To preserve a web page as a useful record, capture it promptly, document its URL and capture circumstances, keep the original file unchanged, and retain enough context to identify and interpret it later. A screenshot can show what appeared on screen, but it may not preserve links, page structure, or related files. For important material, consider a broader web capture and keep a record of how it was collected. These steps improve preservation and documentation; they do not guarantee admissibility in court, which depends on the jurisdiction and circumstances.
What to record when you capture a web page
Collect the page as soon as practical, especially if it may change or disappear. Save the original output as collected, without annotations or edits. Alongside it, record:

- The complete page URL.
- The date and time, including the time zone.
- Who made the capture.
- The method and software or service used.
- Any access, loading, or rendering limitations.
- Whether an image shows the entire page or only the visible portion.
For organizational records, documented procedures and secure environments help protect web records from unauthorized change or destruction. The National Archives and Records Administration (NARA) describes a web snapshot as a capture of a site at a particular point in time and recommends a site map to record page relationships. See NARA Guidance on Managing Web Records.

Choose a capture method that matches what you need to preserve
A rendered image, a saved file, and a website archive preserve different things. Choose based on whether you need appearance, a specific document, or relationships among pages and resources.

| Method | Useful for | Main limitation |
|---|---|---|
| Screenshot | Recording visible appearance at a particular moment. | May omit links, page structure, hidden content, and related resources. |
| Save or download a document or page | Retaining a particular file or a simple page. | May not preserve linked context or interactive behavior. |
| Website crawl or archive capture | Preserving multiple resources and some structure for replay. | Completeness depends on crawl scope and site behavior; replay may differ from the original. |
| Paper scan | Creating a digital copy of a physical document. | Does not by itself document provenance or authenticate the copy. |
When a screenshot is enough—and when it is not
A screenshot is useful when the visible appearance is the point: for example, the wording and layout shown at a particular time. It is not a complete substitute for the page’s underlying files or structure. For material where links, related pages, or embedded resources matter, use a capture method that retains more than a rendered image and document its scope.
What a web archive can preserve
The Library of Congress explains that web archiving begins with seed URLs and can range from a single document to a domain. Its captures aim to create a reproducible copy and may collect HTML, CSS, JavaScript, images, PDFs, audio, and video. Its web archives are stored in WARC, with ARC used for some older collections. Selection of seeds and capture frequency affect what is collected; replay is not guaranteed to reproduce every dynamic feature exactly. See the Library of Congress Web Archiving FAQ.

NARA recommends methods that retain hypertext functionality for federal web content appraised as permanent, and discusses snapshots and harvesting as preservation methods in its web records guidance. WARC is an archival container, not a guarantee that every feature will replay perfectly or that a private capture will be accepted in court.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPreserve content, context, and structure
A file is easier to understand later when it travels with the information needed to identify it and explain how it was collected. Depending on the purpose, retain the URL, timestamp, downloaded files, a site map or capture manifest, and notes about the browser, service, or export method. NARA identifies content, context, and structure as relevant to trustworthy web records; site maps and system information can help preserve relationships and interpretability.

- STAY ORGANIZED – Easily convert your paper documents into digital formats like searchable PDF files, JPEGs, and more.Power Consumption : 2.5W or less (Energy Saving Mode: 0.7W). Suggested Daily Volume : 500 scans..Does it contain liquid: no
- CONVENIENT AND PORTABLE –lightweight and small in size, you can take the scanner anywhere from home offices, classrooms, remote offices, and anywhere in between
- HANDLES VARIOUS MEDIA TYPES – Digitize receipts, business cards, plastic or embossed cards, reports, legal documents, and more
- FAST AND EFFICIENT – No technical hurdles or complicated setups here; easily scan both sides of a document at the same time, in color or black-and-white, at up to 12 pages-per-minute, and with a 20 sheet automatic feeder
- BROAD COMPATIBILITY – Works with both Windows and Mac devices, be it laptop or computer
For permanent electronic records, NARA says agencies must transfer documentation adequate to identify, service, and interpret records for as long as needed. Its metadata requirements for permanent electronic records compile relevant metadata elements. Those federal transfer obligations do not automatically apply to personal records; the practical point is to retain enough descriptive information for future identification and use.
Protect the original and check file integrity
- Keep an unchanged original. Restrict access to the collected file and do not annotate, redact, convert, or otherwise alter it.
- Make a working copy. Use a separate copy for highlighting, redaction, conversion, or other processing.
- Record a hash if you need a way to detect later changes. A cryptographic hash produces a repeatable fingerprint for a particular file. Record the algorithm, hash value, calculation time, and file identity in a manifest.
- Recalculate and compare later. A matching value supports the claim that the compared file has not changed since the earlier calculation.
The Library of Congress describes fixity monitoring with cryptographic values such as MD5 or SHA and manifests maintained in inventory systems; see Data Integrity Management. A hash does not prove who created the content, whether it was true, or whether it is admissible. NARA defines web-record integrity as the record being “complete and unaltered” in its web records guidance.

Decide how often to capture changing pages
There is no single appropriate interval for every page. NARA recommends setting snapshot frequency through risk profiling: material with higher records-management risk is likely to need more frequent snapshots. For a time-sensitive issue or rapidly changing page, capture promptly and consider documenting subsequent versions. A stable reference page may need a less frequent schedule for an organization’s purposes.
Digitize paper documents with provenance in mind
A scanner creates a digital copy; it does not authenticate that copy or establish its legal status. Keep information about the physical source and the conversion process, such as the capture details and source-object information discussed in NARA’s Technical Guidelines for Digitizing Archival Materials for Electronic Access. For agencies, NARA’s Records Basics explains that record status does not depend simply on whether an item is an original or copy, and that converted records need adequate authenticity, reliability, usability, and integrity to serve in place of the source. These are not a guarantee that any particular scan will meet a legal standard.

For a quick rendered capture, ScreenshotNeo provides a screenshot API. One GET request returns a screenshot or PDF; for this example, the response is saved as a WebP image.
ScreenshotNeo API documentation
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
ScreenshotNeo accepts cookie or consent banners before capture and removes more than 60 known consent platforms, newsletter popups, and chat widgets; each of those steps can be turned off. Bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and the response includes X-Page-Verdict and X-Billed headers. Its MCP server provides take_screenshot, get_page_info, and capture_pdf tools for AI agents and other MCP clients. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 shots. A rendered screenshot still does not preserve a site’s full structure or establish legal admissibility. Learn about ScreenshotNeo, or sign up for 1,000 free screenshots a month with no card.
When legal consequences matter
Preservation steps can improve documentation and help detect later file changes, but no screenshot, archive capture, hash, or scan guarantees that material will be admitted as evidence. Rules vary by jurisdiction and circumstances. For a consequential legal matter, consult a lawyer familiar with the applicable rules.
Frequently Asked Questions
Does a matching hash prove that a web page was authentic?
No. It supports the narrower claim that the compared file has not changed since the earlier hash was calculated; it does not establish authorship or truth.
Does scanning a paper document make it legally equivalent to the original?
Not automatically. A scan creates a digital copy, and its reliability depends on the circumstances and applicable requirements.
