objects, Events, Rights, and Agents. The Library of Congress provides PREMIS 3.0 as a resource for structuring that information.
- Collection description gives researchers the human-facing context they need to find and interpret a capture, such as why it was collected and how it relates to other material.
These layers complement one another; they are not interchangeable. For a screenshot, include enough description to identify its associated page and capture without implying that the image contains the page’s underlying resources.
Validate files and maintain more than one copy
After capture, check that the archive files can be opened or processed by the tools intended for your workflow, and that any associated screenshot and metadata remain linked to the right capture. Periodically check that stored files remain readable. Keep multiple copies; the Library of Congress describes its own web-archive copies as stored and managed for long-term preservation and access. A local drive can be one additional copy, but a single drive alone is not a preservation strategy. The cited sources do not prescribe a checksum schedule, storage architecture, or particular drive.

Make a site easier to capture
If you control the website, the Library of Congress’s site-owner guidance recommends practices that reduce avoidable archiving challenges:
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- Use stable URIs, transparent links, and a sitemap so crawlers can discover pages and navigate them.
- Avoid robots.txt rules that block essential CSS or JavaScript from capture.
- Follow web standards and use open, sustainable formats where practical.
- Embed character encoding and useful descriptive metadata.
These steps improve the conditions for capture but do not guarantee a complete capture or flawless preservation. As the Library of Congress puts it: “While adhering to these recommendations won’t guarantee a high-quality archival capture and subsequent flawless preservation of your website, not following them will ensure additional archiving and preservation challenges.”
