Adoption records and reunion registries can help you learn about your birth family and, in some cases, make contact—but the route depends on where the adoption was finalized, when it happened, and which records or services are available. Start with the official adoption or vital-records authority for that jurisdiction. A registry may require both sides to consent, and an adult adoptee is not automatically entitled to an original birth certificate in every state.
Start with the adoption’s location and record trail
Before applying, gather what you know: the state or country where the adoption was finalized, its approximate date, the agency or attorney involved, the court, and any case number. Ask adoptive family members whether they have agency paperwork or non-identifying background information. The adoption’s location—not necessarily where you live now—often determines which rules and services apply.

Different information may be held by different offices. New York, for example, distinguishes non-identifying information, identifying information, and medical information in its Adoption Information Registry. Indiana notes that available medical-history information depends on the birth year and whether information was submitted. Requesting one type of information does not necessarily provide another, and receiving a record does not itself authorize contact.
Agency records may contain identifying information when an agency arranged the adoption. If you do not know which agency handled it, ask the relevant state office whether it can help locate the file. For an independent adoption, court records may be a route, though courts and jurisdictions differ in how they organize and retain them.

Check what records you can access
An original birth record, often called an original birth certificate, is governed by jurisdiction-specific rules. Do not assume it is open to every adult adoptee or that it will supply a complete account of birth relatives. These examples illustrate how different the rules can be; they are not a nationwide summary.

Eligibility, forms, age thresholds, and what can be released may change. Read the current official instructions for the jurisdiction where the adoption took place before sending documents or paying for a service.

Understand what a reunion registry does
A mutual-consent registry gives eligible adoptees and birth relatives a way to record that they are open to a match or contact. In many such systems, identifying details are shared only after both sides register or otherwise consent. If the person you hope to find has not registered, a passive registry may have no match to report and may not search for them.
State rules and procedures differ. The Texas Central Adoption Registry says matches can occur when an adoptee and birth relative or relatives submit information. It requires consent to release identifying information and describes a one-hour post-adoption counseling session and a written biography or history before information exchange. California’s mutual-consent route requires applicable forms from both the adult adoptee and birth parent before it discloses contact details. Utah likewise separates eligibility to request an original record from mutual consent to share contact information.

Ask the registry what it handles: record access, matching, active searching, or contact facilitation. Also ask who may apply, how identity or relationship is verified, what must happen before information is released, and whether staff verify matches. Do not assume another state uses the same forms, ages, fees, or steps.
If no registry match appears, ask about active search services
A passive registry records participants and waits for a match. An active search service is different: an authorized person may review records, try to locate the relative, make contact, and handle any response under the service’s consent rules.

Maryland describes both a passive registry and separate search services through its Search Contact and Reunion Services. Trained confidential intermediaries can search records and approach the person sought. Maryland says an intermediary cannot try to persuade someone who declines contact. Its state services have no fee; that is specific to Maryland and does not establish the cost of services elsewhere. Private agencies may set their own fees.
If an agency handled the adoption but you do not know where its file is, ask the state office whether it can identify the file holder or route a request. California says an adoptee can submit a consent form to the Department of Social Services, which can determine whether the department or a licensed agency maintains the file and route the form accordingly. Not every jurisdiction offers the same help.

Consent, privacy, and making contact
A person’s contact preference affects what can be shared and whether contact is permitted. Indiana says vital records must follow a birth parent’s contact-preference form and allows adult adoptees to indicate whether identifying information may be released to a birth parent. California’s mutual-consent route requires agreement from both sides before it shares contact details. These controls protect the choices of both parties; a refusal is not an explanation of why someone made that decision.
Use official channels and follow the service’s rules. Do not impersonate a relative, evade sealed-record restrictions, publish sensitive documents, or send repeated unsolicited messages. New York’s registry warns applicants not to share confidential information or documents with outside entities.
Before a first contact, consider what you hope to learn, what boundaries you want to set, and who can support you whatever the response. Some services build preparation into the process: Texas requires a counseling session for its registry procedure, while Maryland says its intermediaries prepare registrants for possible outcomes. Those are program-specific provisions, not universal requirements.

When more than one option is available, compare the function and rules rather than assuming one route is best for everyone.
- Information: Ask whether you can request non-identifying background or medical history, and which office holds it.
- Original record: Check whether you qualify under the adoption jurisdiction’s rules and whether the record is certified or non-certified.
- Registry: Find out who is eligible, whether the registry is mutual-consent, and what triggers disclosure.
- Active search: Ask whether a confidential intermediary or other authorized search service can look for someone who has not registered.
- Privacy and contact: Clarify what details are shared, how consent or contact preferences work, and how a refusal is handled.
- Practical requirements: Confirm current paperwork, identity or relationship proof, counseling or court steps, processing details, and any fees.
There is no broadly applicable success rate or average search time established for U.S. reunion registries. Maryland’s page says its passive registry, in place since 1986, has over 5,000 names and cautions that matches are not frequent; the page does not date that count, so it should not be read as a current total or a measure of success. Utah describes its verified matches as “100% accurate” based on staff use of original pre-adoption birth-record information; that is a claim about match verification, not a promise that the registry will find everyone.
